Recommendation:
(1) Review the updated FY 2024-5 Master Schedule of Fees for City Services and affirm the
following:
i. Foregoing the 4% increase from the March 2024 Consumer Price Index for All Urban
Consumers (CPI-U);
ii. Removing the outdated fees no longer applicable and making minor updates to
descriptions for Planning fees;
iii. Increasing the facility rental fees for Ladera Linda Community Park and Sport League
fields; and
iv. Applying the 4% increase from the March 2024 CPI-U to the Fully Burdened Hourly
Rates primarily charged for reimbursed services and elective services.
(2) Adopt Resolution No. 2024-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO PALOS VERDES AMENDING RESOLUTION NO. 2023-17 THEREBY DETERMINING

BACKGROUND:
On April 20, 2021, the City Council adopted Resolution No. 2021 -15 (Attachment C),
which established a new Master Schedule of Fees based on a Citywide updated cost of
service analysis. The Council-adopted resolution also established a Total Cost Allocation
Plan and a Fully Burdened Hourly Rate (FBHR) schedule. As a result, the City Council
directed Staff to return annually with the Master Schedule of Fees to consider whether
fees should be adjusted by the March CPI-U.
On May 5, 2023, the City Council adopted Resolution No. 2023-17 (Attachment B),
amending Resolution No. 2021-15 to include certain new fees to the Master Schedule of
Fees and to adjust the FBHR schedule for FY 2023-24. Any fee, charge, or rate included
in Resolution No. 2021-15 that was not superseded by the amendment remains in effect.
According to state law, City-imposed fees for services cannot exceed the estimated
reasonable cost of providing the service. Therefore, all fees are reviewed annually and
adjusted, if warranted, as deemed necessary. Tonight, the City Council is being asked to
conduct its annual review of the Master Schedule of Fees and to consider whether fees
should be increased by the March 2024 CPI-U for FY 2024-25. The City Council is also
being asked to consider amending certain fees and adjusting the FBHR schedule.
DISCUSSION:
Master Schedule of Fees
March 2024 CPI-U
On April 10, 2024, the U.S. Bureau of Labor Statistics (BLS) published the March 2024
CPI-U of 4%. To assess the impact on current fees after applying the March CPI-U, a
comparison of the current fees to the inflation-adjusted fees was prepared by Staff
(Attachment D). The table on the next page provides a few sample fees included in the
comparison.

As reported at the Annual Budget Workshop on April 18, 2024, the City’s General Fund
has a projected unallocated balance of $86,050 for FY 2024-25. The annualized inflation
rate has remained above the Federal Reserve’s target rate of 2% since March 2020.
However, efforts to reduce this rate are ongoing. To advance the City’s tradition of
supporting the modernization of its housing inventory through permitted activities, which
encourages construction and strengthens revenues (i.e. increased property taxes, etc.),
at this time, Staff does not recommend raising current fees based on the March 2024
CPI-U rate of 4%. Thus, Staff recommends the City Council retain the unadjusted fees
for FY 2024-25. Foregoing a CPI adjustment to the fee schedule provides economic relief
to residents and businesses Citywide and alleviates pressure from the currently elevated
costs of goods and services. If affirmed, Staff will continue monitoring fees associated
with City services and return to the City Council next fiscal year for the annual review.
Fee Updates
Additional recommendations are also included following an internal review of the fee
schedule. Accordingly, Staff proposes the following minor changes to the FY 2024-25
Master Schedule of Fees for City Council consideration:
• Revise description for fee S-064 Water Efficient Landscaper Permit;
• Delete data entry fees S-073 Historical Fee and S-074 Data Processing;
• Remove Conditional Use Permit (CUP) fee for Accessory Dwelling Unit (ADU);
• Update fees for Ladera Linda Community Park; and
• Increase fees for sports program field use.
The discussion below provides information regarding the proposed changes.

