CC RES 2024-032 RESOLUTION NO. 2024-32 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, COUNTY OF LOS ANGELES OF THE STATE OF CALIFORNIA, AMENDING, RESTATING, AND SUPERSEDING RESOLUTION NO. 2024-10 THAT CONFIRMS AND ADOPTS THE CITY-WIDE SALARY AND HOURLY COMPENSATION SCHEDULE FOR ALL CITY EMPLOYEES (FULL TIME AND PART TIME), EXCEPT THE CITY MANAGER, EFFECTIVE JULY 1, 2024 WHEREAS, on June 21, 2022, the City Council adopted Resolution No. 2022-42, a Memorandum of Understanding between the City of Rancho Palos Verdes (City) and the Rancho Palos Verdes Employees' Association (RPVEA) which, among other things, provided for a three (3%) percent base wage cost-of-living adjustment ("COLA") effective on the first full pay period of July 2022 for three years for City employees represented by the RPVEA; and WHEREAS, on December 6, 2022, the City Council adopted Resolution 2022-67 that set the Salary and Hourly Compensation Schedule for part-time employees based on a state mandated minimum wage increase effective January 1, 2023; and WHEREAS, on June 20, 2023, the City Council adopted Resolution No. 2023-31 that effectively amended, restated, superseded and replaced salary ranges for all employees in City service (with the exception of the City Manager position); and WHEREAS, the City Council also desired to provide the same three percent (3%) base wage COLA for Fiscal Year 2023-24 to confidential and management, and part-time employee pay ranges, except the City Manager position, including that the individual employee's salaries shall also increase correspondingly within their salary ranges to reflect the COLA; and WHEREAS, on September 19, 2023, the City Council adopted Resolution No. 2023-44 which accepted, approved, and adopted the Memorandum of Understanding (MOU) for the City of Rancho Palos Verdes and the American Federation of State, County and Municipal Employees District Council 36 (AFSCME) for the period of July 1, 2023 through June 30, 2025 for part-time employees (excluding temporary and internship positions). Included in the Agreement is an annual COLA effective on the first full pay period of July, each year of the two-year term; and WHEREAS, Resolution No. 2024-10 was adopted on March 19, 2024 and effectively amended, restated, superseded, and replaced salary ranges for all employees based in part on the findings of the Public Sector Personnel Consultants' ("PSPC") Classification and Compensation Study ("Study") previously contracted by the City; and WHEREAS, the City Council now desires to amend the City's Salary Schedule for Fiscal year 2024-25 to reflect the three percent (3%) base wage COLA to be provided to RPVEA and AFSCME represented employees, including that the individual employee's salaries shall also increase correspondingly within their salary ranges to reflect the COLA; and WHEREAS, the City Council also desires to provide the same three percent (3%) base wage COLA for Fiscal Year 2024-25 to confidential and management pay ranges, except the City Manager position, including that the individual employee's salaries shall also increase correspondingly within their salary ranges to reflect the COLA WHEREAS, Section 36506 of the California Government Code requires that the City Council fix compensation of all appointive officers and employees by resolution or ordinance; and WHEREAS, Rule V of the Personnel Rules of the City provide that in order to amend the City's Salary Schedule that changes must be made via Resolution; and NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: Section 1: The recitals set forth above are true and correct and incorporated herein by this reference. Section 2: The salary and hourly ranges for City job classifications as set forth in Exhibit A of Resolution No. 2024-10 was adopted and effective as of March 19, 2024. Section 3: The newly amended and restated salary and hourly pay ranges for City job classifications is attached hereto as Exhibit A" and incorporated herein by this reference, is adopted and effective as of July 1, 2024. Section 4: Resolution No. 2024-32 hereby amends, restates, supersedes and replaces Resolution No. 2024-10 to reflect new salary ranges for all employees in City services (except the City Manager position) effective as of July 1, 2024. Section 5: This resolution shall be adopted on June 18, 2024 and the City Clerk shall certify the adoption of this resolution. PASSED, APPROVED and ADOPTED this 18th day of June 2024.
