Consideration and possible action to receive update on Public Safety Division pilot
program implementation.
RECOMMENDED COUNCIL ACTION:
(1) Receive and file a status report on the implementation of the Public Safety Division
within the Administration Department; and
(2) Approve metrics to be utilized to monitor the implementation of the Public Safety
Division during the pilot program.
FISCAL IMPACT: Tonight’s report will not have a fiscal impact. The budget for the
Public Safety Division pilot program is included in the Fiscal Year
(FY) 2023-24 budget under City Administration for $279,600. The
personnel budget is $320,600. This amount was offset by $111,400
by moving the Parking Enforcement program to City Administration
to support this program. The personnel budget includes funding for
up to two part-time Public Safety Managers and four part-time Public
Safety Liaisons. The budget also includes $70,400 of non-personnel
expenditures. VR

BACKGROUND:
On May 2, 2023, the City Council authorized a pilot program to form the Public Safety
Division within the Administration Department beginning in FY 2023-24 in response to the
rising cost of the public safety contract with Los Angeles County Sheriff’s Department
(LASD). In FY 2023-24, the annual cost of service 575 agreement (Attachment B) rose to
$7,864,680.23, which represented an 8% increase over the previous fiscal year.
The Council instructed Staff to deliver quarterly updates on the pilot program and the
performance metrics employed to assess its efficacy. At this time, the pilot program has
not been implemented in part due to delays in coordinating with the Los Angeles County
Sheriff’s Department on training and identifying potential cost -saving modifications to the
services provided to the City. Presented below are the necessary action items to enact
the Public Safety Division pilot program and their status. This report memorializes the
advancements achieved in implementing the pilot program from May 2023 to January
2024. The division's objective is to bolster safety measures within our community by
fostering strategic partnerships with diverse stakeholders and leveraging appropriate
procedures and technologies.

Metrics to Assess Effectiveness of the Pilot Program
Establishment of key performance indicators (KPIs) for the Public Safety Division is
crucial for evaluating its effectiveness and ensuring it meets its objectives. Staff has
proposed the following list of KPIs for the City Council’s consideration:
1. Public Interactions:
• Measure the number of interactions Public Safety Liaisons have with the public,
including foot patrols, incident responses, community events, or informal
conversations.
• Interactions are a measurement of the engagement and visibility of liaisons within
the community.
2. Citations/Warnings Issued:
• Track the number of citations and warnings issued for various offenses, monitoring
enforcement activity and compliance with laws and regulations.
• Evaluate types of citations and warnings issued by geographic area to determine
and modify patrols, signage utilized, and staff hours.

3. Calls for Service:
• Monitor the volume and nature of calls received by the Public Safety Division.
• Analyze data and demand to address community concerns, provide reports to
LASD to work collaboratively on community concerns. Data may provide insight
into service demands and assist staff as they monitor and adjust patrols and staff
hours.
• Analyze response times and resolution rates for service delivery.
4. Public Safety Popup Events:
• Measure the frequency and attendance of public safety events organized by the
division.
• Assesses the division's proactive efforts to engage with the community and
address specific issues.
• Evaluate the effectiveness of these events in meeting Public Safety objectives.
5. Neighborhood Watch Meetings Attended:
• Measure the number of neighborhood watch meetings attended by division Staff,
which reflects collaboration with the community in crime prevention efforts.
• Evaluate participation levels.
6. Marketing and Engagement:
• Track the reach and engagement of marketing posts on various platforms.
• Assesses the effectiveness of communication strategies in reaching the target
audience.
• Monitor feedback and adjust content based on audience preferences.
7. Survey Data - Before and After First Year of Program:
• Conduct surveys before and after implementing public safety initiatives.
• Measure changes in perceptions, attitudes, and feelings of safety within the
community.
• Use qualitative and quantitative data to assess the impact of interventions.
• Public Safety Liaison interactions versus LASD Deputy interactions
• Quarterly updates to the City Council
8. Public Requests Through Form:
• Monitor the volume and types of requests received through public forms (e.g.,
online forms, complaint forms).
• Evaluate responsiveness and effectiveness in addressing community concerns.
• Analyze common requests to identify recurring issues and improve services.
In addition to tracking these KPIs, it's essential to regularly review and analyze the data
to identify trends, strengths, and areas for improvement. Adjustments may be necessary
based on evolving community needs and priorities. Collaboration with community
stakeholders and ongoing communication are also critical for building trust and ensuring
the effectiveness of public safety efforts. The Public Safety Division and the LASD Lomita
Station will work closely together to meet the needs of the residents.

CONCLUSION:
Staff recommends the City Council receive and file this report on the Public Safety
Division pilot program and approve the recommended metrics to be utilized to monitor the
program’s implementation.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative actions are available for
the City Council’s consideration:
1. Direct Staff to return with different metrics to evaluate the Public Safety Division.
2. Take other action, as deemed appropriate.