Changes to Fees S-064, S-073, and S-073
Following the latest review, Staff has identified various items worth correcting to increase
clarity in the upcoming fee schedule. The proposed changes include revising the
description for fee S-064 and deleting fees S-073 and S-074. Staff recommends revising
the description for fee S-064 from “Water Efficient Landscaper Permit” to “Water Efficient
Landscape Permit” to accurately reflect the intended purpose of this fee. Additionally,
Staff proposes the deletion of fees S-073 and S-074 because the charges for these
services are listed as $0 and no longer provided by the City because permit data entry
was completed under a previous permitting system. Moreover, charges related to data
processing are currently included in the applicable planning fees.
Removal of CUP Fee
The ADU CUP fee is no longer required or applicable. In prior years, the City’s ADU Code
required a CUP for ADU developments situated on streets lacking two means of ingress.
Subsequently, amendments were made to eliminate this requirement, but the CUP fee
remained listed on the fee schedule. Since this is no longer required for approval, Staff
recommends removing this fee.
Staff seeks City Council affirmation on the above-listed proposed changes related to
Planning Fees.
Updated Fees for Ladera Linda Community Park
The grand opening ceremony for Ladera Linda Community Park was held on February
23, 2024. Now that the community center is open to the public, the Recreation and Parks
Department is proposing to update the room rental fees based on the facility’s new layout
and available amenities. The proposed fees for the multipurpose room, multipurpose
room patio, and classrooms were calculated as explained below.
Multipurpose Room
The Ladera Linda Multipurpose Room is a premium space that offers similar amenities
as the Point Vicente Interpretive Center (PVIC) Sunset Room. However, this rental now
includes the use of a kitchenette instead of a kitchen, and is only 60% of the capacity of
the PVIC Sunset Room. To establish hourly rates comparable to existing City facilities,
and due to the lower capacity, the proposed fees for the Multipurpose Room at Ladera
Linda are equal to 60% of the fees to reserve the sunset room at PVIC, based on the
respective group. For example, the original fee for Group II of $19 has been updated to
$97 per hour as proposed, or 60% of the $161 PVIC sunset room fee.
A fee comparison of the previous Ladera Linda fees for all groups is provided in Table 2
below as a reference to the proposed changes.

Multipurpose Room Patio
The patio area attached to the Multipurpose Room at Ladera Linda is only available to
rent in combination with the Multipurpose Room for an additional cost. The proposed fee,
also charged on an hourly basis, is equal to 40% the hourly rate charged to rent the
Multipurpose Room. As proposed, the total combined fee to rent the Ladera Linda
Multipurpose Room and patio for Group II would be $136 per hour, approximately 85% of
the hourly rate to rent the PVIC sunset room. Like the Multipurpose Room, the updated
fees are based on the lower capacity and available amenities in comparison to facility
rentals at PVIC.
Classrooms, Discovery Room, and Kitchen
As proposed, rental fees for the classrooms and Discovery Room at Ladera Linda are
comparable to the current hourly rates for equivalent room rentals at Hesse Park. The
other proposed change is the removal of kitchen fees. Based on the new design, the
kitchen was replaced with a kitchenette and is attached to the Multipurpose Room. As
noted above, Table 2 provides a fee comparison for reference.

Adjustments to Sports League Field Use Fees
Field rental fees for resident youth and nonprofit sports groups (American Youth Soccer
Organization, Little League, U.S. Youth Volleyball, etc.) on non-lighted athletic fields are
well below the rates of neighboring cities. For example, compared to similar facilities, the
City’s current hourly rate is approximately 60% lower than the City of Torrance,
approximately 75% lower than the City of Rolling Hills Estates and has not been updated
since 2009. To align field rental fees more closely with neighboring cities, Staff proposes

an increase of 20% to the sports league hourly fees. The proposed changes are listed in
Table 3 below.

