BACKGROUND:
In an effort to keep the City Council and the public informed on the activities of the
City’s advisory boards/committees/commissions, City Council Policy No. 54 states
that biannual status reports shall be given at a regular City Council meeting
(Attachment A). As a result, the City Council has directed that these reports focus
on the accomplishments of each advisory board and the Planning Commission during
the preceding six-month period and should address each of their achievements with
respect to its most recent City Council-approved work plan (Attachment B).
This evening, each advisory board and the Planning Commission will present its
report and be allotted up to 10 minutes for its presentation. The chair, vice-chair, or
another member has been asked to make their respective presentation.
DISCUSSION:
The City has six established advisory boards and the Planning Commission that
meet regularly. Below is a brief description of their realms of responsibility. A detailed
description can be found in the attachments for each respective advisory board.
Civic Center Advisory Committee (CCAC)
The CCAC serves as a citizens’ advisory board to the City Council, advising on the
development of the Civic Center Master Plan. Committee members play a vital role
in the public outreach process, layout/boundary concerns, conceptual design, and
other related issues. This evening, the CCAC presents its biannual report for its FY
2023-24 work plan (Attachment B1) and its proposed work plan for FY 2024-25
(Attachment C1).
Below are the items listed in the FY 2024-25 work plan:
• Participate in project management application review, interview selected
firms, and participate in final selection process.
• In conjunction with Staff and the project management firm, assist with the
development of the Master Plan design phase including launching a design
competition. (Stage 2).
• Assist in the development of the project delivery method.
• Receive updates and provide recommendations on ongoing outreach to the
Federal Emergency Management Agency (FEMA) regarding placement of
emergency components.
• Explore potential partnerships and coordinate appropriate usage.
• Monitor the progress and developments regarding the potential acquisition of
U.S. Coast Guard property (Battery Barnes).
• Develop and carry out a public outreach strategy.
• Produce biannual reports to City Council.
• Work with Staff to update project schedule.
Emergency Preparedness Committee (EPC)
The EPC advises and assists the City Council and Staff to ensure that the City
develops and maintains a high state of readiness to respond to a wide variety of
emergencies and disasters. This evening, the EPC presents its biannual report for
its FY 2023-24 work plan (Attachment B2) and its proposed work plan for FY 2024-
25 (Attachment C2).
Below are the items listed in the FY 2024-25 work plan:
• Integrate key lessons learned from recent serve wildfire and emergency
incidents into the city’s emergency planning efforts, with an emphasis on
enhancing emergency communication and resources.
• Collaborate with local homeowners associations, the Rancho Palos Verdes
Council of Homeowners Associations (CHOA), Neighborhood Watch, small
residential community groups, and other relevant entities to fortify
neighborhood safety and boost emergency preparedness.
• Monitor, support, and educate residents on the current home and community
hardening standards established by the Los Angeles County Fire
Department’s brush clearance.
• Implement a standing agenda item regarding monthly messaging to
residents, highlighting emergency preparedness materials.
• Develop, identify, and consolidate comprehensive resources for large animal
and equine evacuation and shelter-in-place procedures.
• Enhance the City’s webpage.
• Monitor, support, and develop detailed recommendations for wildfire
hardening.
• Promote grants, tax incentives, and legislation to encourage residents
interested in fire hardening their homes/neighborhoods.
• Review and participate in Cal Fire’s updating of Fire Hazard Severity Zones.
• Identify and promote existing Los Angeles County Fire Department
Community Response Team training programs.
• Convene regular meetings with Staff to engage in thoughtful discussions
regarding emergency preparedness scenarios.
Finance Advisory Committee (FAC)
The FAC provides citizen input to the City Council and Staff regarding the City’s
financial matters. The FAC reviews short- and long-term financial information and
other financial issues as assigned by the City Council. The FAC also recommends
specific areas for review to the City Council and provides advice regarding economic
development matters, such as methods to improve the local business climate and
City relationships with local businesses. This evening, the FAC presents its biannual
report for its FY 2023-24 work plan (Attachment B3) and its proposed work plan for
FY 2024-25 (Attachment C3).

