Recently I have become aware that a traffic study was done in 2021,
concerning alleged speeding on Avenida Classica. The study was not
done in accordance to administrated procedure as outlined in the Cities
Neighborhood Traffic Calming program. Studies are very expensive. I ask
the city to inform the parties involved that no further action is
necessary for the following reasons.
1. The study was not done in accordance with cities Neighborhood
traffic calming program guidelines.
2. The study shows it does not meet the minimum 1500 car traffic.
Therefore, no further action is necessary.
3. The study did not meet the required petitions prior to or after
the study. Therefore, no further action is necessary.
4. The study mentions a posted speed limit sign of 25 MPH several
times and indicates a speed limit sign located at Avenida Classica
and Avenida Celestial. In fact, there is NO sign at said
location.
5. The Study did not follow the neighborhood traffic Calming
program flow chart.
6. The study must consider the safety of others and impact on the
400 apartments who can house 2000 residents. (per apartment
manager).
7. The study shows only 236 cars travel Avenida Classica, in the AM.
and 511 cars in the PM. ONLY 25 CARS TURN RIGHT ONTO LOS
VERDES DRIVE AM. 70 MID-DAY AND 40 PM. TOWARD Victoria
Apartments drive-ways and the Golf Course. Not all were golf
course traffic. Their own study refutes their claim. Dave Tomblin
stated last week at the traffic safety committee meeting there
were 1500 cars. The study states only 672 cars in a 24-hour
period on Avenida Classica. Golfers do not play golf at night.
Again, the study does not meet the minimum 1500 car
requirements.
8. Finally, the Traffic Study unjustly points to golfers in the Country
club neighborhoods by suggesting they are cut through traffic.
Their own study refutes their claim. I purchased my home as well
as many other residents in a Country Club neighborhood because
of its proximity and access to Los Verdes Country Club amenities
and golf course. I AM NOT CUT THROUGH TRAFFIC. There are
only three public street entrances and exits to the Victoria
Apartments and Golf course. Should two of the streets Avenida
Esplendida and Avenida Classica be restricted from right turns at
Los Verdes drive and left turns coming home, from the golf course
it will negatively affect the value of Country Club neighborhoods
homes, including Victoria Apartments. Please abandon this
"TAKING" of our 5th amendment right to freely travel public roads.
Attached are over 200 signatures opposing diverters preventing
southbound right turns and northbound left turns at the
intersection of Los Verdes Drive with Avenida Classica and with
Avenida Esplendida.

The following is a summary of findings for the CA MUTCD stop sign installation warrants:
A: Not Met
Analysis
Temporary Traffic Control. There are currently no plans in place to install a traffic signal at
this location in the immediate future; therefore, the installation of a multi-way stop at this
intersect ion would not serve to provide any urgent or desired safety benefits to control
t raffic during the preparation or consideration of such signalized controls .
B: Not Met
Crash Problem. From 2017 to 2022, there were no accidents reported in the SWITRS/TIMS
database . Therefore, this warrant criterion is not met.
C: Not Met
Minimum Traffic Volumes . A stop sign installation may be considered where major and
minor st reet traffic volumes meet minimum values and conditions designated in the
CAMUTCD. As shown in the traffic counts data , the intersection traffic volumes at Los
Verdes Drive and Avenida Classica do not exceed the minimum th resholds; therefore, this
warrant criterion is not met.

