RECOMMENDED COUNCIL ACTION: (1) Ratify a change order executed by the City Manager extending the term of the professional services agreement with Griffin Structures for project and construction management services for the Ladera Linda Community Park Project, at no additional cost to the City, until January 31, 2024. Change Order No. 4 to Griffin Structures Professional Services Agreement (Page A-1) BACKGROUND AND DISCUSSION: The City entered into a professional services agreement (PSA) with Griffin Structures (Griffin) for project management and construction management services for the Ladera Linda Community Park Project (Project) on September 7, 2021. Griffin has been providing these services to oversee the construction of this park project. On November 14, 2023, the City Council ratified a change order to extend the term of Griffin’s PSA through December 31, 2023 at no additional cost to the City. 1 Construction of the Project is expected to be completed by early 2024, with remaining activities requiring continued construction management support. Staff intended to request authorization for extending the term of the Griffin PSA at the City Council meeting originally scheduled for January 3, 2024. However, because that meeting was cancelled, after conferring with the City Attorney’s Office, the City Manager executed a change order (Attachment A) to allow for continuing construction management services at no additional cost to the City through January 31, 2024, with the intent of requesting City Council ratification of the change order. This extension will allow for completion of items with which Griffin has been intimately involved. The City Council is now being asked to ratify the City Manager’s executed change order. ADDITIONAL INFORMATION: Staff have begun planning for the opening of the Ladera Linda Community Park and accompanying ribbon-cutting ceremony. At this time, the afternoon of Friday, February 23, 2024 is the date tentatively scheduled for the ribbon-cutting ceremony that will be confirmed in the coming weeks in accordance with the Project’s receipt of the certificate of occupancy. Additional information on the opening will be disseminated through the City’s various communication channels. CONCLUSION: Staff therefore recommends that the City Council ratify the change order executed by the City Manager extending the term of the Griffin PSA. ALTERNATIVES: In addition to the Staff recommendation, the following alternative action s are available for the City Council’s consideration: 1. Do not ratify the change order executed by the City Manager and direct staff to contract with another construction management and inspection firm for the remaining duration of construction. This action would potentially negatively impact the completion of certain items with which Griffin is intimately familiar. 2.