Fully Burdened Hourly Rate
The FBHR includes salary, benefits, and indirect costs such as supplies, and technology
required for a specific position and task. This schedule is used by Staff to calculate new
fees and to invoice other agencies for reimbursement of a service. The FBHR is also used
to establish the appropriate fee levels for various permits based on the full cost of
providing these elective services. As illustrated in Exhibit B of Attachment A, Staff has
applied the March 2024 CPI-U to the FBHR schedule.
Adjusting the FBHR schedule allows the City to assess new fees based on the current
costs for providing a service. This action enables the City to recover costs through fee
revenues and limits the use of general tax revenues as a subsidy, which are paid by all
residents. Table 4 below provides examples of the rate increases when applying the
March 2024 CPI-U of 4% to the current FBHR. As such, Staff recommends the City
Council approve the FBHR increase for FY 2024-25.

Public Notice
On April 4 and 18, 2024, Staff published a public notice in the Peninsula News. An
explanation of the contents of this staff report and details on how to view the public
hearing were provided. The draft Master Schedule of Fees was also made available to
the public and can be viewed at https://www.rpvca.gov/1012/Taxes-and-Fees. This was
posted on the City’s website on April 18, after the BLS published the March CPI-U.
CONCLUSION:
Staff recommends the City Council approve amending Resolution No. 2023-17,
establishing an updated Master Schedule of Fees for FY 2024-25. This action will approve
retaining current fees, updating the schedule and certain fees as proposed, and affirming
an increase to the FBHR schedule based on March 2024 CPI-U. All other terms of
Resolution 2021-15 will remain in full force and effect.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative actions are available for
the City Council’s consideration:
1. Increase fee schedule based on the March 2024 CPI-U.
2. Do not increase the FBHR based on the March 2024 CPI-U.
3. Take other action, as deemed appropriate.

WHEREAS, the City of Rancho Palos Verdes (“City”) conducted an extensive
analysis of its services, the costs reasonably borne by the City in providing those services,
the beneficiaries of those services, and the revenues produced by those paying fees and
charges for special services; and
WHEREAS, based on that analysis of services, the City Council adopted
Resolution 2021-15 approving a new Master Schedule of Fees for Fiscal Year 2021-22
and establishing a Total Cost Allocation Plan and Fully Burdened Hourly Rates for City
services; and
WHEREAS, the City Council adopted Resolution 2023-17, amending Resolution
No. 2021-15, thereby adding certain new fees to the Council-adopted Master Schedule
of fees and establishing an updated Fully Burdened Hourly Rates for City Services; and
WHEREAS, the City now desires to update its Master Schedule of Fees and
Charges and appropriately adjust the City's Fully Burdened Hourly Rates for Fiscal Year
2024-25 by amending Resolution No. 2023-17; and
WHEREAS, California Government Code Section 66000, et. seq. authorizes the
City to adopt fees for municipal services, provided such fees do not exceed the cost to
the City in providing the service; and
WHEREAS, on April 4 and 18, 2024, a public notice was published in the Peninsula
News describing the contents of this public hearing matter and details on how to view and
participate in the public hearing; and
WHEREAS, on May 7, 2024, the City Council conducted a duly noticed public
hearing concerning the fees, charges and rates proposed to be adopted; and
WHEREAS, the adoption of this Resolution amending Resolution s 2021-15 and
2023-17 approves and sets forth a procedure for determining fees, charges and rates for
the purpose of meeting the operating expenses of City departments and is, therefore,