Many of the neighbors on Avenida Classica and Avenida Esplendida
signed a petition to use diverters that would redirect the traffic from 3
streets to only one ..... Los Verdes Drive.
Los Verdes is a bustling street which leads to the Los Verdes County Club
Golf Course. It is also home to the Victoria Apartments, which include 400
homes. Driving down Los Verdes Drive you immediately notice an
abundance of cars parked on both sides of the street (I have counted up
to 100). This is in stark contrast to the surrounding streets of Avenida
Esplendida and Avenida Classica with only a handful of parked cars.
Residents of the Victoria Apartments, including children and those with
physical handicaps, cross the street daily to get to or from their parked
cars. Increasing the already busy street with more cars would be a
careless and dangerous decision by the city.
Any effort to deprive residents in the greater Country Club area their easy
and established access to their homes, Los Verdes Golf Course, their
friends and neighbors, and merchants in the area would be met with
significant opposition. The Country Club area of Rancho Palos Verdes
includes Monaco, Monte Verde, La Cresta, Palos Verdes Panorama,
Pepper Tree Land, and Seagate. There is a reasonable certainty that
closing Avenidia Esplendida and Classica to through traffic would
negatively impact the value of the homes in the greater Country Club
neighborhoods, as well as the the value of respecting and protecting the
right to travel freely in your own neighborhood.
I applaud the 4 members of the Traffic and Safety Committee that
recognized that diverting 2 streets to an already burdened street would
not be prudent. Despite the numbers of speakers from Avenida
Esplendida and Avenida Classica, the Traffic and Safety department did
not rubber stamp the use of diverters, but sought to seek other solutions.
Dave Tomlin, the 5th member of the Traffic and Safety Committee, recused
himself as a voting member of the committee in this matter as he was
representing himself as a "neighbor", concerned about the speed of cars
on Avenida Classica.
I respectfully submit the following to the City Council:
Make sure the safety of the residents along Los Verdes Drive is protected.
Insure the larger community continues their right to travel freely on the
roads in their neighborhood and maintain their property values
Alert the entire community of upcoming meetings and proposed
Traffic and Safety proposals related to this matter. Correctly identify that
the matter would impact the entire community of Country Club instead of
the vague notice that was sent out previously.
Explore the use of a stop sign at the intersection of Avenida Classica and
Avenida Esplendida. This would address the concerns of speed, managing
blind curves, and allowing for a safe area to cross the street and mitigate
"right away" concerns.

AMENDMENT NO. 1
TO AGREEMENT FOR PROFESSIONAL SERVICES
THIS AMENDMENT TO THE AGREEMENT FOR PROFESSIONAL SERVICES
(“Amendment No. 1”) by and between the CITY OF RANCHO PALOS VERDES, a general law
city & municipal corporation (“City”), and DAVIS FARR, LLP, a California limited liability
partnership (“Consultant”) is effective as of August 1, 2023.
RECITALS
A.City and Consultant entered into that certain Agreement for Professional Services
dated May 15, 2023 (“Agreement”) whereby Consultant agreed to provide finance consulting
services (the “Services”) for a Term of 6 months, for a Contract Sum of $25,000.
B.Since entering into the Agreement, Consultant’s Services have been needed more
than originally anticipated.
C.In order to reduce costs, but continue necessary Services, City desires to increase
compensation and modify the Scope of Services for the remainder of the Term.
D.City and Consultant now desire to amend the Agreement (“Amendment No. 1”) to
(1)increase compensation by $20,000 to cover the costs of the increased volume of work for a
total Contract Sum of $45,000 and (2) modify the Scope of Services as provided herein.
TERMS
1.Contract Changes. The Agreement is amended as provided herein. Deleted text is
indicated in strikethrough and added text in bold italics.
a.Section 2.1, Contract Sum, is amended to read:
“Contract Sum. For the services rendered pursuant to this Agreement,
Consultant shall be compensated in accordance with the “Schedule of
Compensation” attached hereto as Exhibit “C” and incorporated herein by this
reference, but not exceeding the maximum contract amount of $25,000 (Twenty
Five Thousand Dollars)$45,000 (Forty Five Thousand Dollars) (“Contract
Sum”).”
b.Section I of Exhibit “A”, Scope of Services, is amended to read:
“I. For the period of May 15, 2023 through July 31, 2023, Consultant will
perform interim Finance Director services to assist the City with providing
management level services related to the Finance Department (“Finance
Director Services”). Finance Director Services include:
A.Providing oversight to the Finance Department.
B.Attending City Council meetings.G.

