CITY COUNCIL MEETING DATE: 08/01/2023 AGENDA REPORT AGENDA HEADING: Regular Business AGENDA TITLE: Consideration and possible action to review the conceptual design for the Western Avenue Beautification Project. RECOMMENDED COUNCIL ACTION: (1) Receive and file an update on the Western Avenue Beautification Project; (2) Review and provide input on the conceptual design and project scope at the revised preliminary cost estimate; and, (3) Direct staff to proceed with final design plans and to continue exploring cost sharing opportunities with the City of Los Angeles. FISCAL IMPACT: The recommended Council action this evening has no fiscal impact. However, the revised cost estimate for the project now exceeds the previously approved project budget in the Capital Improvement Program (CIP) by approximately $4.1 million. The actual amount of the funding gap will not be known until a construction contract is bid in 2024. The funding gap is expected to be funded by projected Unrestricted Fund Balance of $29.1 million in the Capital Infrastructure Program Fund, which may result in reprioritization or deferral of other CIP projects in the future. FY 2023-24 CIP Project Sheet (page F-1) BACKGROUND: For many years, there has been a general desire by the City to enhance the aesthetics along Western Avenue (from Peninsula Verde Drive to Summerland Street/Summerland Avenue). This segment of Western Avenue is owned and maintained by Caltrans and lies in both the City of Rancho Palos Verdes and the City of Los Angeles. Aesthetic improvements to the public right-of-way of Western Avenue and adjacent areas would enhance the appeal of the City’s only commercial corridor and surrounding area, bolster commerce, foster local business activity, and reflect positively on the entire City, particularly the adjacent neighborhoods. The beautification vision for Western Avenue is to create an attractive street environment that would be considered desirable for area residents and businesses. The overall Western Avenue beautification vision is being implemented in three phases: short-term, medium-term, and long-term. Short-term improvements were funded through the Public Works maintenance budget and were completed in fall 2021. Improvements completed included cleaning and de- weeding planters, medians, parkways, and sidewalks; repairing damaged concrete planters; planting new flowers; re-establishing select grass areas; removing newspaper stands; repainting bus benches and enhanced cleaning of bus shelters; repainting red curbs; and replacing waste receptacles with newer ones. Medium-term improvements are funded through the Public Works maintenance budget and consist of installing City-branded banners, installing City gateway monument signs, and painting tract walls. Significant progress has been made on the medium-term improvements with the recent installation of the two gateway monument signs (Figure 1), painting of tract walls at Green Hills Memorial Park (Figure 2), and installation of 14 City- branded banners (Figure 3). 2 Figure 1: Gateway Monument Sign on Western Avenue Figure 2: Painted Tract Wall at Green Hills Memorial Park 3 Figure 3: City-Branded Banners 4 Long-term improvements are funded through the Capital Improvement Program (CIP) process and generally consist of median and parkway landscaping, landscape lighting, street furniture, crosswalk aesthetic enhancements, and stormwater capture features, as appropriate. These long-term improvements form the basis of design for the Western Avenue Beautification Project discussed in this report. DISCUSSION: On December 20, 2022, the City Council awarded a professional services agreement to Nuvis Landscape Architecture, Inc. (Nuvis) for landscape architecture design and support services for the project. This staff report provides an update on the project’s progress, and presents the conceptual scope, design, and budget for the City Council’s consideration. The design process started with four concept layouts developed by Nuvis (Attachment C) with the following project elements: sidewalk and crosswalk improvements, street furniture replacement (bus shelters, trash receptacles, and benches), landscape improvements (shrubs and trees) within the medians, and landscape lighting improvements. On April 19, 2023, the City conducted the Western Avenue Beautification Project Open House to solicit input on the conceptual design features, with invitations going out in advance to residents, business owners, and Council members. Staff also posted the conceptual designs on the City website to solicit additional input via an online questionnaire available to the public. Notification of the open house and questionnaire were sent directly to the adjacent homeowners associations (Rolling Hills Riviera and Peninsula Verde), the Rancho Palos Verdes Council of Homeowners Associations (CHOA), publicized in the City Manager’s Weekly Administrative Report, and the City’s social media pages. Comments were collected from 17 attendees at the open house, and an additional 81 comments were received from the questionnaire (Attachment D). Based on the comments received, the design concept layouts were refined and developed into one cohesive design concept. The updated design concept (Attachment A) incorporated the most popular design features as evidenced by