AGENDA TITLE:
Consideration and possible action to approve a purchase order for $74,300 with Southern
California News Group (SCNG) for Citywide advertising.
RECOMMENDED COUNCIL ACTION:
(1) Approve the Fiscal Year (FY) 2024-25 purchase order with SCNG for an amount
not to exceed $74,300 for Citywide advertising.
FISCAL IMPACT: If approved, the fiscal impact for Citywide advertising may amount
to $74,300. This amount is included in the FY 2024-25 Adopted

BACKGROUND:
On June 18, 2024, the City Council approved the annual report requesting to renew
ongoing professional services agreements and purchase orders exceeding $25,000 in FY
2024-25. The June report summarized planned professional services and maintenance
agreements, other non-personnel services, and purchases of supplies and small

equipment valued at $25,000 or more for the upcoming fiscal year. However, SCNG, the
vendor typically used to place various ads and public notices for the City, was
inadvertently left off the report.
Rancho Palos Verdes Municipal Code (RPVMC) § 2.44.050(C) requires City Council
approval for purchases exceeding $25,000 per vendor. Due to its omittance from the
annual report, Staff now seeks the City Council’s authorization to open a purchase order
with SCNG for advertising services as allocated in the FY 2024-25 Adopted Budget.
DISCUSSION:
SCNG is recognized as a trusted local news source in Southern California. Communities
all across the region have access to local publications and community newspapers
including the Daily Breeze and Palos Verdes Peninsula News. Department Staff have
utilized SCNG publications to place legal and public notices as required, and to advertise
local events and activities taking place within the City for well over a decade.
Advertisements may include but are not limited to requests for proposals, notices inviting
bids on capital projects, recycling events, municipal elections, recruitments, and public
hearing notices. As a reputable source that keeps residents informed regarding local
activities, Staff recommend approving a purchase order for FY 2024-25 in an amount not
to exceed $74,300.
CONCLUSION:
In conclusion, the City Council is being asked to approve a purchase order exceeding
$25,000 in accordance with RPVMC § 2.44.050(C). Any expenditures beyond the
approved not-to-exceed amount will require further City Council action.
ALTERNATIVES:
In addition to the Staff recommendation s, the following alternative actions are available
for the City Council’s consideration:
1. Do not approve the purchase order and direct Staff to obtain additional
quotes or proposals for consideration by the City Council at a later date.
2. Take other action, as deemed appropriate.
