PLANNING COMMISSION MINUTES
REGULAR MEETING
OCTOBER 24, 2023
CALL TO ORDER
A regular meeting of the Rancho Palos, Verdes Planning Commission was called to order by Chair
Chura at 7:02 P.M. in accordance with the requirements of the Ralph M. Brown Act, Section 54950
et seq. of the Government Code. Remote participation by any Committee/Commission member shall
be in accordance with Subdivisions (b)(3) or (f) of Government Code Section 54953. The meetings
are held at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and/or via teleconference for
staff/consultants/participants using the Zoom platform and broadcast live on the City's website at
rpvca.gov/agendas and on PVPtv channels Cox 35 and Frontier FiberOptic 39. Members of the public
could observe and participate using the zoom participation feature and in person.

Seeraty, City Attorney Gerli and City Attorney Mostafavi via Zoom.

COMMUNICATION:
City Council Items: Director Forbes provided an update regarding the Civic Center Advisory and the
Finance Advisory Committees' recommendations to the City Council on the preliminary Conceptual
Civic Center Campus Master Plan Project.

Assistant Planner Kim presented the staff report requesting construction of a 456 ft2 second floor
addition to an existing 2,243 ft2 two-story residence for a new total structure size of 2,699 ft2(garage
included).
No questions of the Planning Commission.
The Applicant, Andrew Rosenberg, was available for questions. No questions asked by the Planning
Commission.

RESOLUTION NO. 2023-15:APPROVING, WITH CONDITIONS, A HEIGHT VARIATION PERMIT FOR THE
CONSTRUCTION OF A 456 FT2 SECOND-FLOOR ADDITION TO AN EXISTING 2,243 FT2 TWO-STORY
RESIDENCE FOR A NEW TOTAL STRUCTURE SIZE OF 2,699 FT2 (GARAGE INCLUDED), AT 1525
CADDINGTON DRIVE (CASE NO. PLHV2023-0008).THE MOTION PASSED ON A VOTE OF 6-0.
3 CONDITIONAL USE PERMIT- (CASE NO. PLCU2023-0007): 6410 Palos Verdes Drive South. (AS)
Senior Planner Seeraty presented the staff report requesting removal of an existing 36.8-foot-tall
monopole with associated antennas within a stealth cross and approve a new Conditional Use Permit
for the construction of a new 35-foot-tall monopole with associated antennas within a new stealth
cross at the same location on the St. Peter's by the Sea Presbyterian Church property.

Discussion ensued amongst the Planning Commission and Staff.
The Applicant, Jacob Hamilton, was available for questions. No questions asked by the Planning
Commission.
COMMISSIONER PERESTAM MOVED SECONDED BY COMMISSIONER SANTAROSA TO ADOPT P.C.
RESOLUTION NO. 2023-16: APPROVING, WITH CONDITIONS, A CONDITIONAL USE PERMIT TO
ALLOW FOR THE CONSTRUCTION OF A NEW MONOPOLE WITH ASSOCIATED ANTENNAS WITHIN A
NEW 35-FOOT-TALL STEALTH CROSS FOR VERIZON WIRELESS ON THE ST. PETER'S BY THE SEA
PRESBYTERIAN CHURCH PROPERTY AT 6410 PALOS VERDES DRIVE SOUTH (CASE NO. PLCU2023-
0007). THE MOTION PASSED ON A VOTE OF 5-0 WITH COMMISSIONER NULMAN RECUSED.

4. PRE-AGENDA FOR THE MEETING ON NOVEMBER 14, 2023
The meeting scheduled for November 14, 2023 will be canceled due to lack of agenda items. The City
Council will hold a Special Meeting on this date. The next Planning Commission meeting will be held
on Tuesday, November 28.
5. PRE-AGENDA FOR THE MEETING ON NOVEMBER 28, 2023
Director Forbes reviewed pending agenda items.