community input and incorporated native trees and shrubs that are Caltrans pre-approved. The updated design concept was posted on the City’s website to solicit additional comments from the public via a second questionnaire. A total of 19 comments were received and a majority of the comments were in favor of the updated design concept, particularly on the sidewalk and crosswalk enhancements. However, there were concerns about the proposed trees requiring significant maintenance. Upon further consultation with Nuvis, Staff verified the level of maintenance with the proposed trees is in line with other trees found throughout the City. In summary, many respondents expressed their appreciation of the City’s effort to move forward with the project as presented (Attachment B). In addition to soliciting input from community members and Caltrans, the City of Los Angeles (LA) was included in the conceptual design process. LA shares jurisdictional boundaries on Western Avenue with the City of Rancho Palos Verde s. Approximately 70% of the Western Avenue right of way is located in RPV, while the remaining 30% are 5 in LA. On June 21, 2023, RPV Staff presented the updated design concept to the office of LA Council District 15 to seek their input, as well as to discuss potential construction and maintenance cost sharing opportunities. Staff from LA (Sergio Carrillo) were generally in agreement with the updated design concept and were open to cost-sharing discussions for both construction and maintenance. Staff continues to discuss the possibility of cost-sharing with LA as development of the project scope and budget progresses, and will provide updates on any cost-sharing proposal with LA at a future City Council meeting. While the design concept was being developed, Nuvis also evaluated the existing conditions of Western Avenue to identify all opportunities within the existing parkway where landscaping and site furniture improvements are feasible (Attachment E). At locations where the parkway is too narrow or contains physical barriers that would prohibit the inclusion of both an accessible path and landscaping improvements, parkway improvements are not proposed. Based on the updated design concept and the initial evaluation of the roadway conditions, Nuvis prepared a preliminary cost estimate which totaled approximately $7.4 million, as summarized in Table 1. Parkway improvements include the installation of shrubs and/or trees and an irrigation system. Street furniture includes bus shelters, benches, and trash receptacles. Enhanced crosswalks are conceptually envisioned to be stamped asphalt or stamped concrete. Approximately $1.1 million of the estimated construction cost can be attributed to improvements within LA limits, and cost-sharing of this amount is being discussed with LA. The current project budget approved by the City Council as part of the FY 2023-24 CIP budget is $3,246,391 (Attachment F). The updated cost estimate is higher than the previous budget number because the project scope and design were not defined to the current level when the CIP budget was approved. Given that the updated preliminary cost estimate exceeds the approved budget, Staff is seeking input from the City Council on the updated design concept, elements to be included in the project scope, and the project 6 budget. The current project scope is defined and listed above in the improvement categories of: Median, Parkway, Street Furniture, and Crosswalk improvements. The extent of these improvements can be reduced and/or completely eliminated depending on project funding. Staff recommends the City Council affirm the current project scope with the corresponding preliminary cost estimate. The exact amount of the funding gap will not be known until a construction contract is bid in 2024. However, if the project scope remains the same as presented, the funding gap is estimated to be $4.1 million. The funding gap could be funded by the Capital Infrastructure Program Fund projected Unrestricted Fund Balance of $29.1 million, which may result in reprioritization or deferral of other CIP projects in the future. Additionally, there may be a cost-sharing opportunity with LA that may result in reduction of the overall funding gap borne by the City. Following input from the City Council, Staff will direct Nuvis to further the design and produce construction documents for construction bidding and award. The anticipated completion date of the design phase is currently in December 2023, with the start of construction anticipated in spring/summer of 2024. ADDITIONAL INFORMATION: During the design coordination efforts with Caltrans, Staff was made aware of Caltrans’ plans to add Class II bicycle lanes on Western Avenue within the Cit y limits, as part of Caltrans’ upcoming pavement rehabilitation project scheduled for construction in 2026. As of the writing of this staff report, Caltrans has not provided sufficient information to determine the impact that this pavement rehabilitation project may have on the layout of the medians proposed to be improved in the Western Avenue Beautification Project. Caltrans has committed to providing additional information in August 2023. The potential impact identified by Caltrans could result in the n arrowing of some medians within the project limits. Should there