BACKGROUND:
The Amended and Restated Declaration of Restrictions for Trump National Golf Club,
among other things, requires an annual review of Trump National Golf Club’s
(“Applicant’s”) compliance with trail maintenance obligations (Attachment B). Specifically,
Condition No. 7 of the Amended and Restated Declaration of Restrictions states the
following:

7. Review and Monitoring For Compliance. The City and Owners [Trump National
Golf Club] shall review the Owners' compliance with its Maintenance Obligations
and compliance with the terms and conditions under this Declaration at least once
every twelve (12) months based on a tracking system and protocols implemented
by City for monitoring compliance. Owners shall implement and/or perform all
reasonably practical recommendations or requirements of City following such
annual review.
Pursuant to this condition, the Community Development and Recreation and Parks
Departments (“City Staff”) worked together to create a maintenance spreadsheet. In early
2019, City Staff, in collaboration with the Applicant’s staff, created a tracking system for
trail and open space complaints and the Applicant’s responses. The resulting document
was a maintenance matrix that was first presented to the City Council on February 4,
2020, and most recently on April 18, 2023 (Attachment D). City Staff continues to maintain
the matrix (Attachment A) for presentation to the City Council on an annual basis.
The purpose of this report is to conduct the 2023 annual review of the overall
effectiveness of the Applicant’s compliance with maintenance obligations for the trails,
open space, and public amenities, using the maintenance matrix developed pursuant to
Condition No. 7. The focus of this review will be on the application of the maintenance
matrix, a discussion of the most common and recurring maintenance issues, and an
update on the status of the Catalina Trail bridge closure.
DISCUSSION:
The Applicant is required to maintain, manage, improve, and enhance, to the City’s
reasonable satisfaction, various portions of the Trump National Golf Club property, which
includes the open space, various public amenities such as picnic tables and benches,
and trails. Common and recurring maintenance issues include trail erosion, spur trails,
vandalism, litter, and sign deterioration. The maintenance matrix is used to log the issues
and provide a method by which City Staff can track and objectively measure the
completeness and timeliness of the Applicant’s compliance with its maintenance
obligations. The maintenance issues are grouped by trail or open space area, with a color
code (green for complete, black for confirmation of work pending, and red for not
complete), which allows the user to quickly assess the status of reported issues.
Typically, when a report of a trail issue is either identified by the City Staff or received
from the public, City Staff logs the reported issue on the maintenance matrix and reports
the concern directly to the Applicant. Additionally, to improve the data and locations of
reported issues, photos and map coordinates may be included, which reduces confusion
regarding the location or nature of the issues. Last year’s report indicated that City Staff
anticipated moving to the CityWorks automated platform in the near future, which is the
system that the Public Works Department currently uses for maintenance requests. It
should be noted that this system was implemented on a trial basis for internal City Staff
use in August 2023, to test the system and work out the issues prior to opening it up for
public access to report trail issues. City Staff anticipates being able to make the system
available for partner organizations (such as the Palos Verdes Peninsula Land

Conservancy and Trump National Golf Club) by this summer. This is anticipated to
improve reporting format, as well as better track maintenance performed.
There are 176 items listed in the current maintenance matrix. Currently, approximately 96
items are complete (green); 51 issues were responded to by the Applicant but not yet
confirmed complete by City Staff (black); 39 items were the subject of a difference of
opinion between City Staff and the Applicant regarding whether an issue has been fully
addressed (red), and 59 items not complete (blank). The large number of issues
responded to but not confirmed (black) is a result of the Applicant providing maintenance
updates in the days leading up to the preparation of this report, which precluded City Staff
from inspecting the work which is currently underway and may be updated at the April 16
City Council meeting. To summarize, 84% of the current reported or observed issues
have been addressed. City Staff continues to work with the Applicant to review its
progress and ensure completion of items that are still pending.
City Staff believes the Applicant, despite the challenges of the past several years,
continues to make significant progress to address and keep up with the ongoing
maintenance of the trails, open space, and amenities. Additionally, since the April 2023
City Council meeting, four informal meetings between City Staff and the Applicant have
been completed to stay up to date with the current status of the trails. Due to the large
size of the Ocean Trails Reserve and Trump National Golf Club, frequent usage by the
public, and most recently the large amount of rain that the area has received, topics
discussed at the aforementioned meetings and in this report include trail erosion, spur
trails, deterioration of signage, and vandalism and litter. Additional topics of discussion
for this report are the repairs to Sunset Park, and the Catalina Trail bridge closure and
solutions for re-opening. These topics are further discussed below:
Trail Erosion
As a result of erosion from the large amount of recent rain, trails and amenities need
continuous and recurring maintenance. While various large-scale trail construction
repairs were completed in October and November 2021, during 2023, the Applicant
worked on smaller projects including repairing trail washouts and adding new posts and
cables along the sides of existing trails. Erosion and resultant slope failures also caused
the closure of the Catalina Trail bridge and the Coastal Switchback Trail landslide in 2021.
This item is discussed further in the “Catalina Trail Bridge Status” section below.
Spur Trails
One of the main issues that remains is the creation of spur trails, which are unauthorized
new trails through existing habitat by hikers that must be closed and removed. Since the
last update to the City Council, the Applicant has continued to work on solutions to
permanently close these unauthorized areas, including, but not limited to , installation of
“Area Closed” signage, adding branches and planting cacti, as well as additional posts
and cables to block off these areas.
Deterioration of Signage

