BACKGROUND AND DISCUSSION:
Pursuant to Section 2.20.060 of the Rancho Palos Verdes Municipal Code, the City
Council shall appoint a chairperson to the Planning Commission and a chairperson to
each advisory board on an annual basis per City Council Policy No. 6.
In May 2024, Staff reached out to the current Planning Commissioners and Advisory
Board Members to notify them of the opportunity to express interest in serving as
chairpersons of their respective boards for one year.
The following members have expressed interest in serving as Chairperson:
Planning Commission *Commissioner Bob Nelson or
Romolo (Ron) Santarosa if
Commissioner Nelson is not
reappointed
1
Civic Center Advisory Committee Committee Member Gregory O’Brien
Emergency Preparedness Committee *Committee Member James Sprinkel
or Don Campbell if Member Sprinkel
is not reappointed
Finance Advisory Committee Committee Member George Lewis
Infrastructure Management Advisory
Committee Committee Member Peter Shaw
Traffic Safety Committee Committee Member John Tye
With only one member from each board showing interest in the position of Chairperson
at this time, Staff requests that appointments for those boards be affirmed as presented,
provided that Emergency Preparedness Committee Member James Sprinkel and
Planning Commissioner Robert Nelson are reappointed during the committee
appointment portion of the meeting held earlier in the evening as a separate Regular
Business agenda item.
In the event Mr. Sprinkel is not reappointed, Don Campbell has expressed interest.
Additionally, if Mr. Nelson is not reappointed, Romolo (Ron) Santarosa has expressed
interest. The appointed Chairpersons will serve from July 1, 2024 through June 30, 2025
(unless otherwise decided by the City Council), which aligns the appointments with City
Council Policy No. 6.
ALTERNATIVE
In addition to the Staff recommendation, the following alternative action is available for the
City Council’s consideration:
1. If the City Council prefers to interview those sole applicants interested in
serving as the Chair to their respective boards before deciding upon their
appointments, continue this agenda item and direct Staff to arrange
interviews of each of the applicants with the full Council, at a future date to
be determined.
