CC SR 20230905 F - Coyote Trapping PSA CITY COUNCIL MEETING DATE: 09/05/2023 AGENDA REPORT AGENDA HEADING: Consent Calendar AGENDA TITLE: Consideration and possible action to award a professional services agreement to Coyote, Wildlife and Pest Solutions, Inc. to conduct selective coyote trapping. RECOMMENDED COUNCIL ACTION: (1) Authorize a professional services agreement with Coyote, Wildlife and Pest Solutions, Inc. for a two–year term with an optional one–year extension to be exercised at the discretion of the Contract Officer, in an amount not to exceed $180,000 for all three years for supplemental selective coyote trapping services. (2) Authorize the Mayor and City Clerk to execute the professional services agreement in a form approved by the City Attorney. FISCAL IMPACT: Approval funds for this professional services agreement is included in the FY 2023-24 budget adoption for the Community Development Department under Animal Control-Professional Services. Proposal (page B-1) BACKGROUND AND DISCUSSION: In September 2021, the City entered into a one-year professional services agreement (PSA) with Coyote, Wildlife and Pest Solutions, Inc. (CWPS) for coyote control, 1 abatement, trapping, and removal-related services pursuant to the City’s Coyote Management Plan. In September 2022, at the discretion of the City, amendments were made to the agreement (PSA) Amendment No. 1 to extend coyote services for one year. As part of this, CWPS has worked with Staff to perform selective coyote trapping in order to augment, on an as-needed basis, existing coyote trapping performed by the Los Angeles County Department of Agricultural Commissioner/Weights and Measures (Agricultural Commissioner). The agreement with CWPS ends on September 21, 2023. At this time, Staff seeks to continue its partnership with CWPS with a new agreement with the term ending June 30, 2025 with an optional one-year extension at the city’s discretion. The new professional services agreement will begin on September 5, 2023 and end on June 30, 2025 aligning the contract term with the end of Fiscal Year 2024-25 budget. In terms of the contract amount, over the past two years, the City has spent approximately $120,000 on services provided by CWPS. The services performed suppleme nt services provided by the Agricultural Commissioner on an as -needed basis. Based on the costs expended in the past, it is recommended that the annual contract amount not exceed $60,000 for a total contract sum of $180,000 Since the initial agreement date, CWPS has proven to provide excellent coyote control services to residents in selective areas throughout the City. As part of the new agreement, CWPS will also continue augmenting Agricultural Commissioner services with the management of coyotes in accordance with the City’s Coyote Management Plan. CONCLUSION: Staff therefore recommends the City Council app rove the PSA with CWPS for selective trapping services in the not to exceed amount of $180,000 for a period of two years with an additional one year option. ALTERNATIVES: In addition to the Staff recommendation, the following alternative actions are available for the City Council’s consideration: 1. Do not approve the contract agreement, which would suspend selective trapping services by CWPS, thereby impacting City wildlife support services. 2.
