RECOMMENDED COUNCIL ACTION: 1) Receive and file a progress update report from Southern California Edison (SCE) on addressing frequent power outages in the Grandview Estates neighborhood ; and; 2) If deemed acceptable, consider SCE's request to defer their next detailed progress report to June 2024 contingent upon SCE's commitment to address any emergent issues promptly if they arise before the scheduled update and in coordination with the City Manager. April 4, 2023 staff report 1 BACKGROUND: On December 19, 2023, the City Council was briefed by SCE on short -term and long- term solutions for addressing power outages in the Grandview Estates neighborhood and a request to continue the next update to June 2024 . During the discussion, the Council considered, among other things, SCE’s request to postpone its next report until June 2024. However, the Council unanimously agreed on the importance of receiving an update sooner for the community's benefit and requested SCE to return with a more immediate report on February 6. The Council specifically sought a detailed report and a timeline for the conductor wiring installation in Grandview Estates during this upcoming meeting. This evening, Celina Luna, Government Relations Manager for SCE, is scheduled to attend and provide an update to the Council. Government Relations Manager Luna intends to deliver an oral update concentrating on system reliability and the upcoming cutover project, and will be requesting to continue the discussion to June 2024 . Emphasizing the need for timely information, SCE representatives have assured Staff of their commitment to providing a comprehensive status update at tonight's meeting. DISCUSSION: Since the December 19 meeting, SCE has provided Staff with the following status summary (Attachment A). Infrastructure Investments Covered Conductor: Southern California Edison completed installation of 1,500 feet of covered conductor and plans to install additional covered conductor in the Grandview Estates neighborhood this year. The installation of covered conductors helps with wildfire mitigation and reduces the outages caused by vegetation in contact with the line. Remote Automatic Reclosers (RARs): Southern California Edison has completed the installation of RARs in the Grandview Estates neighborhood. The RAR devices provide flexibility in the circuits to isolate an outage to the smallest area possible, which should reduce the duration of outages occurring throughout a neighborhood. The deployment of RARs is a strategy that is being used to sectionalize the grid and allow portions of the circuit to remain energized during an outage event. RAR devices were installed at the following locations: • Manitowac Drive and Fond Du Lac Road • Willow Wood Road and Silver Spur Road • Montemalaga Drive and Silver Spur Road 2 4kV Cutover: Southern California Edison has received approval and is currently in the planning stage of a partial 4kV cutover plan of the Arcturus 4kV circuit. This is part of a long-term solution for the voltage issues experienced in the Grandview Estates neighborhood. This project is currently in planning and design and due to extensive civil engineering and easements will likely occur in the 2026 cycle. Other Potential Solutions: Given the extensive civil and easement work on the Arcturus cutover project described above, Southern California Edison engineering is working on an alternative plan that will resolve customer reliability and voltage concerns in a timely manner. This proposed project is in the early planning phases and Southern California Edison will be able to share more details by June 2024. Since this seems to be a more viable long -term solution that still needs to be fully developed and approved by the Southern California Edison management team, it is requested that the City Council consider continuing this matter for discussion to June 2024. If continued to June 2024, Southern California Edison believes a more detailed presentation on this long-term solution could be provided with a corresponding timeline. Grandview Estates Reliability: Southern California Edison reported the following outages for the Grandview Estates neighborhood in 2023. This outage data includes momentary outages of less than 5 minutes. 01/2023 to 06/2023: Venus Outage Count: 6 Jupiter Outage Count: 4 Quicksilver Outage Count: 7 07/2023 to 12/2023: Venus Outage Count: 2 Jupiter Outage Count: 4 Quicksilver Outage Count: 2 Southern California Edison had six declared storm dates in 2023 on the following dates: 02/24/23, 02/25/23, 02/28/23, 03/01/23, 08/20/23, 10/29/23. Grandview Estates Neighborhood – Power outages 3 From 12/01/23 to 01/29/24, SCE reported zero unplanned outages on the Venus, Jupiter and Quicksilver circuits that serve the Grandview Estates neighborhood. ADDITIONAL INFORMATION: On January 26, staff was informed that after the February 6 meeting, the City’s SCE Government Relations Manager will no longer be Celina Luna, and that Connie Turner will return to serve in that role. On April 4, 2023, the City Council received an initial presentation by SCE regarding frequent power outages in the Grandview Estates neighborhood. Since that evening, Southern California Edison has returned several times to provide updates to the City Council. This evening, Southern California Edison will provide an update on the short-term and long-term action plan for improved reliability in the Grandview Estates neighborhood.