D. Attending Department Head meetings.
E. Attending labor negotiation meetings.
F. Research and guidance on funding options for a large capital
improvement project.
G. Managing the City’s investment portfolio.

other accounting functions as needed.
Effective August 1, 2023, Consultant will perform services to assist the City
with providing management level services related to the Finance Department
(“Finance Management Services”). Finance Management Services may
include, on an as needed basis:
A. Providing support services to the Finance Department.
B. Attending City Council meetings.
C. Attending Finance Advisory Committee meetings.
D. Research and guidance on funding options for a large capital
improvement project.
E. Managing the City’s investment portfolio.
F. Providing final review on accounts payable, payroll, journal entries and
other accounting functions as needed.”
2. Continuing Effect of Agreement. Except as amended by this Amendment No. 1,
all provisions of the Agreement shall remain unchanged and in full force and effect. From and
after the date of this Amendment No. 1, whenever the term “Agreement” appears in the Agreement,
it shall mean the Agreement, as amended by this Amendment No. 1 to the Agreement.
3. Affirmation of Agreement; Warranty Re Absence of Defaults. City and
Consultant each ratify and reaffirm each and every one of the respective rights and obligations
arising under the Agreement. Each party represents and warrants to the other that there have been
no written or oral modifications to the Agreement other than as provided herein. Each party
represents and warrants to the other that the Agreement is currently an effective, valid, and binding
obligation.
Consultant represents and warrants to City that, as of the date of this Amendment No. 1,
City is not in default of any material term of the Agreement and that there have been no events
that, with the passing of time or the giving of notice, or both, would constitute a material default
under the Agreement.

hereto warrant that (i) such party is duly organized and existing, (ii) they are duly authorized to
execute and deliver this Amendment No. 1 on behalf of said party, (iii) by so executing this
Amendment No. 1, such party is formally bound to the provisions of this Amendment No. 1, and
(iv) the entering into this Amendment No. 1 does not violate any provision of any other agreement
to which said party is bound.

Council Meeting Comments
I would like the City Council to consider policy regarding the use of E-Bikes on sidewalks, public property and specifically
the peninsula center. I have personally encountered 3 dangerous situations. First, Highridge is a busy walkway with
pedestrians, strollers, little kids on tricycles, etc. When the Ridgecrest students get out of school, the E-bike kids take
over the sidewalks and expect everyone to jump out of their way. They almost hit a small child as well as an elderly
walker. This was observed 2x at the end of the school year. The second location is at the Peninsula center in front of
the UPS store. A line had formed and 3 E-bikes zoomed through the line almost crashing into 2 ladies. The bikes were on
the sidewalk and there were no apologies and they did not slow down. This is a dangerous situation that has gotten out
of control in our area.
I would also like the City Council to Consider controlling street vendoring in RPV especially at the corner of Crest and
Crenshaw and Whitley Collins and Crest where we have picked up several items of trash from left over street vending on
the weekends. There has also been noticeable street vendoring on Hawthorne across from Pavillions. Please keep out
streets clear by enforcing or creating a no sidewalk vendoring policy.

Surprisingly, the report indicates relatively few public comments. Personally, I would hope for a simple design, low maintenance,
few trees, no bus shelters (only benches), no art work but large colorful pottery pots would be nice. P.V. stone in abundance. It's
speaks RPV. Also, I think the recently painted wall at Green Hills looks really nice but dark color would not work so well for
properties in the residential portion in RPV. I am not at all opposed to fresh paint and I would be happy to paint my portion of the
wall myself.

Dear Mayor and Council members,
1. Please fund the re-activation of the Cities wells below PVDS and consider installing more.
2. Please do NOT transfer the City's wells to ACLAD.
The City of Rancho Palos Verdes needs to do everything possible to safeguard PVDS, the major sewer line, all utilities and
uphill buildings especially Wayfarers Chapel.
As outlined in the Horan Settlement Agreement, the entire Altamira Canyon needs to be paved starting below PVDS now
as an emergency.
The well area in the bottom of Altamira Canyon that Frank Vanderlip had installed in the 1920's next to his home needs
to be evaluated as a potential source of bringing a tremendous amount of underground water to the surface.
There is so much water in the Del Cerro & Valley View graben areas, the original developers were planning on having
water cascade over the hill into Portuguese Bend as the Riviera of the Pacific.
Thank you for your urgent attention to protecting PVDS.

