PC MINS 20230725 6 g.../ii„,„ APPROVED 8/22/23 CITY OF RANCHO PALOS VERDES PLANNING COMMISSION MINUTES REGULAR MEETING JULY 25, 2023 CALL TO ORDER A regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Chair Chura at 7:12 P.M. in accordance with the requirements of the Ralph M. Brown Act, Section 54950 et seq. of the Government Code. Remote participation by any Committee/Commission member shall be in accordance with Subdivisions (b)(3) or (f) of Government Code Section 54953. The meetings are held at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and/or via teleconference for staff/consultants/participants using the Zoom platform and broadcast live on the City's website at rpvca.gov/agendas and on PVPtv channels Cox 35 and Frontier FiberOptic 39. Members of the public could observe and participate using the zoom participation feature and in person. APPROVAL OF AGENDA Approved as amended. COMMUNICATION• City Council Items. Interim Director Silva provided updates on the July 18th and the upcoming August 8th City Council meetings: Staff: Interim Director Silva provided updates on upcoming City events including the City's 50th Anniversary Gala and the 3rd Annual Sister Cities Celebration Commission: None COMMENTS FROM THE AUDIENCE (regarding non-agenda items: None CONSENT CALENDAR: 1. APPROVAL OF THE JULY 11, 2023 P.C. MINUTES Approved as amended with Vice Chair Santarosa and Commissioner Saadatnejadi abstaining. CONTINUED PUBLIC HEARING: None CONTINUED BUSINESS. None NEW PUBLIC HEARINGS: 2. HEIGHT VARIATION PERMIT AND SITE PLAN REVIEW- (CASE NO. PLSR2021-0084): 3261 Crown View Drive (AS) Senior Planner Seeraty presented the staff report requesting approval to construct a new three- story 2,789 ft2 single family residence and a 994 ft2 garage (3,783 ft2 total structure size) along with ancillary improvements. Discussion ensued amongst the Planning Commission and Staff. The Planning Commission asked clarifying questions regarding the proposed project. Chair Chura opened the public hearing. The following members of the public addressed the Planning Commission: Samuel Iskander (property owner) and Pablo Galin (designer). Chair Chura closed the public hearing. Discussion ensued among the Planning Commission and Staff. COMMISSIONER PERESTAM MOVED SECONDED BY COMMISSIONER NELSON TO ADOPT P.C. RESOLUTION NO. 2023-11: APPROVING, WITH CONDITIONS, A HEIGHT VARIATION PERMIT AND SITE PLAN REVIEW FOR THE CONSTRUCTION OF A NEW THREE-STORY 2,789 FT2 SINGLE FAMILY RESIDENCE AND A 994 FT2 GARAGE (3,783 FT2 TOTAL STRUCTURE SIZE) WITH ANCILLARY IMPROVEMENTS AT 3261 CROWNVIEW DRIVE.