• Review and provide feedback/recommendations regarding the next FAC
Work Plan.
• Review and provide feedback regarding the FAC Biannual Report.
• Receive a presentation of the City’s annual employee pension plan actuarial
valuation reports and monitor changes to pension plan.
• Receive a presentation on the City’s current fiscal year-end unaudited
actuals.
• Receive a presentation of the City’s Annual Comprehensive Financial Report
(ACFR).
• Receive a presentation of the current fiscal year’s midyear review and next
year’s budget assumptions and the Financial Model.
• Receive a quarterly presentation on the Treasury activities and investment
reports.
• Review and provide feedback on the City’s Investment Policy.
• Review and assess the potential for revenue enhancement by reevaluating
current fees for new development and Accessory Dwelling Units (ADUs).
• Review and discuss the RPV Community Foundation and the preparation of
a request for proposals (RFP) for the development consultant.
• Explore creating a framework for a financial plan to address unexpected
changes in the General Fund.
• Once information becomes available, discuss the financial impact on mixed
development projects.
• Discuss the feasibility of the current and future impact of funding incremental
public safety increases through transient occupant tax (TOT).
Infrastructure Management Advisory Committee (IMAC)
The IMAC provides community input by advising the City Council on matters
concerning public works and infrastructure. This includes capital improvement
projects; maintenance of public buildings and facilities; park sites; trails; stormwater
systems; sanitary sewer systems, including the Abalone Cove Sewer System; street
rights-of-way and traffic control devices; the Palos Verdes Drive South/Portuguese
Bend Landslide; and special projects as assigned by the City Council. This evening,
the IMAC presents its biannual report for its FY 2023-24 work plan (Attachment B4)
and its proposed work plan for FY 2024-25 (Attachment C4).
Below are the items listed in the FY 2024-25 work plan:
• Review and provide feedback/recommendations regarding a list of potential
capital improvement projects for the City to consider funding in future fiscal
years.
• Review and provide feedback/recommendations on plans, problems and
designs brought to IMAC by the City Council and/or Staff.
• Review and provide feedback/recommendations on the Portuguese Bend
Landslide remediation program and continue participation in the RPV
Landslide Complex Working Group.
• Review and provide feedback/recommendations on the Altamira Canyon
Erosion Improvement Project as new information becomes available.
• Support adoption of updated Trails Network Plan (TNP). Monitor the trails
network status and provide recommendations for addressing broken
connections between segments. Review and provide feedback on revised
TNP when it becomes available.
• Evaluate potential uses of technology or recommend projects to improve
quality of life (traffic signal timing, crime reduction, water conservation,
electrical vehicle charging…)
Planning Commission (PC)
The Planning Commission was established in accordance with the provisions of the
planning and zoning law of the state, as codified in Section 2.20.010 of the Rancho
Palos Verdes Municipal Code. Additionally, the Planning Commission assumes the
duties of the view restoration commission and makes determinations regarding view
restoration and view preservation applications This evening, the PC presents its
biannual report for its FY 2023-24 work plan (Attachment B5) and its proposed work
plan for FY 2024-25 (Attachment C5).
Below are the new items listed in the FY 2024-25 work plan:
• Continue conducting meetings to consider land use development.
• Continue working with the Planning Division on targeted code amendments
to the zoning code, which include amendments to the City’s Housing Element
and clarification on residential building height provisions.
• Review draft information for the Arterial Streets, Fence and Wall Plan.
• Conduct Planning Commission view and restoration and preservation
training.
Traffic Safety Committee (TSC)
The TSC provides community input by advising the City Council on traffic issues,
development proposals, and special projects as assigned by the City Council. The
TSC also reviews and advises on neighborhood traffic calming guidelines and
proposed projects, and collaboratively works with Staff to address residents'
requests for improving the livability and drivability of neighborhood streets in the City.
This evening, the TSC presents its biannual report for its FY 2023-24 work plan
(Attachment B6) and its proposed work plan for FY 2024-25 (Attachment C6).
Below are the items listed in the FY 2024-25 work plan:
• Review and assess any item requested by residents, City Council, TSC, and
Staff.
• Explore possible means, options, and opportunities to control or reduce
vehicular traffic speeds throughout the City.
• Establish and participate in community and stakeholder workshops to solicit
both general and neighborhood-specific comments related to traffic concerns.
• Develop a public outreach and education campaign to bring awareness to the
danger associated with speeding.
• Review ongoing and pending traffic studies status via monthly reports by
Staff.
• Develop a methodology for TSC to receive and prioritize future traffic
requests with the Public Works Department to study and evaluate current
traffic requests.
Youth Advisory Committee (YAC)
The YAC provides community input by advising the City Council on the needs of
youth by elevating youth voices to improve their overall well-being and engage with
the inner-workings of local government. This evening, the YAC presents its biannual
report for its FY 2023-24 work plan (Attachment B7) and its proposed work plan for
FY 2024-25 (Attachment C7).
Below are the items listed in the FY 2024-25 work plan:
• Create two mental health events.
• Establish a Get out the Vote rally and campaign.
• Establish a center for youth in the community.
• Participate in City events.
• Produce an e-bike event and participate in the e-bike policy development
with the Traffic Safety Committee.
• Create volunteer opportunities for youth in the community.
• Attend a leadership event or conference.
• Develop various subcommittees.
Attached are the approved work plans for the CCAC, EPC, FAC, IMAC, PC, TSC,
and YAC. All work plans are in the standardized format developed in the last fiscal
year and have been reviewed and approved by the committees.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative action is available
for the City Council’s consideration:
1. Provide direction to Staff to modify one or more of the proposed work
plans, and continue this matter to a future date to be determined.