My house borders Western Ave.
I am so happy to hear that the Western Ave medium is a priority for the city. May I recommend that you keep the
upgrade simple and easy to maintain. The medium near Trump is very nice, simple and I do see workers from time to
time maintaining the area.
I am not in favor of painting the perimeter wall a dark brown color. I think the dark color will be harder to maintain. I
sent photos to the city manager a year ago of painted light and dark walls in our neighborhood. The dark paint did not
hold up. The sample painting of the Green Hills wall was done lightly and uneven. In my opinion, it does not look nice.

Dear Mayor and Council members,
I am writing you as a resident of Portuguese Bend and member of the A CLAD
district. I would like to address several items in your agenda item # 3 with regards to
the dewatering wells in Abalone Cove and the staff recommendation that ACLAD
take over financial responsibility of those same wells. I also have additional
recommendations to address mitigation to land instability in the same area.
1) I highly encourage you to approve the capital expenditure of funds to revitalize
the wells in City owned Abalone Cove area as outlined in the Jan., 2023 letter
fromALCAD.
This beachside land mass is the toe of the Abalone Cove Landslide and it is
critical to mitigate the instability in this area.
The Portuguese residents recently are seeing their streets and homes cracking,
gas lines dangerously leaking and water lines breaking damaging property and
creating a very dangerous situation. One of the contributing factors to this
damage is loss of revetment support at the toe of the slide. The GPS readings
that the City has collected over the past decades has shown that this area of
Abalone Cove has moved seaward far more than uphill land masses which over
that time as resulted in loss of uphill support. Damage to PVDS and L.A.
County sewer lines is also affected by this instability.
ACLAD (funded through assessment fees from both the City and the residents
in the District) has spent quite a lot of money to maintain wells uphill from the
Abalone Cover beach area and ACLAD has successfully kept water levels
below the levels Perry Ehlig had recorded when the landslide was stabilized to
a slow creep.
It is now time for the City to equally contribute to this stability by following the
staff recommendation to fund the Abalone Cove wells.
2) Staff has recommended that you transfer all financial responsibility of the City
owned wells to ACLAD. I quite frankly shocked as such a suggestion and do
not recommend you take such action. I have never heard of the City placing
any financial responsibility of public owned lands to a subset of private
constituents. I don't see the City ever asking a surrounding HOA to pay for
broken irrigation lines in a nearby park. This is a public safety issue on public
land affecting private homeowners.
The Abalone Cove wells are on City owned land and, as the numerous
historical documents in this staff report show, the City has always taken
financial responsibility for landslide mitigations on their land.
As a matter of fact, currently the residents of the ACLAD district pay an
assessment that helps the City avoid costs including monitoring the City owned
wells and letting the City know of any problems. As your packet shows,
ACLAD pays for a geologist to make recommendations for mitigation
measures for the City owned Abalone Cove area. ALCAD pays for maintaining
uphill dewatering wells that help mitigate movement on PVDS and Abalone
Cove.
When I was on Council I never heard of asking the San Pedro residents of the
South Shores mobile home park to "take financial responsibility" to protect
themselves from flooding in the San Ramon Stormwater Project.
3) Additional mitigation measures in Altamira Cyn. have not been mentioned in
this staff report. A CLAD has inspected the 1 O' CMP culvert under PVDS and
have noticed several areas that stormwater could infiltrate into the land mass
here. After our higher than normal rainfall this last winter, PVDS under this
culvert is beginning to buckle.
In addition, instead of directing the storm runoff to the shoreline, the culvert
dumps all of the storm nmoff into a large pool of raw land in Abalone Cove.
This huge infusion of stormwater directly into the soil contributes to land
instability in Abalone Cove. Decades ago the City funded panel of geological
experts including Perry Ehlig had recommended directing this storm water
runoff to an impervious surface all of the way to the shoreline (Fig. 2).
