J09CA055804_05.08_0003_a Point Vicente Final Proposed Plan concurrence letter 1_21_2025 Printed on Recycled Paper https://dtsc.ca.gov/ SENT VIA ELECTRONIC MAIL January 21, 2025 Mr. Harry R Hendler, SPL Environmental Lead & FUDS Program Programs & Project Management Division FUDS Program Manager, Military Branch U.S. Army Corps of Engineers Los Angeles District 915 Wilshire Blvd., Suite 930 Los Angeles, California 90017 harry.r.hendler@usace.army.mil CONCURRENCE WITH FINAL PROPOSED PLAN FOR POINT VICENTE MIL RES SITES/POINT VICENTE SOIL CONTAMINATION, FORMERLY USED DEFENSE SITE NUMBER j09CA055804, RANCHO PALOS VERDES, CALIFORNIA (SITE CODE: 400953) Dear Mr. Hendler: The Department of Toxic Substances Control (DTSC) completed a review of the United States Army Corps of Engineers (USACE) Proposed Plan (PP) at the Point Vicente MIL RES FS Sites/Point Vicente Soil Contamination project located in Rancho Palos Verdes (Site). The Final PP is dated November 2024. The PP was public noticed from August 31, through October 2, 2024. This PP summarizes the activities, results, conclusions, and recommendations of the remedial investigation conducted for the Point Vicente Interpretive Center (PVIC) and portions of the Point Vicente Park. Historical Site use is documented as a Known Distance Rifle Range and was used for small arms training by the Army in the 1950s Mr. Harry R. Hendler January 21, 2025 Page 2 of 2 until 1974 when the range was deactivated. Soil contaminated with lead was found during construction activities for the PVIC in 1999 and subsequently investigation by USACE commenced. In 2002 a Removal Action was completed, removing lead contaminated soils and backfill with clean soil material. A land use covenant (LUC) was executed in 2006 between the City of Rancho Palos Verdes and DTSC. PVIC was reopened to the public in 2006. The selected remedy proposed in the PP is no further action, however due to residual lead contamination in the soil, the LUC will ensure future protection to receptors by restricting soil disturbance unless done in coordination with DTSC and by requiring long term stewardship. DTSC has reviewed and concurs with the Final Proposed Plan. DTSC looks forward to reviewing the Draft Record of Decision in March 2025.