SUBJECT: Council Liaisons for Advisory Boards/Committees/Commissions
POLICY:
It shall be the policy of the City Council to assign a council member to any City resident
advisory committee, and the Planning Commission, as a liaison that the
committee/commission can turn to if members have questions or concerns about the
direction of the board/committee/commission and/or direction from Staff. The following
parameters are hereby established as guidelines:
A. At the discretion of the City Council, a council member may be assigned to any of
the City’s active advisory boards including the Planning Commission to serve as a
Council liaison.
B. Council liaison assignments may be done on an annual basis along with the Council
appointments to outside agencies.
C. After the appointment(s) are made, Staff will notify the Staff liaison regarding the
decision.
D. Attendance at board/committee/commission meetings by the Council liaison is at the
discretion of the Councilmember.
E. Council liaisons may informally arrange for a Council alternate when scheduling
conflicts arise.
F. During a board/committee/commission meeting, the Council liaison shall serve a role
similar to that of the Staff liaison. The primary responsibility for providing information
to board/committee/commission members belongs to the Staff liaison, but the
Council liaison may provide additional information at the request of the Chair when
questions fall beyond the scope of staff’s expertise.
G. During a board/committee/commission meeting, the Council liaison may address the
body under the “Staff Communications” portion of the agenda. During this time, the
liaison shall address the members from the podium or at a designated seat at the
table with Staff.
H. The Council liaison may raise points of order when procedural issues arise.

I. During board/committee/commission meetings, authority resides with the
board/committee/commission Chair.
J. A Council liaison role is primarily an observer, therefore liaisons shall refrain from:
a. Interfering with the smooth operation of board/committee/commission
meetings
b. Participating or engaging in discussions or decisions of the
board/committee/commission
c. Advising what the board/committee/commission should or should not do or
attempting to influence and/or guide its progress
d. Offering opinions or advocating for or against matters when they come
before the board/committee/commission
e. Acting in a manner that undermines the Chair’s authority
f. Participating in policy discussions except when providing factual
information at the request of the Chair
g. Speaking on behalf of the full Council without appropriate authority
h. Acting as spokesperson for the board/committee/commission
K. No more than two members of the City Council are to be in attendance at any
meeting of a committee or commission at any time. If appointed to serve as liaison
to a committee or commission, the council member has priority over any other
council member who may wish to attend and is not a liaison.
L. If questions or concerns arise regarding the conduct of a Council liaison, the Chair
of the board or commission should consult with the Mayor for possible resolution.
When the liaison in question is the Mayor, the Chair should consult with the Vice
Mayor for possible resolution.
M. In an effort to keep the City Council and the public informed on the activities of the
boards/committees/commissions, biannual status reports shall be given at a regular
City Council meeting.
BACKGROUND:
The City Council recognized the need for City resident advisory boards and the
Planning Commission to have a council member act as liaison between the City and the
board/committee/commission.

