PC MINS 20240123 APPROVED 13/24 CITY OF RANCHO PALOS VERDES PLANNING COMMISSION MINUTES REGULAR MEETING JANUARY 23, 2024 CALL TO ORDER A regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Chair Chura at 7:03 P.M. in accordance with the requirements of the Ralph M. Brown Act, Section 54950 et seq. of the Government Code. Remote participation by any Committee/Commission member shall be in accordance with Subdivisions (b)(3) or (f) of Government Code Section 54953. The meetings are held at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and/or via teleconference for staff/consultants/participants using the Zoom platform and broadcast live on the City's website at rpvca.gov/agendas and on PVPtv channels Cox 35 and Frontier FiberOptic 39. Members of the public could observe and participate using the zoom participation feature and in person. APPROVAL OF AGENDA Approved as presented. COMMUNICATION: City Council Items. Director Forbes thanked Chair Chura for presenting the Bi-Annual Report from the Commissions and Advisory Committees at the last City Council Meeting on behalf of the Planning Commission. Staff. Director Forbes informed the Planning Commission of a preliminary application received for a housing proposal at 5323 Ironwood Street. Commission: None COMMENTS FROM THE AUDIENCE (regarding non-agenda items): None CONSENT CALENDAR: 1. APPROVAL OF THE DECEMBER 12, 2023 P.C. MINUTES Approved as presented. CONTINUED PUBLIC HEARING. 2. VIEW RESTORATION PERMIT— (CASE NO. PLVR2022-0001): 42 Avenida Corona (RN) Request: A request to restore the view from the viewing area at 59 Avenida Corona. Applicants: Tina and Steve Kastelan/ Foliage owners: Mark and Melinda Mascola. Director Forbes stated the Applicant withdrew the application and all parties came to an agreement. RECEIVED AND FILED THE APPLICANT'S WITHDRAW REQUEST. CONTINUED BUSINESS: None NEW PUBLIC HEARINGS: 3. HEIGHT VARIATION PERMIT AND SITE PLAN REVIEW — (CASE NO. PLHV2022-0002): 28621 Mount Hood Court (SG) Request: Consider a Height Variation Permit and Site Plan Review to construct a 653 ft2 addition to an existing 2,264 ft2 two-story residence for a new total structure size of 2,917 ft2 (garage included); and construction of ancillary improvements. Associate Giang presented the staff report with an overview of the site plan and proposed Height Variation Permit. Discussion ensued amongst the Planning Commission and Staff. The Planning Commission asked clarifying questions. Chair Chura opened the public hearing. COMMISSIONER NELSON MOVED SECONDED BY COMMISSIONER SAADATNEJADI TO ADOPTED P.C. RESOLUTION NO. 2024-01; APPROVING, WITH CONDITIONS, A HEIGHT VARIATION PERMIT AND SITE PLAN REVIEW FOR THE CONSTRUCTION OF A 653 FT2 ADDITION TO AN EXISTING 2,264 FT2 TWO-STORY RESIDENCE FOR A NEW TOTAL STRUCTURE SIZE OF 2,917 FT2 (GARAGE INCLUDED) WITH ANCILLARY IMPROVEMENTS AT 28621 MOUNT HOOD COURT.
