BACKGROUND AND DISCUSSION:
On February 4, 2020, the city entered into a professional services agreement with Multi
W. Systems, Inc. (Multi W) for annual maintenance and on-call plumbing services for the
Abalone Cove Sanitary Sewer System (Attachment B). The initial contract term was for
three years, with a contract sum of $180,000 ($60,000 per year),and included three
optional additional one-year terms. The initial term of the agreement has now been
reached.
The Abalone Cove Sanitary Sewer System uses pumps to lift residential sewer waste
over the hilly terrain in the Portuguese Bend neighborhood. These pumps were installed
when the system was initially constructed in 2001 and have been updated with new
pumps on an as-needed basis. However, ongoing maintenance, repairs, and replacement
continue to be needed for the system to function efficiently.
Multi W provides annual preventive maintenance in the form of cleaning, lubricating,
replacing seals, and testing the pumps. Additionally, Multi W performs as-needed repairs
and maintenance, including emergency repairs. When services are required for a
nonoperational pump, Staff notify Multi W to perform an on-site evaluation of the problem,
repair the pump and place it back in service, or replace it if needed.
For many years, Staff has worked with Multi W. Systems, which has the specialized skills
required to work on the Abalone Cove Sanitary Sewer System. Due to the specific type
of pumps used by the system, maintenance providers must be trained by the
manufacturer of the pumps. Multi W crews have been appropriately trained and have
demonstrated the ability to perform the requisite services since the Abalone Cove
Sanitary Sewer System first went online in 2002.
Staff recommends extending the term of the agreement with Multi W, as they have
performed satisfactorily during the initial term of the agreement and as they have agreed
to no changes in their rates. However, rather than exercising three one -year term
extensions, Staff recommends amending the agreement to exercise all three optional
years at this time. This will reduce overall Staff time spent preparing and administering
extensions to this agreement in the future. In the unlikely event that the City no longer
desires to continue with the agreement in the future, the agreement may be terminated
by the City without cause, provided that 30 days of prior notice is provided to the vendor.
CONCLUSION:
Staff recommends the City Council approve Amendment No. 1 to the professional
services agreement with Multi W for maintenance services related to the Abalone Cove
Sanitary Sewer System by extending the term of the current agreement through February
3, 2026, and increasing the contract sum from $180,000 to $360,000, with a contingency
of 15% or $27,000 and an annual not-to-exceed limit of $60,000 and contingency of 15%
or $9,000
2
ALTERNATIVES:
In addition to the Staff recommendations, the following alternative action s are available
for the City Council’s consideration:
1. Direct Staff to return with an amendment to extend the current agreement
by one year only;
2. Direct Staff to solicit new quotes for the services; and
3. Take other action, as deemed appropriate.
