CC SR 20240507 N - Toyota Tacoma Purchase FY23-24 CITY COUNCIL MEETING DATE: 05/07/2024 AGENDA REPORT AGENDA HEADING: Consent Calendar AGENDA TITLE: Consideration and possible action to authorize the purchase of three new trucks to add to the City’s fleet. RECOMMENDED COUNCIL ACTION: (1) Authorize a purchase contract for three 2024 Toyota Tacoma trucks from a local Toyota dealership in a total amount not to exceed $174,000 ($58,000 per truck). (2) Authorize the purchase and installation of roof-mounted light bars and miscellaneous accessories necessary to equip each truck in a total amount not to exceed $15,000. FISCAL IMPACT: If approved, the total purchase of the new vehicles and their equipment is not to exceed $189,000. Approximately $123,000 is included in the Fiscal Year 2023-24 adopted budget. The remaining $66,000 will be funded from the Equipment Replacement Fund (ERF). The ERF has a FY 2023-24 beginning fund balance of $3.3 million, designated for Citywide equipment and vehicle purchases only. Vehicle Purchase Quotes (page A-1) 1 BACKGROUND: Public Works Department Truck Request The Maintenance Division within the Public Works Department is requesting to replace two 2011 Ford Ranger trucks that have reached the end of their useful life. The trucks are 13 years old and are showing substantial signs of corrosion, which has led to additional damage, including water infiltration. The cost to repair the vehicles would exceed their value. Replacing the aging vehicles with Toyota Tacoma trucks would adhere to the Maintenance Division’s operations needs and would improve safety and reliability for the department and its staff. The department is also requesting authorization to purchase and install roof-mounted light bars for each vehicle. The light bars add to the vehicles’ visibility and help ensure the safety of maintenance workers when out in the field or responding to emergencies. Public Safety Division Truck Request The newly formed Public Safety Division within the Administration Department is proposing the purchase of a new truck for the purpose of conducting Citywide patrols as part of the Public Safety Liaisons’ routine services. The Public Safety Division will be ultimately comprised of two Public Safety Managers (PSM) and four Public Safety Liaisons (PSL) when fully operational. The PSLs will primarily patrol city streets and neighborhoods, address parking issues, respond to traffic collisions, respond to non- emergency service calls including wellness checks and vacation checks, complete incident reports, set out barricades, and perform other duties in cooperation with the Los Angeles County Sheriff’s Department (LASD) Lomita Station. Two PSLs will need to operate a vehicle in the normal course of their daily duties, seven days per week. The Recreation and Parks Department currently has one vehicle that will be transferred over to the Public Safety Division. Therefore, one additional vehicle is proposed. A truck is desired to serve multiple functions and to be shared with other Departments when not in use by the PSLs. DISCUSSION: Procurement Cooperative joint purchasing groups typically used by local government agencies to purchase vehicles have been unable to ensure availability of, or provide a timeline for, suitable replacement vehicles. Therefore, Staff reached out to three local dealerships to find suitable replacement vehicles. Staff is requesting authorization for $58,000 per vehicle to provide the flexibility needed to accommodate potential price variations and ensure Staff can secure suitable replacement vehicles without delay. Staff also seeks City Council authorization to purchase and install roof-mounted warning light systems, vehicle mounted toolboxes, and City logo decals and markings in total amount not to $15,000. Approving the purchase of three new trucks provides the Public Works Department’s Maintenance Division and the Administration Department’s Public Safety Division with the resources to adequately and efficiently respond to constituent and community needs, especially during weather related events, while prioritizing safety and operational efficiency. CONCLUSION: Staff recommends the City Council authorize the purchase of three Toyota Tacoma trucks in the amount of $174,000 and their associated equipment in the amount of $15,000 for a total expenditure not to exceed $189,000. ALTERNATIVES: In addition to the Staff recommendation, the following alternative actions are available for the City Council’s consideration. 1. Do not authorize the purchase contract and direct Staff to request new quotes. 2. Do not authorize the purchase contract thereby not authorizing the purchase of three new trucks. 3. Authorize the purchase of fewer trucks. 4.
