PC MINS 20240326 Approved 4/9/2024 CITY OF RANCHO PALOS VERDES 4i(i - PLANNING COMMISSION MINUTES REGULAR MEETING MARCH 26, 2024 CALL TO ORDER A regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Chair Chura at 7.03 P.M. in accordance with the requirements of the Ralph M. Brown Act, Section 54950 et seq. of the Government Code. Remote participation by any Committee/Commission member shall be in accordance with Subdivisions (b)(3)or(f) of Government Code Section 54953 The meetings are held at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and/or via teleconference for staff/consultants/participants using the Zoom platform and broadcast live on the City's website at rpvca goy/agendas and on PVPty channels,Cox 35 and Frontier FiberOptic 39 Members of the public could observe and participate using the zoom participation feature and in person. CONTINUED PUBLIC HEARING: None CONTINUED BUSINESS. None NEW PUBLIC HEARINGS: 2 REVIEW OF DRAFT REVISED FINAL HOUSING ELEMENT & HOUSING PROGRAM IMPLEMENTATION MEASURES- (CASE NOS. PLGP2022-0001, PLGP2024-001, PLZC2024-001, PLCA2024-001 & PLCA 2024-002): Citywide (BF) Director Forbes introduced the Planning Commission liaison, Councilmember Bradley Councilmember Bradley encouraged the planning Commission to work through item No. 1 on the meeting agenda and to forward recommendations to the City Council Assistant City Attorney Fox addressed Commissioners residing within 500 feet and 1,000 feet of a potential housing site identified in the Draft Revised Final 2021-2029 Housing Element to determine if there was a financial conflict of interest. No conflicts determined. Director Forbes presented the draft revised final Housing Element & Housing Program Implementation Measures to the Planning Commission to consider recommended actions to the City Council regarding revisions to the City's 6th Cycle Housing Element and associated Housing Program Implementation Measures including General Plan Amendments, Coastal Specific Plan Amendments, Zone Changes, Code Amendments, and environmental review documentation The Planning Commission asked clarifying questions of Staff. Chair Chura opened the public hearing. The following members of the public addressed the Planning Commission; Kath You, Gene Rolle, Dan Bridleman, Dan Bruenine, Carol Jean Hindman, Stasys Petravicius, Susan Brennan, Michelle Carbone, Karen, Mills, Shahzad Khalih, Tony DeClye, Mike Peterson, Svein Fougner, Janet Yamamoto, Micheal Unger, Richard Schleicher, Kath Millea, John Lurin, Antonia Lavender, Giovanni 'Bdhorque, Jean Strickland, Margaret Costello, Lydia Hsu, Shannon Hartman, Elisabeth Ryan, Joan Davidson, Dana Ireland, Ben Eilenberg, Miriam Naya, and Steve Lurie. RESOLUTION NO. 2024-06, "A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES RECOMMENDING THAT THE CITY COUNCIL DETERMINE THE HOUSING ELEMENT PROJECT WAS ADEQUATELY ASSESSED IN THE PREVIOUSLY ADOPTED NEGATIVE DECLARATION FOR THE 2021-2029 HOUSING ELEMENT AND ASSOCIATED HOUSING PROGRAMS; APPROVE A GENERAL PLAN AMENDMENT FOR THE REVISED FINAL 2021-2029 HOUSING ELEMENT (CASE NO. PLGP2022-0001)AS REVISED MARCH 15, 2024 TO COMPLY WITH STATE HOUSING LAW; APPROVE AMENDMENTS TO THE GENERAL PLAN LAND USE ELEMENT AND LAND USE MAP FOR CONSISTENCY WITH THE REVISED FINAL 2021-2029 HOUSING ELEMENT; ADOPTION OF ZONE CHANGES, ZONING MAP AMENDMENTS, COASTAL SPECIFIC PLAN AMENDMENTS AND CODE AMENDMENTS TO EFFECTUATE THE REVISED FINAL 2021-2029 HOUSING ELEMENT; AND ADOPT UPDATED DEVELOPMENT STANDARDS FOR ACCESSORY DWELLING & JUNIOR ACCESSORY DWELLING UNITS TO COMPLY WITH STATE HOUSING LAW (CASE NOS. PLGP2024-001, PLZC2024- 001, PLCA2024-001 & PLCA2024-002)." WITH ADDITIONAL RECOMMENDATIONS. THE MOTION PASSED ON A VOTE OF 7-0. THE PLANNING COMMISSION MAKES THE ADDITIONAL RECOMMENDATIONS TO CITY COUNCIL FOR THEIR CONSIDERATION: 1. REQUIRE THAT THE MUOD AND ROD PARKING IS COVERED PARKING. 2. ADD THE FACADE ARTICULATION REQUIREMENTS THAT ARE IN THE MUOD TO THE ROD REGULATIONS. 3. ONLY QUALIFY THE MUOD AND ROD DEVELOPABLE AREAS FOR THESE DEVELOPMENT STANDARDS, SPECIFICALLY THE DEVELOPABLE AREAS ON THE SALVATION ARMY SITE AND THE UCLA SITES. 4. CONSIDER THE PROXIMITY OF THE CLIPPER SITE#16 ON THE SITES INVENTORY TO THE LANDSLIDE COMPLEX AND THE GEOLOGICAL IMPACT OF DEVELOPMENT AT THE SITE AND COMMUNICATE WITH HCD TO CONSIDER THE REMOVAL OF THIS SITE OR SHIFTING THE UNITS TO ANOTHER SITE. 5. PROVIDE A SITE-BY-SITE POTENTIAL IMPACTS SUMMARY PAGE OF INFORMATION TO THE CITY COUNCIL. 6 CONSIDER NOT ELIMINATING VIEW PRESERVATION FOR THE TWO SITES #16 AND #17 THAT ARE PROPOSED FOR UPZONING.