ADVISORY BOARD ACCOMPLISHMENTS
MISSION STATEMENT
The mission of the Civic Center Advisory Committee (CCAC) is to work with the City
Council and its Staff to develop a Civic Center Master Plan which seeks a solution to the
design of the Civic Center site and make associated recommendations to Council. All
appropriate needs of the City and the community will be considered in the design solution.

SPECIFIC 2023-2024 ASSIGNMENTS
Below is the CCAC biannual update listing CCAC’s accomplishments from January to
June 2024 and anticipated achievements for the first six months of Fiscal Year 2024-
2025.

•Reviewed status update on Stage 2 of the Civic Center Campus Master Plan
•Compared current program document to 2019 version
•Created CCAC subcommittee to work with Staff to review project management

NEXT SIX-MONTH REPORTING PERIOD
In the next six-month reporting period, the Committee expects to work on a range of tasks
that are aligned with the draft CCAC FY 2024-25 work plan. Per previous CCAC direction,
the tasks are divided into four categories: Budget/Project Development, Partnership
Outreach, Public Outreach, and Ongoing Assignments.

MISSION STATEMENT
The mission of the City of Rancho Palos Verdes Emergency Preparedness Committee
(EPC) is to advise and make recommendations to the City Council on matters pertaining
to emergency preparedness to help ensure the City develops and maintains a high state
of readiness to respond to a wide variety of emergencies and disasters (Resolution No.
2008-61).
PAST SIX MONTHS ACCOMPLISHMENTS
Below is a list of the EPC’s activities and accomplishments from July-December 2023:
JANUARY 2024:
EPC monthly messaging was “Disaster’s Don’t Plan Ahead, You Can!”; the
messages were distributed by Staff and committee members.
EPC held its regular meeting on January 18, 2024.
FEBRUARY 2024:
EPC monthly messaging was equine preparedness tips; the message was
distributed by Staff and committee members.
EPC held its regular meeting on February 15, 2024.
EPC Subcommittee dedicated to monitoring the California Public Utilities
Commission’s (CPUC) wireless provider resiliency strategies met on August 28
and provided an update to the Committee.
MARCH 2024:
EPC monthly messaging for March was tsunami preparedness tips; the message
was distributed by Staff and committee members.
EPC held its regular meeting on March 21, 2024.
A letter was provided to residents who have been impacted by homeowners
insurance cancellations and rate increases to advise on the steps taken by the
City, neighborhoods, individual residents, and the Los Angeles County Fire
Department to mitigate wildfire disasters in RPV.
On September 18, 2023, Staff and EPC subcommittee members met to strategize
about equine and large animal safety and emergency preparedness.
A Community Emergency Response Team (CERT) information session was
offered on March 28 and members of the EPC and Staff were available.

FY2023-24 Accomplishments
APRIL 2024:
EPC monthly messaging for April was emergency supply kit readiness; the
message was distributed by Staff and committee members.
EPC held its regular meeting on April 23, 2024.
EPC members participated in the Whale of a Day event that took place on April 27
at the Point Vicente Interpretive Center. Committee members provided information
to the public on how to be prepared for an emergency, supply lists, water shutoff
demonstrations, and how to register for Alert SouthBay, My RPV and find their
evacuation zone on the Know Your Zone website.
MAY 2024:
EPC monthly messaging for May was wildfire preparedness tips; the message was
drafted by Chair Sprinkel and distributed by Staff and committee members.
Alert SouthBay held a test of its Wireless Emergency Alert system on May 7 and
will provide Staff and the EPC with the outcomes of the survey analytics to better
understand what areas of the City were not covered on this test. EPC plans to
utilize this information to better market emergency preparedness resources to
these areas within the community.
EPC held its regular meeting on May 16 and discussed updates on monthly
messaging, application list to be included on the communication platforms, goals,
ad hoc committee assignments, and the FY 2024-25 work plan.
JUNE 2024:
Monthly messaging for June was equine preparedness; Chair Sprinkel and
Member Robinson drafted the message to be distributed by Staff and committee
members.
EPC members participated in the Palos Verdes Street Fair on June 8 and 9.
Committee members provided information to the public on how to be prepared for
an emergency, supply lists, water shutoff demonstrations, and how to register for
Alert SouthBay, My RPV and find their evacuation zone on the Know Your Zone
website.
The regular meeting of the EPC has been canceled in June, but members will
present the progress on their FY 2023-24 work plan and their work plan for FY
2024-25 at the June 18 City Council meeting

