Frontier already has a fiber link to Ladera Linda. How do I know that? Remember when the contractor
cut the cable in the park. That was a fiber cable.
Staff needs to be directed to contact Frontier. Their fiber 2 gig service is $150 per month.
As for future fiber service to the residents, the fiber connection to the residential area was never made
and according to Frontier is not planned. Or is the city planning to connect the residential area with the
proposed system? At what cost????
Staff's statement" An additional SBFN node to Ladera Linda Community Park could also potentially
provide network expansion for residential and/or business service to adjacent communities.
Importantly, broadband connectivity to the park may be used to facilitate important applications,
including tele-education, community Wi-Fi, and support for essential services." is all snow to
convenience the council to spend $2,000 instead of $150 per month of taxpayer's money.
Also what is all this plethora of activities anticipated. As part of the agreement with the residents there
were major restrictions on park hours and number of events. Or is that out the window now that
Recreation and Parks has a new facility? Is the city council going back on their word???????

I'll also echo Les comments. I'm also on the board and more importantly have three young daughters ages 2, 6, and 8
that reside right at the bottom of locklenna lane around the curve after a steep downhill. This is super dangerous and
I'm constantly worried about Speeding vehicles. While our kids don't play in the street, we do walk our dog and cross
the street to go over the the park. I've trained my kids to listen for traffic in addition to looking for it as you can't always
see speeders coming around the bend. This is a risk.
My wife and daughters and I appreciate the councils attention to this matter. We love living here.

We are the Pacific View Homeowners Association (PVHA) which includes the 345 homes that surround Hesse Park. We
have had and continue to have speeding traffic issues on two of our fourteen city streets, Verde Ridge Road and
Locklenna Lane. Continued requests to the city to slow down traffic speeds on our two streets have yet to be
accomplished. The city has provided digital speed recording devices on our two streets, which are certainly
appreciated, but have essentially been non effective. Both of these streets have appreciable elevation changes and the
speeds both up and down are atrocious. Historically the city has used one full time deputy responsible for city wide
traffic control. That deputy would sit statically on our two culprit streets with his radar device and issue citations to
violators. That is enforcement! It did not take long for the word to get out within the city that this deputy would
enforce the vehicle codes. The current apparent speed control enforcement scheme of deputies making sporadic
driving appearances on our two very dangerous streets is certainly non effective. There is essentially no
enforcement. It seems inappropriate to add additional traffic control enforcement duties to the Los Angeles County
Sheriff's department within the responsibilities and structure of the city's current contract.

Thank you for your additional comments -they will be provided to the City Council as late correspondence.
To address some of your recommendations: the maintenance and signing of the roads within the PBCA is the PBCA's
responsibility. Regardless of the action taken by the City Council, the PBCA Board would be responsible for putting up
any traffic signage or implementing traffic mitigation efforts.
In regard to Sheriff's patrols, if the City Council authorizes the enforcement of the California Vehicle Code (CVC), the
Sheriff's Department will be authorized to cite vehicles in violation of the eve on PBCA's private roads. It is anticipated
that the primary application of this will be in reported vehicles parked illegally-the City's traffic deputies tend to focus
on major roadways and it is not anticipated that a deputy would be stationed behind the gates.

I spoke to the Deputy Sheriff in the traffic department during my Presidency 2020. We discussed varies different options
that could help slow down the dangerous speeding traffic within the Portuguese Bend Community.
1. A traffic Board. Recommended by the deputy as he said they have three traffic boards & could be lent to PBCA
2. An attended parked sheriffs car at different times( this is what PBCA in the past had and was successful)
3. An unattended sheriff's car

Thank you for your comments related to the enforcement of the CA Vehicle Code in the Portuguese Bend Community
Association, they have been received by the City Council and will be included as late correspondence.
Your comments related to ongoing traffic concerns on Verde Ridge Road and Locklenna Lane are also received and have
been forwarded to the Director of Public Works, Ramzi Awwad and Deputy Director Lincoln Lo. In terms of existing
enforcement, in addition to the City's contracted traffic deputies, the City provides supplemental funding and directs
overtime traffic enforcement patrols provided by the Lomita Sheriff's Station. Patrol deputies (those you likely see
periodically driving through your neighborhood) tend to focus on non-vehicle-related
enforcement. Your concerns about traffic enforcement will also be shared with Lomita Station
personnel.

The language within the draft resolution, if adopted, grants the Sheriff's Department the authority to enforce the
California Vehicle Code (CVC). In terms of stop sign and speed compliance, a deputy must observe the infraction in

I have the following observations on draft resolution 1022.