exempt from the California Environmental Quality Act (Public Resources Code Sections
21080 et seq.) pursuant to Public Resources Code Section 21080(b)(8)(A); and
WHEREAS, all requirements of California Government Code Sections 66016 and
66018 are hereby found to have been satisfied.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
Section 1. The facts set forth in the Recitals of this Resolution are true and correct
and are hereby incorporated by reference as though set forth in full.
Section 2. The City Council hereby finds that none of the fees, charges and rates
set forth in the Master Schedule of Fees attached hereto as Exhibit A and incorporated
by reference, exceeds the cost to the City in providing the service to which such fee,
charge or rate applies. The basis for the new fees, charges and adjusted hourly rates
contained in the Master Schedule of Fees is set forth in the Fully Burdened Hourly Rates
and attached hereto as Exhibit B. The Periodic Analysis of Fees, Charges and Rates was
prepared in accordance with Section 9 of Resolution No. 2021-15.
Section 3. The City Council hereby approves and adopts the amended Master
Schedule of Fees and Fully Burdened Hourly Rates for Fiscal Year 2024-25 as the fees,
charges, and rates applicable to specified municipal services provided by the City of
Rancho Palos Verdes. Any restatement in the Master Schedule of Fees and Fully
Burdened Hourly Rates to the existing rates, charges, and amounts for previously
imposed fees is for the purpose of administrative convenience and is not intended, and
shall not be construed, as the imposition, extension, or increase of any such fee. Further,
omission of a fee, charge or rate from the Master Schedule of Fees and Fully Burdened
Hourly Rates approved by this Resolution does not repeal it even if the fee, charge or rate
was included on a prior Master Schedule of Fees. Such fee, charge or rate remains in
effect until expressly repealed or superseded.
Section 4. The provisions of Resolution Nos. 2021-15 and 2023-17 not consistent
with or in conflict with this Resolution are hereby superseded by this Resolution; in all
other respects, Resolution Nos. 2021-15 and 2023-17 shall remain in full force and effect.
Section 5. This Resolution shall take effect immediately upon its passage and
adoption.

obtain subtotal. the subtotal shall be divided by the maximum number of participants for the event to obtain
subtotal per participant. subtotal per participant will then be added to the cost of admission ticket (if applicable)
to obtain the fee that will be charged for each such event.

AMENDING RESOLUTION 2022-24 THEREBY
ADDING CERTAIN NEW FEES TO THE COUNCIL-
ADOPTED MASTER SCHEDULE OF FEES,
DETERMINING NOT TO INCREASE FEES FOR
CITY SERVICES IN FY 2023-24, AND
ESTABLISHING UPDATED FULLY BURDENED
HOURLY RATES FOR CITY SERVICES FOR
FISCAL YEAR 2023-24 BASED ON THE MARCH
2023 CPI-U.
WHEREAS, the City of Rancho Palos Verdes ("City") conducted an extensive
analysis of its services, the costs reasonably borne by the City in providing those services,
the beneficiaries of those services, and the revenues produced by those paying fees and
charges for special services; and
WHEREAS, based on that analysis of 'services, the City Council adopted
Resolution 2021-15 approving a new Master Schedule of Fees for Fiscal Year 2021-22
and establishing a Total Cost Allocation Plan and Fully Burdened Hourly Rates for City
services; and
WHEREAS, the City Council adopted Resolution 2022-24 adding certain new fees
to the Council-adopted Master Schedule of fees and establishing an updated Fully
Burdened Hourly Rates for City Services; and
WHEREAS, the City also desires to update its Master Schedule of Fees and
Charges and appropriately adjust the City's Fully Burdened Hourly Rates for Fiscal Year
2023-24; and
WHEREAS, California Government Code Section 66000, et. seq. authorizes the
City to adopt fees for municipal services, provided such fees do not exceed the cost to
the City in providing the service; and
WHEREAS, on April 6 and 20, 2023, a public notice was published in the Peninsula
News describing the contents of this public hearing matter and details on how to view and
participate in the public hearing; and
WHEREAS, on May 2, 2023, the City Council conducted a duly noticed public
hearing concerning the fees, charges and rates proposed to be adopted; and
WHEREAS, the adoption of this Resolution amending Resolutions 2021-15 and
2022-24 approves and sets forth a procedure for determining fees, charges and rates for
the purpose of meeting the operating expenses of City departments and is, therefore,
111 exempt from the California Environmental Quality Act (Public Resources Code Sections
21080 et seq.) pursuant to Public Resources Code Section 21080(b)( 8)(A); and