ADVISORY BOARD ACCOMPLISHMENTS
MISSION STATEMENT
The mission of the Finance Advisory Committee (FAC) is to provide citizen input to
the City Council and Staff regarding financial matters of the City of Rancho Palos
Verdes. The Committee shall review short and long-term financial information of the
City and other financial issues as assigned by the City Council. The Committee shall
provide advice regarding economic development matters such as methods to
improve the business climate and how to better work with local businesses and shall
recommend specific areas for review to the City Council. The Committee will serve to
advise the City Council regarding the City’s financial condition (Resolution No. 2008-
064).
PAST SIX MONTHS’ ACCOMPLISHMENTS
Below is a list of FAC’s accomplishments from January 2024 to June 2024:
1. Completed the in-depth review of the City’s Investment Policy and investment
providers and provided a recommendation to the City Council.
2.Received a presentation of the FY 2022-23 year-end unaudited actuals.
3.Received the FY 2024-25 budget calendar.
4.Received an update from Staff and ad-hoc committee regarding the RPV
Community Foundation and the request for proposals (RFP) for the development
consultant.
5.Received an update of American Rescue Plan Act (ARPA) spending to monitor the
deadline.
6.Received an update on the FY 2023-24 City Council Goals and provide
recommendations.
7.Received a presentation on the current fiscal year’s midyear review, next fiscal
year’s budget assumptions, and the Financial Model.
8.Received a report of the City’s Annual Comprehensive Financial Report (ACFR)
prepared annually, including the audit report.
9.Started the review and a presentation of arbitrage opportunity created by paying
down California Public Employees' Retirement System (CalPERS) unfunded
liability.

MISSION STATEMENT
The mission of the Infrastructure Management Advisory Committee (IMAC) is to provide
community input by advising the City Council on matters concerning public works and
park infrastructure, capital improvement projects, and maintenance and preventative
maintenance programs for public buildings; park sites; trails; the stormwater system; the
sanitary sewer system including the Abalone Cove Sewer District; street rights-of-way
and traffic control devices; the Palos Verdes Drive South/Portuguese Bend Landslide;
and special projects as assigned by the City Council. (Resolution No. 2014-45)
SUMMARY OF ACCOMPLISHMENTS FOR JANUARY – JUNE 2024
Since January 1, 2024, three regularly scheduled IMAC meetings and one special
meeting have been conducted.

PLANNING COMMISSION
ACCOMPLISHMENTS
MISSION STATEMENT
The seven-member Planning Commission makes decisions on specific private land use
planning applications such as subdivision maps, variances, and conditional use permits;
reviews environmental assessments, such as Environmental Impact Reports and
Negative Declarations; makes decisions on view restoration permits; and considers
appeals of Staff decisions on land use planning applications.
Below is the Planning Commission’s biannual update listing its duties, accomplishments
from December 2023 to July 2024.
SUMMARY OF ACCOMPLISHMENTS
•Made recommendations to the City Council regarding the adoption of revisions to
the City’s 2021-2029 Housing Element including code amendments and zone
changes to effectuate the housing programs in the City’s Housing Element.
•Made recommendations to the City Council regarding code amendments to the
City’s Antenna Code, Sign Code and Filing of Multiple Applications.

