REGULAR MEETING
OCTOBER 10, 2023
CALL TO ORDER
A regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Chair
Chura at 7:03 P.M. in accordance with the requirements of the Ralph M. Brown Act, Section 54950
et seq. of the Government Code. Remote participation by any Committee/Commission member shall
be in accordance with Subdivisions (b)(3) or (f) of Government Code Section 54953. The meetings
are held at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and/or via teleconference for
staff/consultants/participants using the Zoom platform and broadcast live on the City's website at
rpvca.gov/agendas and on PVPtv channels Cox 35 and Frontier FiberOptic 39,. Members of the public
could observe and participate using the zoom participation feature and in person.

Also present were Director Forbes, Deputy Director Silva, Senior Planner Alvarez, Associate Planner
Nemeth, and City Attorney Gerli.
APPROVAL OF AGENDA
Approved as presented.
COMMUNICATION:
City Council Items. Director Forbes provided an update on the City's declaration of a local state of
emergency including the adoption of an Interim Urgency Ordinance, which established a 45-day
moratorium on new construction within the City's larger complex of landslides.

Commission: Commissioner Nelson provided an update on his attendance at the October 5th joint
Civic Center and Finance Advisory Committees meeting.

2. VIEW PRESERVATION APPEAL— (CASE NO. PLVP2022-0004): 28920 Pinecastle Drive (RN)
Associate Planner Nemeth presented the staff report with a request from the Appellant, Martin
Plost, to overturn the Director of Community Development's denial of a request to preserve a view
from the property located at 29112 Oceanridge Drive.
Discussion ensued amongst the Planning Commission and Staff.
The Planning Commission asked clarifying questions regarding foliage photographs and consistency
with permit findings.
Chair Chura opened the public hearing.
The following members of the public addressed the Planning Commission: Martin Plost, the
Appellant and Frank Santoro, the foliage representative.
Chair Chura closed the public hearing.
Discussion continued among the Planning Commission.

RESOLUTION NO. 2023-14, DENYING THE APPEAL REQUEST TO PRESERVE A VIEW FROM 29112
OCEANRIDGE DRIVE UPON AFFIRMING THE DIRECTOR'S DETERMINATION THAT PERMIT FINDING NO.
4 CANNOT BE MADE (CASE NO. PLVP 2022-0004). THE MOTION PASSED ON A VOTE OF 6-0.