WHEREAS, all requirements of California Government Code Sections 66016 and
66018 are hereby found to have been satisfied. 111
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
Section 1. The facts set forth in the Recitals of this Resolution are true and correct
and are hereby incorporated by reference as though set forth in full.
Section 2. The City Council hereby finds that none of the fees, charges and rates
set forth in the Master Schedule of Fees attached hereto as Exhibit A and incorporated
by reference, exceeds the cost to the City in providing the service to which such fee,
charge or rate applies. The basis for the new fees, charges and adjusted hourly rates
contained in the Master Schedule of Fees is set forth in the Fully Burdened Hourly Rates
and attached hereto as Exhibit B. The Periodic Analysis of Fees, Charges and Rates was
prepared in accordance with Section 9 of Resolution 2021-15.
Section 3. The City Council hereby approves and adopts the amended Master
Schedule of Fees and Fully Burdened Hourly Rates for Fiscal Year 2023-24 as the fees,
charges, and rates applicable to specified municipal services provided by the City of
Rancho Palos Verdes. Any restatement in the Master Schedule of Fees and Fully
Burdened Hourly Rates to the existing rates, charges, and amounts for previously
imposed fees is for the purpose of administrative convenience and is not intended, and
shall not be construed, as the imposition, extension, or increase of any such fee. Further,
omission of a fee, charge or rate from the Master Schedule of Fees and Fully Burdened
Hourly Rates approved by this Resolution does not repeal it even if the fee, charge or rate
was included on a prior Master Schedule of Fees. Such fee, charge or rate remains in
effect until expressly repealed or superseded.
Section 4. The provisions of Resolution Nos. 2021-15 and 2022-24 not consistent
with or in conflict with this Resolution are hereby superseded by this Resolution; in all
other respects, Resolution Nos. 2021-15 and 2022-24 shall remain in full force and effect.
Section 5. This Resolution shall take effect immediately upon its passage and
adoption.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO PALOS VERDES RESCINDING RESOLUTION
NOS. 2009-19 AND 2010-77 AND ADOPTING AN UPDATED
MASTER SCHEDULE OF FEES AND CHARGES FOR CITY
SERVICES THEREBY ESTABLISHING AN UPDATED
TOTAL COST ALLOCATION PLAN, APPROVING AN
UPDATED COST OF SERVICES ANALYSIS, APPROVING
THE FULLY BURDENED HOURLY RATES.
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES
RESOLVE AS FOLLOWS:
WHEREAS, the City of Rancho Palos Verdes ("City") has conducted an extensive
analysis of its services, the costs reasonably borne by the City in providing those services,
the beneficiaries of those services, and the revenues produced by those paying fees and
charges for special services; and
WHEREAS, the City retained an independent consultant, Revenue & Cost
Specialists, LLC ("RCS"), to conduct said analysis of the City's services and related costs.
RCS completed that certain Total Cost Allocation Plan and Service Cost Update (the "Fee
Study") dated April 30, 2019, a copy of which was distributed to the City Council and is on
file with the City Clerk. The Fee Study set forth a mechanism for ensuring that fees
adopted by the City for services rendered do not exceed the reasonable estimated cost for
providing the services for which the fees are charged; and
WHEREAS, California Government Code Section 66000, et. seq. authorizes the
City to adopt fees for municipal services, provided such fees do not exceed the cost to the
City of providing the service; and
WHEREAS, on April 20, 2021, the City Council conducted a duly noticed public
hearing to consider the new fees proposed to be adopted; and
WHEREAS, the adoption of this Resolution approves and sets forth a procedure for
determining fees for the purpose of meeting the operating expenses of City departments
and is, therefore, exempt from the California Environmental Quality Act (Public Resources
Code Sections 21080 et seq.) pursuant to Public Resources Code Section 21080(b)( 8)(A);
and
WHEREAS, all requirements of California Government Code Sections 66016 and
66018 are hereby found to have been satisfied.

imposition, extension, or increase of any such fee.
Section 4. Costs Reasonably Borne Defined. "Costs reasonably borne," as used
and ordered to be applied in this Resolution, shall consist of the following elements:

