PC MINS 20230523 Approved 6/27/23 CITY OF RANCHO PALOS VERDES PLANNING COMMISSION MINUTES REGULAR MEETING MAY 23, 2023 CALL TO ORDER A Regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Vice Chair Chura at 7:05 P.M. in accordance with the requirements of the Ralph M. Brown Act,Section 54950 et seq. of the Government Code. Remote participation by any Committee/Commission member shall be in accordance with Subdivisions (b)(3)or(f)of Government Code Section 54953. The meetings are held at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and/or via teleconference for staff/consultants/participants using the Zoom platform and broadcast live on the City's website at rpvca.gov/agendas and on PVPtv channels Cox 35 and Frontier FiberOptic 39. Members of the public could observe and participate using the zoom participation feature and in person. PLEDGE OF ALLEGIANCE Commissioner Brach led the Pledge of Allegiance. ROLL CALL Planning Commission roll call was answered as follows, Present: Brach, Nelson, Nulman, Saadatnejadi, Santarosa, Perestam, and Vice Chair Chura Absent: None Also, present were Interim Director Silva, Associate Planner Nemeth,Senior Planner Alvarez, and City Attorney Papajohn. APPROVAL OF AGENDA Approved as presented. COMMUNICATION: City Council Items: Interim Director Silva provided an update on action items of the June 6, 2023 City Council meeting. Staff: Interim Director Silva provided an update on an upcoming code amendment related to the City's Antenna Ordinance. Interim Director Silva also provided information on the City's Fourth of July celebration and the closure of City Hall on Monday, May 29th in observance of the Memorial Day holiday. CONTINUED PUBLIC HEARING: None CONTINUED BUSINESS: None - NEW PUBLIC HEARINGS: 2. VIEW RESTORATION PERMIT- (CASE NO. PLVR2023-0002): 42 Oceanaire Drive (RN) Request: A request to restore the view from the viewing area located at 42 Oceanaire Drive. Applicants: Stacy and Robert Steere; Foliage owner: Darren Moore at 43 Oceanaire Drive. Interim Director Silva confirmed that all Planning Commissioners visited the site. Associate Planner Nemeth presented the staff report with an overview of the proposed project. Discussion ensued amongst the Planning Commission and Staff. Vice Chair Chura opened the public hearing. The following members of the public addressed the Planning Commission; Stacy Steere, Robert Steere and Darren Moore. Vice Chair Chura closed the public hearing. Discussion ensued amongst the Planning Commission and Staff regarding the project site and the location and height of specific structures and trees and the definition of impaired views. Staff clarified questions regarding the New Zealand Christmas tree height. Vice Chair Chura closed the public hearing. Discussion ensued amongst the Planning Commission and Staff. COMMISSIONER NELSON MOVED SECONDED BY COMMISSIONER SANTAROSA TO ADOPT P.C. RESOLUTION NO. 2023-07, CONDITIONALLY APPROVING A VIEW RESTORATION PERMIT REQUIRING THE FOLIAGE OWNER AT 43 OCEANAIRE DRIVE TO CROWN REDUCE 19 TREES, WITH THE OPTION TO REMOVE AND REPLACE SPECIFIC TREES WITH GROUND COVER, AS DESCRIBED IN CONDITIONS OF APPROVAL NO. 3-6, IN ORDER TO RESTORE THE APPLICANTS' VIEW FROM 42 OCEANAIRE DRIVE. THE MOTION PASSED ON A VOTE OF 5 TO 2 WITH COMMISSIONER BRACH AND COMMISSIONER NULMAN DISSENTING. NEW BUSINESS: None ITEMS TO BE PLACED ON FUTURE AGENDAS: 3.