be significant impacts to the proposed project due to Caltrans’ proposed realignment of the medians and/or parkway, Staff will bring this item to the City Council again for further discussion on any changes in project scope and/or project schedule in coordination with Caltrans’ project. CONCLUSION: Staff recommends the City Council receive and file the Western Avenue Beautification Project update, provide input on the conceptual design and revised project scope at the revised preliminary cost estimate, and direct staff to proceed with completing final drawings. ALTERNATIVES: In addition to Staff recommendation, the following alternative action s are available for the City Council’s consideration: 1. Provide a target project budget amount, and direct Staff to revise the project scope to fit within the target project budget. 7 2. Glad the palm trees are gone!1. Last one (pv stone), 2. First one ... Maybe a hybrid of the two Yes! The fifth option is very good (with the red car). I like the design and think it is something you would see in a "destination" city. The 3rd one is the worst (too dark, too black and red, too busy). The first is too bland and doesn't add much to the aesthetic. I very much like the PV stone median as shown at the bottom left of the page. Redish bark mulch would look good there. The crosswalk I like wouldn't be a good match unless the colors could be adjusted. Instead of brick colored borders of the crosswalk it should be a shade that compliments the PV stone ... Or maybe not have the borders. Also If you go with the circle design of the crosswalk, circles and curves should be unifying theme of the bus stops (like the first one) and if there are islands or separators in the median and designs in the sidewalk. As many LOCALLY-SOURCED native plants as possible, please! I'd rather see living plants than rocks or generic statuary; if plants aren't possible, for me brickwork or rocks are preferable to Depends on each specific location. Since the sun is always to the south of us, hopefully the shade panels will prioritize shading the south (and southeast/southwest) end/side of each shelter. We need more high shrubs to fill in the gap between where you only see tree trunks. I like the full green trees best. Western needs more greenery to reflect the beauty of nature, because it is lined with too many concrete buildings. I also hope you keep the existing trees. Between Green Hills Road and Toscanini, I counted at least eight gorgeous trees in the center divider, which would be a crime to saw down. I LIKED that the Updated Design Concept did not include ceramic vases or modern art The bus shelters shown look far too big for our small sidewalk to replace what’s there now, but in selecting a design, I would prefer one using natural wood, or wood or metal painted RPV green, incorporated with Palos Verdes Stone to match that which is shown in the center dividers. When Dodson Middle School children go home, many of them hang out at those bus stops, so issues with them damaging it should be considered. I don’t care for the compass rose design, but would like to see the terra cotta colored faux brick pattern incorporated. The small mosaic was nice, too. Maybe they could use more Palos Verdes Stone. It is part of our city. I would love to see UPLIGHTING used where the trees are planted. Also, the back walls from yards of houses, from Toscanini northward on Western are an eyesore and have no continuity of in style. It would be nice if the city could possibly paint it. Green Hills Memorial Park recently painted their wall along Western, and it looks great! The new RPV sign that went up entering the city on Western is well designed and shows city pride. N/A The wooden one. It would have been smart to name or number them or even have a dropdown to choose from. As I walk my dogs along there almost daily, I would prefer any light colored treatment that wouldn't burn my dog's feet. Please don't put dark squares in the pavement. I think enhanced sidewalks would show up well along the hilly part. The wall from Green Hills to Toscanini is unsightly, a fancy sidewalk would draw your eyes there. No point in a fancy sidewalk, if you can't do anything with the wall. Can you put another wall east of it? The sidewalk is wide, it wouldn't be a problem for walkers to lose a foot of sidewalk. Any tree/shrub that will be aesthetically beautiful but easy to maintain. Do NOT make the bus benches too comfortable for the homeless to live/sleep on. I like them.N/A No succulents.The least amount of structure.I like the cobblestone look, not the star design..Less hard scape/ more greenscape. The trees suggest look super messy. Now, if you can just get CalTrans to get the traffic flowing! Your designs are nice. I do like crepe myrtles rather than jacaranda. The latter, although beautiful in bloom, smell bad and are very messy. It would be nice to be able to see them again here to select a preference. But they were all pretty nice. Of course they would enhance the neighborhood streets. I particularly like the mosaic designs. And the Palos Verdes rock borders are quite stylish. B-2 CITY OF RANCHO PALOS VERDES Western Avenue Beautification Street Improvements C-1 •Our main goal is to refine and refurbish Western Avenue with a design that’ll lend itself to celebrating the culture