A. All applicable direct costs including, but not limited to, salaries, wages,
overtime, employee fringe benefits, services and supplies, maintenance and operation
expenses, contracted services, special supplies, and any other direct expense incurred by
the City.
B. All applicable indirect costs including, but not restricted to, building
maintenance and operations, equipment maintenance and operations, communications
expenses, information technology costs, printing and reproduction, vehicle expenses,
insurance and like expenses, when distributed, based on an accounted and documented
rational proration system.
C. Fixed asset recovery expenses, consisting of depreciation of fixed assets,
and additional fixed asset expense recovery charges calculated on the current estimated
cost of replacement, divided by the approximate life expectancy of the fixed asset were
considered and adjusted accordingly by the City Council.
D. Citywide support, expressed as a percentage, distributing and charging the
expenses of the City Council, City Attorney, City Manager, City Clerk, and Finance and
Information Technology Department, and all other staff and support service provided to the

entire city organization. Support shall be prorated between tax-financed services and fee-
financed services on the basis of said percentage so that each tax and fee and charge
shall proportionately defray such support costs.
E. Departmental support, expressed as a percentage, distributing and charging
the cost of each department head and his or her supporting expenses.
F. Debt service costs, if applicable, consisting of repayment of principal,
payment of interest, and trustee fees and administrative expenses for all applicable bond,
certificate, or securities issues or loans of whatever nature or kind. Any required coverage
factors or required or established reserves beyond basic debt service costs also shall be
considered, if applicable, as a cost if required by covenant within any securities ordinance,
resolution, indenture or general law applicable to the City.
Section 5. Fully Burdened Hourly Rates. "Fully Burdened Hourly Rates"
attached hereto as Exhibit 2 shall be applied to all trust deposit charges or to fees that are
to be collected for which a flat rate or per unit cost cannot be established due to the nature
of the regulation, product, or service to be provided. Fully burdened hourly rates shall be
consistent with the definition of "costs reasonably borne" as defined above and shall be
applied as follows:

Section 6. Separate Fee for Each Application. All fees set by this resolution are
for each identified application that is being processed. Additional fees shall be required for
each additional application or service that is requested or required. Where fees are
indicated on a per-unit of measurement basis, the fee is for each identified unit or portion
thereof within the indicated ranges of such units.

Where additional fees need to be charged and collected for completed staff work, or
where a refund of excess deposited monies is due, and where such charge or refund is ten
dollars ($10.00) or less, a charge or refund need not be made, pursuant to California
Government Code Sections 29373.1 and 29375.1 and amendments thereto, and because
the cost to the City of processing a refund or collecting the charge will exceed the cost of
the refund or charge. City staff has calculated it would cost the City $42.78 to process a
refund (0.25 hours of staff time at the Fully Burdened Hourly Rate of $114.17 plus 0.16
hours of staff time at the Fully Burdened Hourly Rate of$89.01), and it would cost the City
37.67 to collect the charge (0.33 hours of staff time at the Fully Burdened Hourly rate of
114.17).
Section 7. Trust Deposits. In addition to the fees and charges for an application,
each applicant shall be responsible for the full cost of services provided on behalf of the
City by outside consultants that have been retained by the City to render services
specifically in connection with the processing of the application. Each applicant shall be
required to pre-pay, in the form of a trust deposit with the City, the estimated amount of the
cost of any such services to be provided in connection with the processing of the
application. The trust deposit shall be remitted to the City prior to commencement of
covered services. The staff member responsible for processing the application shall
establish the initial amount of the trust deposit for a given application. The trust deposit
required shall be sufficient to cover the estimated costs of the services to be provided plus
the estimated cost of staff time, at the Fully Burdened Hourly Rate, for overseeing outside
consultants and administering the trust deposit. Services routinely provided to the City by
the City Attorney and other consultants that are included in the Fully Burdened Hourly
Rates shall be exempt from this condition. However, the trust deposits shall include the
costs of extraordinary services, including, but not limited to, geological reviews,
preparation of environmental impact reports and other environmental documentation, and
special services by the City Attorney that arise directly from the particular application and
are not within the scope of services that are routinely provided to the City. In the event the
trust deposit exceeds the actual costs incurred for a particular application, the City will
refund the surplus. If, conversely, the actual costs will exceed the amount on deposit, the
City shall notify the applicant in writing that additional funds are required to replenish the
trust deposit. The applicant shall replenish the trust deposit within ten (10) days of receipt
of notice from the City that additional funds are needed; the replenishment amount shall be
based upon an estimate by City Staff of the cost of services that will be provided by the
City during the next ninety (90) days. If an applicant fails to timely replenish a trust deposit,
the City shall suspend all processing of the application until such time as the applicant
remits the required additional funds.
Section 8. The fees specified in the Master Fee Schedule shall become effective
on July 1, 2021; provided, however, that those fees shall not be applicable to any
application received by or deemed "complete" by the City prior to July 1, 2021, and such
applications shall continue to be subject to the fee schedule in effect when the application
was deemed complete.