Sign maintenance due to vandalism and exposure to the elements is another constant
and recurring issue for the Applicant. In the period tracked in the maintenance matrix, the
Applicant has replaced a significant number of signs, including trail name signs and other
wayfinding and informational signage. Given that signs are critical for the identification of
the trails, as well as advising the public of the Preserve and beach rules, City Staff will
continue working with the Applicant to reduce the current volume of the sign issues.
Additionally, City Staff will be working with the Applicant on an updated version of the
original signage plan for the development. The property was still named “Ocean Trails” at
the time that the original signage plan was approved in October 1999, and there have
been various name changes and new trails added to the signage plan since it was first
created. Additionally, there have been some interim signage plans, such as a 2013
Interim Animal Signage Plan and the City Council-approved 2018 Amenities Plan that the
Applicant is currently working to consolidate into one updated Signage Plan. Furthermore,
Open Space Management Staff has provided the Applicant with additional surplus
signage, as well as direction regarding the correct type of posts to install. Additional
updates will be provided as more information becomes available regarding signage
proposals.
Vandalism and Litter
The Applicant has also informed City Staff regarding ongoing issues with frequent
vandalism within the eastern section of the Reserve including graffiti and etching.
Additionally, the bike decals on trail signage were targeted and frequently vandalized,
regardless of whether bikes were or were not permitted on a given trail. In an effort to
further deter this type of activity, Park Rangers will continue to frequent the La Rotonda
Drive parking lot and adjacent trails in this eastern section of the Reserve several times
a week to watch for any vandalism in the area. Additionall y, the Applicant sends an
employee to walk all the trails every Friday for litter and graffiti detail.
Sunset Park
In June 2023, the Applicant reached out to the City to discuss replac ing several trash
cans that had fallen in disrepair and were due for replacement. The City could not locate
records to provide the original vendor. Consequently, information about the existing
vendor and trash can style that matches others already used in the Preserve was shared
with the Applicant.

In October 2023, concerns were raised by a former Council member and member of the
Sea View Homeowners Association (HOA) located across Palos Verdes Drive South
about the deteriorated condition of Sunset Park. The concerns were that two areas of the
park were lacking landscape as originally installed and needed replanting (Area “A”), and
that the dry river/drainage area that typically is filled in with a layer of stones (Area “B”)
should be replenished and needs to be rehabilitated as shown in the marked up site map
below.
The Applicant advised City Staff that it had to address a gopher problem before it could
relandscape the two areas identified as “A” in the above site map. Additionally, the
Applicant also advised City Staff it was a process to clean up the drainage area, as the
existing stones needed to be removed to remove weeds and clean up the drainage area.
Also, access to the stockpile of stones that the Applicant planned to use to fill in the
drainage area was delayed by the large amount of rain received in th is area between
October 2023 and now. As of the date of distribution of this report, the Applicant has
installed gopher-deterring equipment, and has weeded the area, and has informed City
Staff that it will be redistributing stones in Area “B” on Wednesday, April 10, and installing
new landscaping in Area “A” the weeks of April 8 and April 15.
Catalina Trail Bridge Status
As stated above, City Staff has been working with the Applicant on possible solutions to
remedy these two significant trail issues since the bridge was closed in 2021 due to
erosion. Initially City Staff had to wait for the area to stabilize before subsequent
assessments to determine the stability of the area could be made following the landslide
event. Since then, City Staff has held several meetings with the City’s geologist, the
California Coastal Commission, U.S. Fish and Wildlife Service, and the California
Department of Fish and Wildlife to discuss possible solutions. City Staff also coordinated
site visits to these two impacted trail sites, several of which took place in May 2023,
December 2023, and January 2024. Furthermore, the Applicant has submitted a
Geotechnical report and a Structural Engineering report, which City Staff is reviewing.
The expected next steps are that a fter a potentially feasible repair/relocation/rebuild
project is identified for the bridge and reviewed with all applicable agencies, City Staff will
work with the Applicant on submittal of the appropriate planning applications to start the