MISSION STATEMENT
The mission of the Traffic Safety Committee (TSC) is to provide community input by
advising the City Council on traffic issues, development proposals and special projects
as assigned by the City Council; review and advise on neighborhood traffic calming
guidelines and proposed projects; and collaboratively work with Staff to address
residents' requests for improving livability and drivability of neighborhood streets in
Rancho Palos Verdes (Resolution No. 2008-77).

Below is a list of TSC’s accomplishments in the third and fourth quarters of Fiscal Year

ADVISORY BOARD 2023-24 ACCOMPLISHMENTS
MISSION STATEMENT
The mission of the Youth Advisory Committee (YAC) is to advocate for the needs of youth
by elevating youth voices to improve their overall well-being and allow youth to engage
with the inner workings of local government (Council Policy No. 56A).
PAST SIX MONTHS ACCOMPLISHMENTS
Below is a list of the YAC’s activities and accomplishments from January – June 2024:
JANUARY 2024:
Council Subcommittee interviewed YAC applicants and selected 13 members
including a chair and vice chair.
The City Council affirmed the council subcommittee recommendation on January
18, 2024.
YAC members attended a mental health summit held in the City of Torrance.
YAC held its first meeting on January 29, which included ethics and Brown Act
training conducted by the City Attorney and set the committee’s next meeting date.
FEBRUARY 2024:
On February 21, YAC held a special meeting to select school liaisons and appoint
members who would serve the schools, received a report from the Civic Center
Advisory Committee, and determined meeting frequency, time and location.
MARCH 2024:
On March 25, YAC met to discuss social media communications and the City
Council Goals presentation.
YAC prepared preliminary goals for council consideration for the current FY 2023-
24 and for next FY 2024-25.
YAC determined to add special event participation as a regular item on its monthly
agenda and agreed to participate in the Whale of a Day event on April 27.
YAC created an e-bike event committee, community outreach events
subcommittee, and legislative outreach subcommittee.
APRIL 2024:
On April 22, YAC held a special meeting to received a report on e-bikes from Noel
Casil, Senior Engineer from the Public Works Department, and Los Angeles
County Sheriff’s Department Deputy Derek Clotworthy. YAC provided feedback

and directed the e-bike subcommittee to work with Public Works and the Los
Angeles County Sheriff’s Department (LASD) on events and public outreach.
YAC members participated in the Whale of a Day event that took place on April 27
at the Point Vicente Interpretive Center. Committee members had a game booth
at the event and provided information on what the YAC is and how individuals can
get involved.
MAY 2024:
On May 13, YAC held a special meeting to receive a report from Director of
Government Affairs Sharon Gonsalves from RPPG, reviewed the YAC’s goals and
work plan, and discussed event participation.
JUNE 2024:
YAC members participated in the Palos Verdes Street Fair on June 8 and 9.
Committee members provided information to the public on youth involvement and
activities in the community.
The regular meeting of the YAC has been canceled in June, but members will
present the progress on their FY 2023-24 work plan and their work plan for FY
2024-25 at the June 18 City Council meeting

During Fiscal Year 2024-25, the CCAC will continue to implement its mission, with emphasis
upon the following goals:

competition (Stage 2).
3.Assist in the development of the project delivery method.

5.Based on direction from the City Council, explore potential partnerships and
coordinate appropriate usage with other civic, business and nonprofit organizations
including partners who may express interest in assisting with a capital campaign.
6.Staff to monitor progress and keep CCAC apprised of any developments regarding
the potential acquisition of U.S. Coast Guard property (Battery Barnes).
7.Work with the project manager and Staff to develop and carry out a public outreach
strategy.
8.Produce biannual reports to the City Council on CCAC progress.
9.Work with Staff and project manager to update the project schedule.
RECOMMENDATIONS TO THE CITY COUNCIL
As an advisory body, the CCAC has the ability to bring comments, ideas, and
recommendations regarding the Civic Center Master Plan project to the City Council for

