REGULAR MEETING
AUGUST 22, 2023
CALL TO ORDER
A regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Chair
Chura at 7:06 P.M. in accordance with the requirements of the Ralph M. Brown Act, Section 54950
et seq. of the Government Code. Remote participation by any Committee/Commission member
shall be in accordance with Subdivisions (b)(3) or (f) of Government Code Section 54953. The
meetings are held at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and/or via
teleconference for staff/consultants/participants using the Zoom platform and broadcast live on
the City's website at rpvca.gov/agendas and on PVPtv channels Cox 35 and Frontier FiberOptic 39.
Members of the public could observe and participate using the zoom participation feature and in
person.

2. SITE PLAN REVIEW WITH NEIGHBORHOOD COMPAIBILITY, VARIANCE AND COASTAL PERMIT
(CASE NO. PLVA2023-0002) - 113 Spindrift Drive (WB)
Associate Planner Berry presented the staff report and review of the proposed project to remodel
existing second-story and third-story balconies, including an 87 ft2 expansion of the second-story
balcony and a 61 ft2 expansion of the third-story balcony, attached to an existing 2,670 ft2 (garage
included) three-story residence at 113 Spindrift Drive.
Discussion ensued amongst the Planning Commission and Staff.
The Planning Commission asked clarifying questions regarding the proposed project.
Chair Chura opened the public hearing.
The following members of the public addressed the Planning Commission: Russ Barto (Applicant)
and Randee Wood.

RESOLUTION NO. 2023-12; THEREBY APPROVING, WITH CONDITIONS, A SITE PLAN REVIEW WITH
NEIGHBORHOOD COMPATIBILITY, VARIANCE AND COASTAL PERMIT TO REMODEL EXISTING
SECOND-AND THIRD-STORY BALCONIES, INCLUDING AN 87 FT2 EXPANSION OF THE SECOND-STORY
BALCONY AND A 61 FT2 EXPANSION OF THE THIRD-STORY BALCONY, ATTACHED TO AN EXISTING
2,670 FT2 (GARAGE INCLUDED) THREE-STORY RESIDENCE AT 113 SPINDRIFT DRIVE (CASE NO.
