PC MINS 20240312 Approved 3/26/24 CITY OF RANCHO PALOS VERDES PLANNING COMMISSION MINUTES : ,.-, REGULAR MEETING MARCH 12, 2024 CALL TO ORDER A regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Chair Chura at 7:01 P.M. in accordance with the requirements of the Ralph M. Brown Act, Section 54950 et seq of the Government Code. Remote participation by any Committee/Commission member shall be in accordance with Subdivisions (b)(3) or(f) of Government Code Section 54953.The meetings are held at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and/or via teleconference for staff/consultants/participants using the Zoom platform and broadcast live on the City's website at rpvca.gov/agendas and on PVPtv channels Cox 35 and Frontier FiberOptic 39. Members of the public could observe and participate using the zoom participation feature and in person. PLEDGE OF ALLEGIANCE Pledge of Allegiance led by Commissioner Nelson ROLL CALL Planning Commission roll call was answered as follows, Present: Brach, Nelson, Nulman, Perestam, Santarosa, and Chair Chura Absent: Saadatnejadi Also, present were Director Forbes, Deputy Director Silva, City Attorney Fox,Associate Planner Giang, and Associate Planner Nemeth. APPROVAL OF AGENDA Approved as presented COMMUNICATION: City Council: None Staff: Director Forbes acknowledged a correction to the subject line for the General Plan Annual Progress Report. Director Forbes also highlighted current efforts related to the Housing Element Update including a meeting of the Housing Element Ad Hoc Committee and the availability of a virtual open house on the City's website. In addition, Director Forbes indicated that a revised Housing Element and associated rezoning actions would be presented to the Planning Commission on March 26th. Director Forbes informed the Planning Commission that the Planning Commission's Zoning Code Amendment Subcommittee met to review and discuss proposed amendments to the City's Wireless Telecommunication Facilities Ordinance. Commission: Commissioner Nelson provided an update on his attendance at the 2024 Cal Cities Planning Commission Academy. Commissioner Perestam noted his participation at the Housing Element Ad Hoc Committee meeting. MINUTES (LG) COMMISSIONER SANTAROSA MOVED SECONDED BY COMMISSIONER BRACH TO APPROVE THE MINUTES OF THE CONSENT CALENDAR WITH COMMISSIONER NELSON ABSTAINING. 2. GENERAL PLAN ANNUAL REPORT (SG/JM) Request- Review the General Plan Annual Report regarding the status of the City's General Plan and the progress on its implementation for the 2023 calendar year. COMMISSIONER NULMAN MOVED SECONDED BY COMMISSIONER BRACH, DIRECTING STAFF, VIA MINUTE ORDER, TO FORWARD THE 2023 ANNUAL GENERAL PLAN UPDATE REPORT ON THE IMPLEMENTATION OF THE RANCHO PALOS VERDES GENERAL PLAN TO THE CITY COUNCIL. 3. HOUSING ELEMENT ANNUAL REPORT (SG/JM) Request- Review the Housing Element Annual Report regarding the status of the City's General Plan Housing Element and the progress on its implementation for the 6th Cycle Housing Element in 2023. CHAIR CHURA REMOVED ITEM #3 FROM THE CONSENT CALENDAR FOR DISCUSSION. Director Forbes provided an update on the status of the City's 6th Cycle Housing Element and outlined timeline for Planning Commission consideration of action items. COMMISSIONER PERESTAM MOVED SECONDED BY COMMISSIONER NELSON, DIRECTING STAFF,VIA MINUTE ORDER,TO FORWARD THE CITY'S HOUSING ELEMENT ANNUAL PROGRESS REPORT TO THE CITY COUNCIL ON THE STATUS OF THE HOUSING ELEMENT AND THE PROGRESS ON ITS IMPLEMENTATION DURING THE 2023 CALENDAR YEAR. CONTINUED PUBLIC HEARING: None CONTINUED BUSINESS: None NEW PUBLIC HEARINGS: 4. MAJOR GRADING PERMIT, SITE PLAN REVIEW WITH NEIGHBORHOOD COMPATIBILITY, VARIANCE AND COASTAL DEVELOPMENT PERMIT-(CASE NO. PLSR2020-0215): 4105 Maritime Road. (SG) Associate Planner Gang presented the staff report for approval of a Major Grading Permit, Site Plan Review with Neighborhood Compatibility, Variance and Coastal Development Permit to construct a 3,604 ft2 addition to an existing single-story residence for a new total structure size of 4,840 ft2 (garage included); with ancillary site improvements along with 1,344 yd3 of associated grading. The Planning Commission asked clarifying questions. Discussion ensued amongst the Planning Commission and Staff regarding the amount of grading and on-site foliage conditions. Chair Chura opened the public hearing. The following members of the public addressed the Planning Commission; Jerry Rodin, applicant, Robert Geraci, property owner, David Gakenheimer, Janine Colich, John Colich, Richard Tindall, and Ben Eilenberg. Chair Chura closed the public hearing. Additional discussion ensued amongst the Planning Commission and Staff. COMMISSIONER NELSON MOVED SECONDED BY COMMISSIONER SAADATNEJADI TO CONTINUE THE PUBLIC HEARING TO APRIL 23, 2024 TO ALLOW ADDITIONAL TIME TO ADDRESS ITEMS REGARDING PROPOSED GRADING AND ON-SITE FOLIAGE CONDITIONS.THE MOTION PASSED ON A VOTE OF 6-0.