2024-25 WORK PLAN
SUMMARY OF FY 2024-25 ASSIGNMENTS
1. Integrate key lessons learned from recent severe wildfire and emergency incidents
into the City's emergency planning efforts, with a particular emphasis on enhancing
emergency communication and resources. This involves the EPC identifying
potential challenges and advising the City Council on recommended mitigation
measures and response actions. Committee Members Assigned: Chair Sprinkel
and Vice Chair Campbell.
2. Collaborate with local homeowners' associations, the Rancho Palos Verdes
Council of Homeowners Associations (CHOA), Neighborhood Watch, small
residential community groups, and other relevant entities to fortify neighborhood
safety and boost emergency preparedness. This process entails educating
residents on comprehensive emergency preparedness planning, conducting mock
or simulated emergency drills, gleaning key lessons learned from these drills, and
integrating best practices for emergency communication. Committee Members
Assigned: Chair Sprinkel, Vice Chair Campbell, Member Robinson. It was noted
that the mock or simulated emergency drills originally planned for FY 2023-24 were
going to be moved as a goal in the first 6 months of FY 2024-25.
3.Monitor, support, and educate residents on the current home and community
hardening standards established by the Los Angeles County Fire Department's
brush clearance inspection program including the 0-5 distance from a structure, as
well as the California Department of Insurance's recommended insurance pricing
regulation for insurance companies that promotes residential wildfire mitigation
efforts. Member Assigned: Member Himmelstein.
4. Implement a standing agenda item regarding monthly messaging to residents,
focusing on distributing relevant emergency preparedness information and
educational materials effectively. Member Assigned: All members and Staff.
5. Develop, identify, and consolidate comprehensive resources for large animal and
equine evacuation and shelter-in-place procedures for residents of Rancho Palos
Verdes to be included in the City's overall emergency evacuation planning efforts.
This involves engagement with local stakeholders to educate residents about
necessary transportation and supplies, as well as pre-determine appropriate
shelters for large animals and equines. Member Assigned: Member Robinson to
share information with (Peninsula Public Safety Committee) PPSC via public
comment at the quarterly meeting.

6. Enhance the City’s emergency preparedness webpage by adding value and
improving accessibility, including the development of an emergency status
webpage for residents to easily access before, during, and after emergency
situations. This effort involves promoting increased registrations for Alert SouthBay
and MyRPV, as well as endorsing the Know Your Zone educational outreach
campaign to educate residents about established evacuation zones in Rancho
Palos Verdes. Member Assigned: Vice Chair Campbell
7. Monitor, support, and develop detailed recommendations for wildfire hardening
accomplished by incorporation of the following mitigation strategies:
• Continue monitoring of state -level actions to ensure compliance with the
California Public Utilities Commission (CPUC) decision that implements
wireless provider resiliency strategies for both wireline and wireless providers.
• Scheduling specific topic presentations to the EPC and/or City Council with
subject matter experts from utility companies, as relevant.
• Identify, promote, and educate residents on backup power residential
resources. Monthly messaging for January 2025.
• Pre-identify fire-hardened public access buildings and strategically located
open space areas to serve as shelters for residents during a mass evacuation
or the need to shelter in place, providing mass care services and
accommodations for both large animals and equines.

8. Promote grants, tax incentives, and legislation to encourage residents interested
in fire-hardening their homes and neighborhoods. This includes working with Staff
to identify and actively advocate for legislation that advances the creation of these
grant programs, which would facilitate initiatives such as home hardening,
hazardous vegetation management, and wildfire mitigation and response efforts.
Consider how to become a Fire Wise Community and conduct research with other
public agencies that have achieved this certification. Determine how L.A. County
restrictions overlap with Fire Wise Community requirements. Consider marketing
and outreach regarding individual requirements, neighborhood requirements, and

Midyear review is a financial analysis performed after the first six months of the
fiscal year comparing budget to actuals. This is the first look at where the City
expects to end the fiscal year. Budget assumptions and proposed budget are
prepared and presented to Council during the budget workshop, an informal
meeting between Council and department heads, as they review the City’s financial
position for the upcoming fiscal year. The Financial Model (the “Model”) is a
financial schedule which is annually prepared by Staff, as required by City Council
Policy No. 18. The Model includes the proposed budget for the coming fiscal year,
as well as estimates of revenues, expenditures, fund transfers and ending fund
balance for all funds of the City up to ten years’ time. The Model is prepared as
part of the budget process for each fiscal year and is a planning tool used to identify
structural problems in the budget and future fiscal challenges.