Section 9. The City Council hereby directs staff to return annually with the Master
Fee Schedule for the City Council to review and determine if the fee should be adjusted by
the March urban consumer price index (CPI-U) for Los Angeles, Riverside, and Orange
County. Based on the results of said annual review, the City Council shall revise such fees,
charges and rates as warranted.
Section 10. The City Council hereby directs staff to either internally or through a
third party, to perform a thorough analysis of fees, charges and rates every five years from
the date of this adopted resolution. Based on the results of said periodic review, the City
Council shall consider revising such fees, charges and rates as warranted. Until a periodic
analysis is completed, and after the fee adjustments detailed in Exhibit 1 are implemented,
the City Council may review the fees, charges and rates as often as annually and, after
conducting a duly noticed public hearing, may increase the portion of the fees, charges
and rates directly related to employee salaries and benefits by the percentage increase in
City salaries and benefits, as calculated by comparing the City's most recently adopted
budget for City salaries and benefits, divided by the number of full-time employees
budgeted for that year, to the adopted budget for City salaries and benefits, divided by the
number of full-time employees budgeted, that was in effect on the date of the last
adjustment of the fees.
Section 10. Any person paying a given fee who feels that any fee or charge
determined and set is in excess of the percentage of costs reasonably borne by the City
and to be recovered as set out in this Resolution, or has not been reviewed within the
review schedule as set forth herein, may appeal in writing to the City Council.
Section 11. The City Clerk shall certify to the. passage, approval, and adoption of
this resolution, and shall cause this resolution and her certification to be entered in the
Book of Resolutions of the City Council of the City.

*** REACH weekend trips vary in cost depending upon venue admission costs, transportation costs and the number of city
staff members required to facilitate the event. the fee for each event shall be calculated by using the following formula:
sum of the minimum hours for the event multiplied by the hourly rate of pay of each city staff member assigned to the
event, plus mileage (calculated by multiplying the irs mileage rate times the number of round‐trip miles) to obtain subtotal.
the subtotal shall be divided by the maximum number of participants for the event to obtain subtotal per participant.
subtotal per participant will then be added to the cost of admission ticket (if applicable) to obtain the fee that will be
charged for each such event.

BUSINESS LICENSE: A BUSINESS LICENSE IS REQUIRED FOR ALL BUSINESSES OPERATING IN THE CITY.

*** REACH weekend trips vary in cost depending upon venue admission costs, transportation costs and the number
of city staff members required to facilitate the event.
The fee for each event shall be calculated by using the following formula:
sum of the minimum hours for the event multiplied by the hourly rate of pay of each city staff member assigned to
the event, plus mileage (calculated by multiplying the irs mileage rate times the number of round‐trip miles) to
obtain subtotal. the subtotal shall be divided by the maximum number of participants for the event to obtain
subtotal per participant. subtotal per participant will then be added to the cost of admission ticket (if applicable)
to obtain the fee that will be charged for each such event.