of Rancho Palos Verdes: a city that’s colorful, vibrant, and expressive. •The existing medians of western avenue will be designed by incorporating a smart irrigation system. The new system will adhere to the standards and direction created by the state of California for local city’s and agencies in landscape design, construction, and management. The term that addresses this standard is mwelo, which is an acronym for “model of water efficient landscape ordinance”. •Furthermore, since Western Avenue is owned and managed by Caltrans, City of L. A., and Rancho Palos Verdes, the design and working drawings will adhere to state and local requirements. •The existing medians of western avenue will be designed with drought tolerant plant material that will further provide for a more efficient use of our precious water resource. •In addition, refurbishing Western Avenue’s existing medians will: •Bring new life to this major corridor! •Enhance the air quality of the corridor. A breath of fresh air! •Add to the traffic calming aspect of the medians. Subdued noise! •Enhance the visual character of the streetscape. Engaging to the eyes! •Add a taste of beauty to the streetscape. •Development of green infrastructure will provide a soft vegetation buffer between auto traffic, the sidewalk, storefronts, and residential areas. •The preliminary exhibits that follow include four layouts with their individualized personalities. Do not like breakable vases. Date palm can drop frond or leaves during Santa Ana winds. I prefer trees that are more practical to provide shade and clean air without the Santa Ana winds maintenance or hazard. 5 City planted a silk tree on my easement years ago. I love the shade it provides. The tree can be messy from flowers and leaves; branches break easily. Because CA is a desert and water conservation can be a big issue, I prefer plants/trees that are MOST drought tolerant with the least maintenance. I worry about some of the trees recommended not being tall enough and large trucks and trailers clipping them just like the current pine trees in the medians. Some drivers have enough trouble staying in their lanes already and having mass from a sidewalk or median encroaching on a traffic lane is a bad idea. Not supportive of any sidewalk plantings that block sight lines to find businesses. Not supportive of fancy sidewalks. Concrete cuts for decoration are just future failure points and will make a sidewalk with higher maintenance costs. Please plan actual construction to minimize disruptions to traffic lanes on this already congested corridor. Parks always need more trees, use them there. Low and medium height shrubs are easier to maintain and mixing the colors of shrubs would look nice. If trees aren’t maintained, trimmed and shaped, they block views. A clear view of the traffic around you to me is always the best. Improving the sidewalks, fixing uplifted pavement and fixing potholes on the streets makes for safer streets for everyone - drivers and walkers. 5 I would skip the vases and lighting. Good high street lighting is the best as it’s not in your face as you drive. And pots and lighting in medians will be damaged in accidents. I prefer no large trees in between the palm trees that would compete with them. I assume that this species of palm is not the one that grows super tall but grows bigger and fuller, which is what I prefer, but if they are the tall kind, then larger blooming trees in between would be ok. 1 FYI ... the Powerpoint did not include a simulated view for Layout B. I would prefer artwork if possible, commissioned from local artists, but I would restrict the artists to size, themes, possibly materials or colors. I would not like it to be a free for all. Possibly a jury will select from submissions and the community would be surveyed to get their approval. If art is not possible, then I think the amenities should not be uniform at every location. Variety will make the boulevard more interesting. The vases used as an example are not appealing to me. I'm not against vases though ... the vase succulent arrangement on page 12 is ok. The center is lovely and well kept along the routes such as Sea Cliff, Portuguese Bend Club, Abalone Cove, etc 2 Very nice, as long as you have an anti-graffiti glaze or paint to protect against graffiti, or any other kind of damage, maliciousness, crime, theft, etc. Would like to see some kind of reflectors in the centers so that vehicles at night can see the medians especially during acclimate weather (fog, etc.). Remember, we share Western with gangs across the street or east side. More than half the traffic are vehicles from San Pedro. I see a lot of cars on Western turning east at light signals morning and evening around times people go to work and coming home. PVDWest and PVDNorth are also short cuts by cars from the east side as I see a lot of cars East bound from Western then turn N/B Crenshaw or Hawthorne, thus suddenly all that traffic on those streets lessen. Traffic at PVDN & Crenshaw is a parking lot, intersections are clogged during green light signals because of the backups daily from all directions. Western at i/s where Shell gas station is located needs green arrow signal. I have seen cities like Riverside overdo their streetscapes and the result is something that will not age well.