INVESTMENT POLICY.
The objective of the City’s Investment Policy is to strive to maintain the level of
investment of all idle funds as near 100% as possible through the optimum operation
of its cash management system. The City has determined that its investment criteria,
listed in order of priority, are safety, liquidity, and yield. The City Treasurer (Director
of Finance) reviews the policy annually and determines if there are any applicable
statutory changes to the Government Code Section 53600 et seq. through the
California Debt and Investment Advisory Commission (CDIAC). Additionally, the City
Treasurer may propose an update to the policy consistent with the policy’s
objectives. The proposed changes are then presented to the Committee for
feedback/recommendations.

The mission of the Infrastructure Management Advisory Committee (IMAC) is to provide
community input by advising the City Council on matters concerning public works and
park infrastructure, capital improvement projects, and maintenance and preventative
maintenance programs for public buildings; park sites; trails; the stormwater system; the
sanitary sewer system including the Abalone Cove Sewer District; street rights-of-way

PLANNING COMMISSION
FY 2024-2025 WORK PLAN
MISSION STATEMENT
The seven-member Planning Commission makes decisions on specific private land use
planning applications such as subdivision maps, variances, and conditional use permits;
reviews environmental assessments, such as Environmental Impact Reports and
Negative Declarations; makes decisions on view restoration permits; and considers
appeals of Staff decisions on land use planning applications.
SPECIFIC DUTIES ASSIGNMENTS
1.Review individual land use development projects for consistency with the General
Plan, the zoning ordinance, and other land use policies and regulations.
2.Review and act upon conditional use permits.
3.Review and make recommendations to City Council for code amendments and
updates to the zoning ordinances.
4.Review progress toward implementing the goals and policies of the City’s General
Plan.
5.Review the annual progress report on the City’s status and progress in
implementing its Housing Element.
6.Perform annual review of the City's Capital Improvement Program of the City for
its consistency with the General Plan.
7.Undertake special projects and planning studies as needed.

TRAFFIC SAFETY COMMITTEE
FY 2024-2025 WORK PLAN
MISSION STATEMENT
The mission of the Traffic Safety Committee (TSC) is to provide community input by
advising the City Council on traffic issues, development proposals and special projects
as assigned by the City Council. The TSC reviews and advises on neighborhood traffic
calming guidelines and proposed projects, and collaboratively work with Staff to address
residents' requests for improving livability and drivability of neighborhood streets in
Rancho Palos Verdes. (Resolution No. 2008-77)
SPECIFIC 2024-25 ASSIGNMENTS
During Fiscal Year 2024-2025, the TSC will continue to implement its mission, with
emphasis on the following goals:
1.Review and assess any item requested by residents, members of the City
Council, Traffic Safety Committee, and City Staff.
2. Explore possible means, options, and opportunities to control or reduce
vehicular traffic speeds throughout Rancho Palos Verdes.
3.Establish and participate in community and stakeholder workshops to solicit
both general and neighborhood-specific comments related to traffic concerns.
4. Develop a public outreach and education campaign to bring awareness to the
danger associated with speeding and educate residents regarding traffic
calming measures and City traffic initiatives. The outreach campaign may
include the use of the City newsletter, social media posts, and through
RPVtv.
5.Review ongoing and pending traffic studies status via monthly reports
provided by Staff.
6.Develop a methodology for TSC to receive and prioritize future traffic
requests with the Public Works Department to study and evaluate
current traffic requests.

MISSION STATEMENT
The mission of the Youth Advisory Committee is to advocate for the needs of youth by
elevating youth voices to improve their overall well-being and allow youth to engage with
the inner workings of local government (Council Policy No. 56A).
SUMMARY OF FY 2024-25 ASSIGNMENTS
To accomplish this goal, the YAC has formed the following subcommittees and ad hoc
committees. The committee will need to be reassigned when the new committee
members are affirmed by the City Council in September 2024.
