PC MINS 20240213 A ROVED 3/14/24 CITY OF RANCHO PALOS VERDES PLANNING COMMISSION MINUTES REGULAR MEETING FEBRUARY 13, 2024 CALL TO ORDER A regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Vice Chair Santarosa at 7:04 P.M. in accordance with the requirements of the Ralph M. Brown Act, Section 54950 et seq. of the Government Code. Remote participation by any Committee/Commission member shall be in accordance with Subdivisions (b)(3) or (f) of Government Code Section 54953. The meetings are held at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and/or via teleconference for staff/consultants/participants using the Zoom platform and broadcast live on the City's website at rpvca.gov/agendas and on PVPtv channels Cox 35 and Frontier FiberOptic 39. Members of the public could observe and participate using the zoom participation feature and in person. PLEDGE OF ALLEGIANCE Pledge of Allegiance led by Commissioner Perestam ROLL CALL Planning Commission roll call was answered as follows, Present: Nulman, Perestam, Santarosa, Brach with Saadatnejadi and Chair Chura via Zoom. Absent: Nelson Also, present were Director Forbes, Deputy Director Silva,City Attorney Fox,Associate Planner Gang, Associate Planner Nemeth, Assistant Planner Martinez, and Senior Planner Alvarez via Zoom. APPROVAL OF AGENDA COMMISSIONER PERESTAM MOVED SECONDED BY COMMISSIONER BRACH TO APPROVE THE CONSENT CALENDAR. MOTION PASSED ON A VOTE OF 6-0. COMMUNICATION: City Council Items: None Staff: Director Forbes informed the Commission that the subcommittee to discuss revisions to the Wireless Antenna Ordinance will meet next week Also distributed emergency contact forms for the Planning Commissioners to complete and return and reminded the Commissioners of registration for the upcoming League of California Cities Planning Commissioners Academy. MINUTES COMMISSIONER PERESTAM MOVED SECONDED BY COMMISSIONER N U LMAN TO APPROVE THE CONSENT CALENDAR, WITH COMMISSIONER SANTAROSA OBSTAINING. MOTION PASSED ON A VOTE OF 5-0. CONTINUED PUBLIC HEARING: None CONTINUED BUSINESS: None NEW PUBLIC HEARINGS: 2. CONDITIONAL USE PERMITS — (CASE NO. PLCU2O23-0001, PLCU2023-0008, and PLCU2023- 0009): 100 Terranea Way (SG) Associate Planner Gang presented the staff report requesting to allow the continued operation of existing T-Mobile, AT&T, and Verizon wireless telecommunication facilities and related equipment on the rooftop of the main hotel building at the Terranea Resort &Spa at 100 Terranea Way. The Planning Commission asked clarifying questions regarding the expiration of the CUP. Discussion ensued amongst the Planning Commission and Staff. Vice Chair Santarosa opened the public hearing. The following members of the public addressed the Planning Commission; Emily Murray, the applicant, representing American Towers. Vice Chair Santarosa closed the public hearing. RESOLUTION NO. 2024-02;CONDITIONALLY APPROVING A CONDITIONAL USE PERMIT TO ALLOW THE CONTINUED OPERATION OF EXISTING.AT&T ROOFTOP WIRELESS TELECOMMUNICATION FACILITIES LOCATED AT 100 TERRANEA WAY (CASE NO. PLCU2023-0001). (2.) ADOPTED P.C. RESOLUTION NO. 2024-03; CONDITIONALLY APPROVING A CONDITIONAL USE PERMIT TO ALLOW THE CONTINUED OPERATION OF THE EXISTING T-MOBILE ROOFTOP WIRELESS TELECOMMUNICATIONS FACILITIES LOCATED AT 100 TERRANEA WAY (CASE NO. PLCU2023-0008). (3.) ADOPTED P.C. PLCU2023-0009). MOTION PASSED ON A VOTE OF 6-0. 3. HEIGHT VARIATION PERMIT, COASTAL DEVELOPMENT PERMIT, AND MAJOR SITE PLAN REVIEW —(CASE NO. PLHV2023-0007): 7 Margaruite Drive (JM) Assistant Planner Martinez presented the staff report for consideration of a Height Variation Permit, Coastal Permit, and Site Plan Review to construct a 3,017 ft2 addition to an existing 9,299 ft2 two-story residence for a new total structure size of 12,316 ft2 (garage included) and construction of ancillary improvements. The Planning Commission asked clarifying questions. There were no members of the public in attendance to speak at the public hearing. Discussion ensued amongst the Planning Commission and Staff. COMMISSIONER BRACH MOVED SECONDED BY COMMISSIONER NULMAN TO ADOPT P.C. RESOLUTION NO. 2024-05:APPROVING,WITH CONDITIONS,A HEIGHT VARIATION PERMIT, COASTAL PERMIT,AND SITE PLAN REVIEW FOR THE CONSTRUCTION OF A 3,017 FT2 ADDITION TO AN EXISTING 9,299 FT2 (GARAGE INCLUDED) TWO-STORY RESIDENCE FOR A NEW TOTAL STRUCTURE SIZE OF 12,316 FT2 WITH ANCILLARY IMPROVEMENTS AT 7 MARGUERITE DRIVE (CASE NO. PLHV2023-0007). MOTION PASSED ON A VOTE OF 6-0. 4. VIEW RESTORATION PERMIT—(CASE NO. PLVR2022-0010): 29642, 29648, and 29636 N. Enrose Avenue (RN). Associate Planner Nemeth presented the staff report with a request to restore the view from the viewing areas at 29642 N. Enrose Avenue, 29648 N. Enrose Avenue, and 29636 N. Enrose Avenue caused by foliage located at 29624 S. Trotwood Drive, 2138 Fairhill Drive, 29623 S. Trotwood Drive, and 2133 W. General Street. Discussion ensued amongst the Planning Commission and Staff. The Planning Commission asked clarifying questions regarding late correspondence received, and clarification on the tree height levels recommended to restore the views. Vice Chair Santarosa opened the public hearing. The following members of the public (applicants and foliage owners) addressed the Planning Commission Frank Albert, Matthew and Jennifer Misetich, Tracey Wells, Ron Riley, and Alicia MacGowan. Discussion ensued amongst the Planning Commission. Vice Chair Santarosa closed the public hearing. COMMISSIONER BRACH MOVED SECONDED BY CHAIR CHURA TO CONTINUE THE PUBLIC HEARING TO THE MAY 14T" PLANNING COMMISSION MEETING TO ALLOW THE CITY'S ARBORIST TIME TO OBTAIN ADDITIONAL FOLIAGE-RELATED INFORMATION AND TO PROVIDE THE APPLICANTS AND THE FOLIAGE OWNERS AN OPPORTUNITY TO ENGAGE IN ADDITIONAL VIEW RESTORATION MEDIATION.
