PC MINS 20231128 APPROVED 12/12/23 ik CITY OF RANCHO PALOS VERDES PLANNING COMMISSION MINUTES REGULAR MEETING NOVEMBER 28, 2023 CALL TO ORDER A regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Chair Chura at 7:02 P.M. in accordance with the requirements of the Ralph M. Brown Act, Section 54950 et seq. of the Government Code. Remote participation by any Committee/Commission member shall be in accordance with Subdivisions (b)(3) or (f) of Government Code Section 54953. The meetings are held at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and/or via teleconference for staff/consultants/participants using the Zoom platform and broadcast live on the City's website at rpvca.gov/agendas and on PVPtv channels,Cox 35 and Frontier FiberOptic 39. Members of the public could observe and participate using the zoom participation feature and in person. APPROVAL OF AGENDA Approved as presented. COMMUNICATION City Council Items: Director Forbes provided an update from the November 14th City Council meeting, which included an approval to extend the Emergency Declaration and urgency ordinance on the greater Portuguese Bend Landslide Complex and approval to extend the Ride-to-Fly Therapeutic Riding Program Conditional Use Permit. PLVR2022-0001): 42 Avenida Corona (RN) Request: A request to restore the view from the viewing area at 59 Avenida Corona. Applicants: Tina and Steve Kastelan/ Foliage owners: Mark and Melinda Mascola. COMMISSIONER BRACH MOVED SECONDED BY COMMISSIONER SANTAROSA TO CONTINUE THE PUBLIC HEARING TO DECEMBER 12, 2023 TO ALLOW TIME FOR THE APPLICANTS AND THE FOLIAGE OWNERS TO EXECUTE THEIR TREE TRIMMING, REMOVAL, AND REPLACEMENT WORK AGREEMENT. THE MOTION PASSED ON A VOTE OF 5-0. 3. HEIGHT VARIATION PERMIT AND SITE PLAN REVIEW- (CASE NO. PLHV2022-0016): 30944 Rue De La Pierre (SG) Associate Planner Giang presented the staff report requesting approval of a Height Variation Permit and Site Plan Review to construct of a 942 ft2 addition consisting of a 216 ft2 first-floor addition and 726 ft2 second-floor addition to an existing 3,608 ft2 (garage included) two-story residence and ancillary site improvements. Discussion ensued amongst the Planning Commission and Staff regarding the design. Chair Chura opened the public hearing. The Applicant and property owner were available for questions.