planning and environmental review processes, which must occur before the application
and issuance of any construction permits.
It is evident that the Applicant strives to keep up with the recurring maintenance issues,
based on continually improving communication between the Applicant and City Staff,
among other things. City Staff will continue to work with the Applicant to facilitate and
ensure that recurring maintenance of the trails, open space , and amenities will be in
compliance with its obligations under the Amended and Restated Declaration of
Restrictions.
ADDITIONAL INFORMATION:
City Councilmembers residing within 500-feet of the project: Mayor Pro Tem Alegria
Mayor Pro Tem Alegria resides within 500 feet of the overall project site and its public
amenities, and will be asked to consider recusing himself from participating on this
agenda item.
Infrastructure Management Advisory Committee (IMAC) Trails Subcommittee
Open Space Management Staff (a division of the Recreation and Parks Department) has
been in regular communication with the IMAC Trails Subcommittee regarding two closed
trails in the Trump National Golf Course property. Specifically, the trails include the
Coastal Switchback Trail, which is closed due to land movement, and the bridge closure
due to erosion on the Catalina Trail. As previously noted, the trails cannot simply be
repaired and likely may need to be rerouted through dedicated habitat and Preserve
areas. However, the IMAC is aware that these repair projects will require coordination
with various stakeholders and agencies, which will take some time.
Public Correspondence
On March 28, 2024, a public notice was mailed to all property owners within a 500 -foot
radius of the project site and published in the Palos Verdes Peninsula News. In response
to the public notice, City Staff received public correspondence (Attachment C) from two
residents. The residents expressed concerns regarding landscaping noise early in the
morning, and the status of the Catalina Trail bridge closure. City Staff advised the first
resident that City Staff would review the appropriate landscaping hours with the Applicant.
City Staff advised the second resident that additional updates regarding the Catalina Trail
bridge closure would be included in the staff report and will send him the agenda link
when it’s available.
CONCLUSION:
Staff recommends the City Council receive and file this annual review report regarding
Trump National Golf Club’s 2023 compliance with its maintenance obligations relating to
trails and open space pursuant to the 2018 City Council-approved Amended and
Restated Declaration of Restrictions.

In addition to the Staff recommendation, the following alternative actions are available for
the City Council’s consideration:
1. Identify areas of concern regarding the Applicant’s compliance with the
maintenance obligations and direct Staff to address these concerns at a future
meeting.
2. Take other action, as deemed appropriate.

Although I live in Fullerton in Orange County, I enjoy hiking all of the trails found throughout the Palos Verdes
Peninsula, ESPECIALLY the Catalina Trail in the Ocean Trails Preserve…
As you know, there are trail closures in place on the Catalina Trail to detour and protect hikers from traversing the
main bridge near the Trump Golf Course, due to earth movement in that area…
These closures have been in place for way over a year now if my memory serves me correctly and there is still no
firm date by which remedial efforts will begin…
I’m well aware from my emails with Norma Saldana, Eric Wolterding, and Katie Lozano in the RPV Recreation and
Parks Dept. that this is a complicated issue because there are so many different stakeholders involved…
I just wanted to let you know that I for one would like to see this issue addressed and solved at the earliest possible
date and if there is anything I can do to speed up this process please let me know…
