AGENDA TITLE:
Consideration and possible action to appoint City Councilmembers to intergovernmental
organizations, associations, and City subcommittees for 2024.
RECOMMENDED COUNCIL ACTION:
(1) Appoint the members of the City Council to the various intergovernmental
organizations, associations, and City subcommittees for 2024; and
(2) Direct Staff to notify the various agencies of the City Council’s decision.

BACKGROUND AND DISCUSSION:
City Councilmembers represent the City on various intergovernmental agencies and
associations that consider policy and legislation that directly affect the City. In addition,
City Council members serve on City Council Ad Hoc and Standing Subcommittees.
Assignments to these organizations, associations, and committees have traditionally
been made after the annual City Council reorganization and selection of the Mayor in
December of each year.
Following the December 5, 2023 City Council reorganization, Staff sent the current list of
assignments to all City Council members so that each member would have the

opportunity to review the meeting dates and times, along with any Form 700 requirements
(Attachment B). The proposed 2024 City Council Assignments list (Attachment A)
includes the addition of two new policy related Strike Force Teams for the Los Division of
the League of California Cities (CalCities). These teams are the Public Safety and
Housing/Homelessness Teams (Attachment C). These teams would assist in advocating
for cities and opposing proposals related to their topic that are contrary to the needs and
objectives of the City.
At this time, Staff recommends selecting two Councilmembers to volunteer to ensure the
City has representation on each of these organizations, associations, and committees.
After the appointments are made, Staff will notify each of the agencies regarding the
decisions.
It should be noted that Staff member, Associate Planner Robert Nemeth, attends the LAX
Community Noise Roundtable meetings. Additionally, the City Manager and Deputy City
Manager attend the Peninsula Regional Law Enforcement Committee and Peninsula
Public Safety Committee meetings with the City Council delegates assigned to that
organization.

CITY OF RANCHO PALOS VERDES
California Joint Powers Insurance Authority (CJPIA)
The CJPIA is one of the largest municipal self-insurance pools in the state, with more than 100 member
agencies. CJPIA offers protection across a variety of areas including liability protection, workers’
compensation, property insurance, pollution and remediation legal liability, cyber liability, property
damage recovery, crime insurance, special events, vendors/contractors, and continuity of operations.
Palos Verdes Peninsula Chamber of Commerce
The Palos Verdes Peninsula Chamber of Commerce is a nonprofit organization serving the Peninsula and
business community, with more than 400 members.
San Pedro Chamber of Commerce
The San Pedro Chamber of Commerce is a nonprofit organization serving San Pedro’s business
community with approximately 400 members.
California Contract Cities Association
The California Contract Cities Association provides advocacy, education and networking opportunities
for 75 cities that contract municipal services.
The Los Angeles County West Vector and Vector-Borne Disease Control District (310) 915-7370
The Los Angeles County West Vector and Vector-Borne Disease Control District educates the public
about vector-transmitted diseases, vector related injuries and provide additional information on services
offered by the control district. The district covers over 720 square miles, contains 23 cities and
unincorporated territory of Los Angeles County.
League of California Cities Los Angeles County Division
The League of California Cities Los Angeles County Division is one of 16 regional divisions within the
League of California Cities, an association that advocates for hundreds of city governments across the
state. The Los Angeles County Division is made up of 86 cities within the county.
League of California Cities Annual Conference Voting Delegates
Each city council must designate a voting delegate who will vote on resolutions presented at the League
of California Cities’ Annual Conference. Each city may also appoint up to two alternate voting delegates,
one of whom may vote in the event that the designated voting delegate is unable to serve in that
capacity.
League of California Cities Coastal Cities Group
The Coastal Cities Group was created by the League’s Board of Directors in November 2006 as a forum
for cities within the coastal zone to discuss coastal issues and build a relationship with the California
Coastal Commission. The CCG Leadership Committee consists of one elected official and their respective
city manager, or their staff designee, from each of the six regions within the coastal zone.
Los Angeles Economic Development Corporation
Los Angeles County Economic Development Corporation (LAEDC) was founded in 1981 as a nonprofit,
public-benefit organization to harness the power of private sector in collaboration with L.A. County, to
guide economic development and create more widely shared prosperity. LAEDC collaborates with all
stakeholders in the region including education, business, and government.

Palos Verdes Peninsula Transit Authority
The Palos Verdes Peninsula Transit Authority provides local bus service to Rancho Palos Verdes, Palos
Verdes Estates, Rolling Hills and Rolling Hills Estates.
Palos Verdes Peninsula Regional Law Enforcement Committee
The Palos Verdes Peninsula Regional Law Enforcement Committee is made up of two city council
members appointed from the three Peninsula cities served by the Lomita Sheriff’s Station: Rancho Palos
Verdes, Rolling Hills and Rolling Hills Estates. The committee meets quarterly, virtually, with Sheriff's
Department representatives and staff to discuss crime statistics and trends, law enforcement programs,
and the contract budget.
Peninsula Public Safety Committee (PPSC) Meeting
The PPSC is composed of two Council Members from each of the four Peninsula cities and meets
quarterly, prior to the Palos Verdes Peninsula Regional Law Enforcement Committee (RCLC) meeting, to
discuss collaborative efforts on ensuring Peninsula-wide emergency preparedness and public safety. This
committee focuses on combining emergency preparedness initiatives and addressing public safety
trends and topics relevant to the Peninsula. Members of the PPSC also participate in the RCLC to ensure
a comprehensive approach to regional safety and law enforcement issues.
Los Angeles County Sanitation Districts (No. 5 and South Bay Sanitation District)
The Los Angeles County Sanitation Districts are a public agency created under state law to manage
wastewater and solid waste on a regional scale and consist of 24 independent special districts serving
about 5.6 million people in Los Angeles County. The service area covers approximately 850 square miles
and encompasses 78 cities and unincorporated territory within the county. The Board of Directors
consists of the mayor of each city within that district and meet once per month every third Wednesday
of the month.
Santa Monica Bay Watershed Advisory Council
The Santa Monica Bay Watershed Advisory Council serves as an advisory body to the Governing Board of
the Santa Monica Bay Restoration Commission. Representatives of local, state and federal elected
officials, public agencies responsible for protecting the resources and water quality of the bay, the
business community, environmental other community groups all serve on the council.
South Bay Cities Council of Governments
SBCCOG is a joint powers authority of 16 cities and the County of Los Angeles that share the goal of
maximizing the quality of life and productivity of the South Bay region. Members are comprised of the
cities of: Carson, El Segundo, Gardena, Hawthorne, Hermosa Beach, Inglewood, Lawndale, Lomita,
Manhattan Beach, Palos Verdes Estates, Rancho Palos Verdes, Redondo Beach, Rolling Hills, Rolling Hills
Estates, Torrance, and the Harbor City/San Pedro/Wilmington communities of the City of Los Angeles,
along with the unincorporated areas of the County of Los Angeles District 2 and 4.
Southern California Association of Governments
The Southern California Associations of Governments (SCAG) is an association the considers policy and
legislation that affects cities. SCAG represents 188 cities in Southern California but focuses on regional
planning, such as regional housing needs allocations (RHNA).

West Basin Water Association
The West Basin Water Association is a non-profit whose members include cities, industries, and private
entities with water pumping rights or general interest in the West Coast Basin. Members consist of
officials and employees of public and private water providers, engineers and water consultants.