PUBLIC SAFETY LIAISON
DEFINITION
Under general supervision, a non-sworn, represented part-time position which conducts a variety
of non-sworn public safety functions on behalf of the City of Rancho Palos Verdes; patrols City
streets and facilities; responds to calls for service; interacts with and provides assistance to the
public; prepares reports, and issues citations; performs related work as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Public Safety Manager. Provides supplementary support
to the Los Angeles Sheriff’s Department-Lomita Station at the direction of the Public Safety
Manager.
CLASS CHARACTERISTICS
The Public Safety Liaison is the entry level class in the Public Safety Division of the City
Administration Department. This class is responsible for providing supplementary support to the
Sheriff’s department by responding to non-emergent dispatched calls for service. This class is
distinguished from the Public Safety Manager class as the Manager will oversee, assign, and
schedule work for employees in the Public Safety department.
EXAMPLES OF TYPICAL FUNCTIONS (Illustrative Only)
Management reserves the right to add, modify, change, or rescind the work assignments of
positions; and make reasonable accommodations so that qualified employees can perform the
essential functions of the job.
➢ Provides supplementary support to the Los Angeles Sheriff's Department-Lomita Station;
responds to non-emergent dispatched calls for service.
➢ Prepares and issues parking citations; red-tags vehicles; coordinates the removal and
impoundment of abandoned or stolen vehicles.
➢ Provides traffic control as required.
➢ Writes non-criminal and traffic-related reports; and may testify in court as directed or required.
➢ Responds to public inquiries and provides information regarding City services and public
safety matters; assists stranded motorists.
➢ Promotes public safety and crime prevention within the community; builds and maintains
relationships with local businesses, other public entities, neighborhood watch organizations,
and community groups.
➢ Participates in Public Safety programming and marketing; assists with City Events,
Neighborhood Watch, Homeowner Associations, School events, and other programs as
directed.

QUALIFICATIONS
Knowledge of:
Public service contact techniques and methods, standard office protocols, and report writing skills;
safe driving procedures; proper use of personal computers, Windows-based software for word
processing and other tasks; and other office equipment as required including telephones,
calculators, facsimile machines, and copy machines. Ability to use communication equipment
such as two-way radios.
Ability to:
Communicate effectively and maintain cooperative relationships with members of the public, City
employees, Los Angeles County Sheriff’s Department and Los Angeles County Fire Department
personnel, and personnel from other collaborative public agencies. Read, write, and communicate
clearly; use proper English composition, grammar, spelling, and punctuation; receive and follow
oral and written instructions, and provide instructions as needed to the public; effectively support
Sheriff and City field operations as needed. Ability to learn and effectively utilize City policies,
procedures, and regulations; acquire a working knowledge of various California Penal codes and
the Rancho Palos Verdes Municipal Code. Obtain and record accurate information obtained
through interview and field observation. Drive city owned small pick-up trucks, vans, and large
sedans in the course of your duties.
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills and
abilities is qualifying. A typical way to obtain the required qualifications would be:
An AA degree in Administration of Justice or Public Administration, or graduation from high school
plus two (2) years' experience which has included substantial public contact, community relations,
and public presentations.
Licenses and Certifications:
➢ Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.
➢ American Red Cross First Aid, AED, and CPR for infant, child, and adult certification. Must be
obtained within 30 days of hire.
➢ Driver Safety training provided by JPIA. Must be completed within 30 days of hire.
➢ Field/Dispatch training provided by LASD. To be completed within 90 days of hire.
➢ Obtain and maintain P.C. 832 certification within six months from appointment.

PUBLIC SAFETY MANAGER
DEFINITION
Under general direction, the Public Safety Manager is a non-sworn, represented position which
supervises staff and performs complex professional and administrative functions related to
various emergency management programs, public safety programs, and issues, including
coordination and management of the City’s Public Safety Division; serving as liaison to the Los
Angeles County Sheriff’s Department and the Los Angeles County Fire Department.
Coordinates with public safety issues with various governmental agencies and social service
agencies; contract oversight of all law enforcement services or other supplemental services that
enhance public safety; developing, distributing and presenting staff reports and other reports
related to various public safety issues; coordinating meetings with various groups including
homeowner’s associations; developing and initiating policy for various programs; and
evaluating, developing, implementing and overseeing various public safety programs in
coordination with City Council and Public Safety subcommittee.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Deputy City Manager and supervises staff within the Public
Safety Division. Serves as a liaison to the Los Angeles County Sheriff’s Department and the
Los Angeles County Fire Department.
CLASS CHARACTERISTICS
The Public Safety Manager manages the Public Safety Division under the City Administration
Department. This class is responsible for performing complex professional and administrative
functions related to various emergency management, and public safety programs by providing
supplementary support to the Los Angeles Sheriff’s Department and Los Angeles Fire
Department that enhance public safety.
