PC MINS 20241008 APPROVED 12/10/2024 CITY OF RANCHO PALOS VERDES PLANNING COMMISSION MINUTES REGULAR MEETING OCTOBER 8, 2024 CALL TO ORDER A regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Chair Santarosa at 7:02 P.M. in accordance with the requirements of the Ralph M. Brown Act, Section 54950 et seq. of the Government Code. Remote participation by any Committee/Commission member shall be in accordance with Subdivisions (b)(3) or (f) of Government Code Section 54953. The meetings are held at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and/or via teleconference for staff/consultants/participants using the Zoom platform and broadcast live on the City's website at rpvca.gov/agendas and on PVPtv channels Cox 35 and Frontier FiberOptic 39. Members of the public could observe and participate using the zoom participation feature and in person. COMMENTS FROM THE AUDIENCE (regarding non-agenda items): None CONSENT CALENDAR: 1. APPROVAL OF THE SEPTEMBER 24, 2024 P.C. MINUTES (LG) Consent Calendar approved as presented. CONTINUED PUBLIC HEARINGS: None NEW PUBLIC HEARINGS: 2. APPEAL-(CASE NOS. PLZC2024-0002): 5323 Ironwood Street (JB) Director Forbes presented the staff report for an Appeal to the Director of the Community Development Department's determination that the proposed project which includes 482 units (1,173,927 square feet) does not qualify for Builder's Remedy status for SB35/423 ministerial review therefore requiring the following entitlements: General Plan Amendment, Zone Change, Certificate of Compliance, Major Grading Permit, Variance, Environmental Review and Major Site Plan Review as required by the Rancho Palos Verdes Municipal Code. The appeal was brought pursuant Rancho Palos Verdes Municipal Code Chapter 17.80. COMMISSIONER CHURA MOVED SECONDED BY COMMISSIONER GEORGE TO ADOPT P.C. RESOLUTION NO. 2024-22, THEREBY DENYING AN APPEAL AND UPHOLDING THE COMMUNITY DEVELOPMENT DIRECTOR'S DETERMINATION THAT THE PROPOSED PROJECT WHICH INCLUDES 482 UNITS (1,173,927 SQUARE FEET) DOES NOT QUALIFY FOR BUILDER'S REMEDY STATUS AND SB35/423 MINISTERIAL REVIEW THEREFORE REQUIRING THE FOLLOWING ENTITLEMENTS: GENERAL PLAN AMENDMENT, ZONE CHANGE, CERTIFICATE OF COMPLIANCE, MAJOR GRADING PERMIT, VARIANCE, ENVIRONMENTAL REVIEW AND MAJOR SITE PLAN REVIEW AS REQUIRED BY THE RANCHO PALOS VERDES MUNICIPAL CODE FOR THE PROPERTY LOCATED AT 5323 IRONWOOD STREET (CASE NO. PLZC2024-0002). THE MOTION PASSED ON A VOTE OF 7-0.
