PC MINS 20240514 APPROVED 5/28/24 (il k CITY OF RANCHO PALOS VERDES PLANNING COMMISSION MINUTES REGULAR MEETING MAY 14, 2024 CALL TO ORDER A regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Chair Chura at 7:02 P.M. in accordance with the requirements of the Ralph M. Brown Act, Section 54950 et seq. of the Government Code. Remote participation by any Committee/Commission member shall be in accordance with Subdivisions (b)(3) or(f) of Government Code Section 54953.The meetings are held at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and/or via teleconference for staff/consultants/participants using the Zoom platform and broadcast live on the City's website at rpvca.gov/agendas and on PVPtv channels Cox 35 and Frontier FiberOptic 39. Members of the public could observe and participate using the zoom participation feature and in person. APPROVAL OF THE APRIL 9, 2024 P.C. MINUTES (LG) Commissioner Nelson motioned seconded by Vice Chair Santarosa to approve the consent calendar. CONTINUED PUBLIC HEARINGS: 2. HEIGHT VARIATION PERMIT AND SITE PLAN REVIEW - (CASE NO. PLHV2023-0005): 2131 W Summerland Street (JK) A request to construct a 1,470 ft2 second-story addition to an existing 2,290 ft2 single-story residence (garage included) and reduce the first-story floor area by 10 ft2 for a new total structure size of 3,750 ft2 (garage included) along with ancillary site improvements on the property located at 2131 W Summerland Street. Director Forbes requested a continuation to the May 28, 2024 Planning Commission Meeting. COMMISSIONER BRACH MOVED SECONDED BY COMMISSIONER NELSON TO CONTINUE THE PUBLIC HEARING TO THE MAY 28, 2024, PLANNING COMMISSION MEETING TO ALLOW STAFF TIME TO VERIFY THE RECENTLY UPDATED PLANS AND SILHOUETTE MATERIALS BASED ON THE PLANNING COMMISSION FEEDBACK PROVIDED AT THE APRIL 9, 2024, PLANNING COMMISSION MEETING. THE MOTION PASSED ON A VOTE OF 7-0. 3. VIEW RESTORATION PERMIT— (CASE NO. PLVR2022-0010): Enrose Avenue (RN). Associate Planner Nemeth presented the staff report requesting to restore the view from the viewing areas at 29642 N Enrose Avenue, 29648 N Enrose Avenue, and at 29636 N Enrose Avenue- Foliage properties at 29624 S. Trotwood Drive, 2138 Fairhill Drive, 29623 S. Trotwood Drive, and 2133 W General Street. The Planning Commission asked clarifying questions of Staff regarding trimming timeline and removal of trees. Chair Chura opened the public hearing. PLVR 2022-0010), 1) REQUIRING THE FOLIAGE OWNERS AT 29623 S. TROTWOOD DR. AND AT 2133 W. GENERAL ST. TO REMOVE ONE PALM TREE AND ONE PINE TREE, RESPECTIVELY, WITH REPLACEMENT, BASED ON THE OWNERS' CONSENT; 2)AND THE FOLIAGE OWNERS AT 29624 S. TROTWOOD DR. TO CROWN REDUCE A TOTAL OF 11 TREES TO THE HEIGHT LEVEL DEPICTED WITH THE UPDATED ATTACHMENT NO. 3D, WITH THE OPTION TO REMOVE AND REPLACE SPECIFIC TREES, AS DESCRIBED IN CONDITIONS OF APPROVAL NO. 3-5, IN ORDER TO RESTORE THE APPLICANTS' VIEWS FROM 29642 N. THE MOTION PASSED ON A VOTE OF 7-0. NEW PUBLIC HEARINGS: 4. REVISED FINAL HOUSING ELEMENT & HOUSING PROGRAM IMPLEMENTATION MEASURES- (CASE NOS. PLGP2022-0001, PLGP2024-001, PLZC2024-001, PLCA2024-001 & PLCA 2024-002): Citywide (OS) Director Forbes presented the staff report requesting the Planning Commission recommend to the City Council to adopt by regular ordinance those changes to the Rancho Palos Verdes Municipal Code that were adopted by City Council in Urgency Ordinance No. 678U on April 16, 2024 The Planning Commission asked clarifying questions of Staff. Chair Chura opened the public hearing. The following members of the public addressed the Planning Commission, Shannon Hartman, Stasys Petravicius, Tony DeClue, Shahzad Khaligh, Kathy Millea and Benjamin Eilenberg via pre-recorded voice message. Chair Chura closed the public hearing. Discussion ensued amongst the Planning Commission. VICE CHAIR SANTAROSA MOVED SECONDED BY COMMISSIONER NELSON TO ADOPTED P.C. RESOLUTION NO. 2024-15, RECOMMENDING THAT THE CITY COUNCIL: (1) DETERMINE THE HOUSING ELEMENT PROJECT WAS ADEQUATELY ASSESSED IN THE PREVIOUSLY ADOPTED NEGATIVE DECLARATION AND ADDENDUM NO. 1 FOR THE 2021- 2029 HOUSING ELEMENT AND ASSOCIATED HOUSING PROGRAMS; (2) RE-ADOPT ZONE CHANGES, ZONING MAP AMENDMENTS, AND CODE AMENDMENTS TO EFFECTUATE THE REVISED FINAL 2021-2029 HOUSING ELEMENT AS WERE ADOPTED IN URGENCY ORDINANCE NO. 678U, WITH REVISIONS REQUESTED BY THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT; AND (3) RE-ADOPT UPDATED Planning Commission Minutes May 14,2024 Page 3 DEVELOPMENT STANDARDS FOR ACCESSORY DWELLING AND JUNIOR ACCESSORY DWELLING UNITS TO COMPLY WITH STATE HOUSING LAW, AS WERE ADOPTED IN URGENCY ORDINANCE NO. 678U, WITH REVISIONS FOR COMPLETENESS.
