Resolution No. 2023-__ (page A-1) B. Draft General Services Agreement (page B-1) C. GSA Contract Services Provided to Cities (page C-1) D. February 1, 2022 staff report BACKGROUND AND DISCUSSION: Every five years since 1978, the City has renewed the General Services Agreement (GSA) with the County of Los Angeles (County). The GSA is general in nature and provides authority for the County to provide services requested by the City. It also 1 specifies the method by which the City requests and pays for a service and provides for the annual adjustment of rates based on the Consumer Price Index (CPI). The GSA is accompanied by a list of services provided to cities by the County (Attachment C). The services under this agreement are divided by department. Each department has services that are provided to cities when needed or requested. The dots reflected on the attached spreadsheet represent the services the City has received and paid for in the past year. If a dot does not appear for a service provided by a County department, it does not mean the City is ineligible for the service. It simply means that it was not requested or utilized over the last year. All the services listed in Attachment C are available for the City to use. Once the City requests a specific service, the County department will invoice the city based on the agreed upon terms at the time the request is made . In summary, some of the services the County provides the City under the attached GSA include the following: Behavioral Health • Homelessness Assistance • Alcohol and Substance Use Disorder Programs • Prevention Programs County Administrative Office • Emergency and Disaster Management • Economic Development County Clerk/Recorder • General and Special Elections • Marriage Licenses • Death Records • Passport Applications • Voter Registration • Recording and Official Records (Deeds, liens, etc.) Public Works Department • Unincorporated Streets and Roads • Storm Damage • Flood Control • County Landfill • Recycling Information • Household Hazardous Waste Fire • Fire Suppression and Control • First Response to Medical Emergencies Sheriff • Coroner • County Jail • Search and Rescue Services For a comprehensive summary of the various services provided to the City by the County, read the February 1, 2022 staff report (Attachment D). The current GSA between the City and the County will expire on June 30, 2023. ADDITIONAL INFORMATION: City Attorney Review The City Attorney has reviewed and approved provisions of the attached General Services Agreement (Attachment B). 2 CONCLUSION: To ensure the continuation of the services currently received, Staff recommends the City Council adopt the attached resolution renewing the existing agreement for a five-year period, commencing on July 1, 2023 through June 30, 2028 (Attachment B). ALTERNATIVES: In addition to the Staff recommendation, the following alternative actions are available for the City Council’s consideration: 1. Do not renew the agreement, thereby ending County services provided to the City. 2. Direct Staff to renegotiate the terms of the agreement. 3. Take other action, as deemed appropriate. 3 RESOLUTION NO. 2023-____ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE THE GENERAL SERVICES AGREEMENT WITH THE COUNTY OF LOS ANGELES COVERING THE PERIOD OF JULY 1, 2023 TO JUNE 30, 2028.
