REGULAR MEETING
JUNE 27, 2023
CALL TO ORDER
A Regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Vice
Chair Chura at 7:04 P M. in accordance with the requirements of the Ralph M. Brown Act, Section
54950 et set" of the Government Code. Remote participation by any Committee/Commission
member shall be in accordance with Subdivisions (b)(3) or(f) of Government Code Section 54953.
The meetings are held at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and/or via
teleconference for staff/consultants/participants using the Zoom platform and broadcast live on
the City's website at rpvca.gov/agendas and on PVPty channels Cox 35 and Frontier FiberOptic 39.
Members of the public could observe and participate using the zoom participation feature and in
person

Also, present were Interim Director Silva attending remotely, Senior Planner Seeraty, and City
Attorney Papajohn.

COMMUNICATION•
City Council Items: Interim Director Silva informed the Planning Commission that the July 5th City
Council meeting was canceled due to the July 4th holiday. Interim Director Silva also provided an
update on the August 1st City Council meeting, which will include a code initiation request to
consider code amendment proceedings related to residential building heights
Staff. Interim Director Silva invited the Planning Commission and members of the public to the
City's July 4th celebration at City Hall
Commission: Commissioner Nelson provided an update on his participation at the CHOA meeting
and at the HeloPod demonstration at City Hall. Vice-Chair Chura provided an update on his
participation in the Planning Commission's Zoning Code Update Subcommittee review of proposed
code amendments related to wireless telecommunication facility regulations.

2 MAJOR GRADING PERMIT, VARIANCE, SITE PLAN REVIEW, AND ENCROACHMENT PERMIT-
(CASE NO. PLGR2022-0032) 28160 Palos Verdes Drive East (AS)
Senior Planner Seeraty presented the staff report requesting approval to construct a new 4,813 ft2,
two-story, single-family residence and ancillary site improvements with 1,298 yd3 of associated
grading on a vacant lot Staff provided a background review of the project's history and updates on
the revised project.
The Planning Commission asked clarifying questions of Staff.
Vice Chair Chura opened the public hearing
The following members of the public addressed the Planning Commission; Luis de
Moraes/Architect, Dave De Langis/Property Owner, and Jeff Lewis.
Vice Chair Chura closed the public hearing.
Discussion ensued amongst the Planning Commission and Staff.
COMMISSIONER NELSON MOVED SECONDED BY COMMISSIONER BRACH TO ADOPT P.C.
RESOLUTION NO. 2023-08: APPROVING A MAJOR GRADING PERMIT, VARIANCE, SITE PLAN
REVIEW, AND ENCROACHMENT PERMIT FOR THE CONSTRUCTION OF A NEW 4,813 FT2 (GARAGE
INCLUDED), TWO-STORY, SINGLE-FAMILY RESIDENCE AND ANCILLARY SITE IMPROVEMENTS
WITH 1,298 YD3 OF ASSOCIATED GRADING ON A VACANT LOT, SUBJECT TO THE CONDITIONS OF
APPROVAL CONTAINED IN THE ATTACHED EXHIBIT "A". THE MOTION PASSED ON A VOTE OF 5
TO 1.

Interim Director Silva presented the staff report and a review of items to be included in the planning
commission's biannual report to the City Council
COMMISSIONER NELSON MOVED SECONDED BY COMMISSIONER PERESTAM TO APPROVE ITEMS
TO BE INCLUDED IN THE PLANNING COMMISSION'S BIANNUAL REPORT TO THE CITY COUNCI.
THE MOTION PASSED ON A VOTE OF 6 TO 0.