I believe that the PBCA intended that the Sheriff should have access into the community to assist the Board in
enforcing the citation of and the removal of vehicles specifically parked on the two principal fire truck access roads
to our Community, namely Peppertree Drive and Narcissa Drive. In addition, I believe that the objective was to also
support the Board in enforcing vehicles to stop at Stop signs and to not exceed the posted speed limits by the PBCA.
May I suggest that the final wording be modified to better circumscribe the Board's intent. I am suggesting that the
Board establishes a process for involving the Sheriff particularly with the demands on Sheriff resources that does not
result in frivolous calls to the Sheriff department.

To your questions: This item is coming before the City Council as the result of a petition submitted by the PBCA Board of
Directors. In their petition, the Directors requested that the City Council consider authorizing the Sheriff's Department
to enforce the California Vehicle Code (CVC), citing general traffic safety concerns, as well as particular concern over
illegal parking blocking egress paths.
While I cannot speak to the intentions of the PBCA Board -I would encourage you to reach out directly with your

•··· Regardless of the action taken by the City Council, the maintenance of the roads remains the
responsibility of the PBCA.
In terms of speeding and stop sign compliance: deputies must observe the violation and it is not anticipated that there
will be significant opportunity for such citations if/when deputies patrol behind the gates. Where there stands to be a
larger difference from current practices is in illegally parked vehicles, where residents could report such vehicles and
deputies could respond to cite them. Furthermore, in more general terms, the eve does not apply to private roads -if
the City Council were to adopt a resolution pursuant to Section 21107. 7 of the CVC, the Sheriff's Department would be
authorized to enforce the eve on PBCA roads.

As a resident of PBCA, I would like to submit a query Why after decades and generations of self governance of our roads
we need this now? Do we have a problem with accidents, or auto vs. man, dog, horse, chicken, peacock?
Understanding how valuable Sheriff time and talent is, adding our tight neighborhood to road monitoring rounds is
questionable in its necessity.
Our community has not done all it can do to slow & control traffic and the past community boards had not found it
difficult to notice illegally parked cars (fire roads). Is this an issue with the current Board not wanting the bother nor the
trouble?
The options that are still at our community disposal are: (1) Having a sub-committee of non-Board residents to handle
street parking issues, including the power to tow. (2) Adding a couple/few more speed bumps in problem areas. (3)
Handling "5 Corners" with European-style round-a-bout with crosswalks that work properly with them (which slow &
calm traffic). And (4) Actively telling, notifying or motioning our neighbors to 'slow down'.
Additionally, enforcing our current easement CC&R's would get much pedestrian, horse & dog walker traffic off the
street and onto proper walkways.
Also, I ask: What actually difference would this make, would the Sheriff presence prohibit speeding more than what we
ourselves can do? Would the Sheriff presence stop anyone or their animals from being hit more than what we
ourselves can do?
Honestly, I could see reasons for both decisions here: Yes, or no for Sheriffs regularly on our streets and they are always
welcome. However, let's be wise about our valuable law enforcement resources. And let's be wise not to lose our
homeowner responsibility for our own private community.

Message from Cal Cities Executive Director and CEO Carolyn Coleman
It was wonderful to see so many of you at last month's League of California Cities Annual Conference and Expo. With more than 2,000
attendees, 100 speakers, 50 educational sessions, and 222 exhibitors, the conference was our largest gathering since 2014!
This conference was a great opportunity to be reminded of the power of collective action. Cities are the lifeblood of California and this
statewide organization. Together, we move California forward and improve the quality of life for all residents. Our 124-year history of
securing funding for our communities and upholding local authority demonstrates that power.
Now that the conference is over, I wanted to take this time to share some updates and next steps.
During the annual conference General Assembly, voting delegates approved changes to our bylaws that advance our commitment to
being a more inclusive and member-engaged organization.
The General Assembly also considered a petitioned resolution involving local land use control, the Our Neighborhood Voices Initiative
(ONV Initiative).
Before heading to the General Assembly for consideration, the General Resolution Committee (GRC) voted by a large majority to refer
the petitioned resolution to Cal Cities policy committees for review. The next day, the General Assembly voted to support the GRC's
decision.
The policy committees will begin their review in January and report their findings and recommendations to the Cal Cities Board for
consideration.
The annual conference was not the first time a Cal Cities body had considered an ONV initiative involving local control. Earlier this year,
the Housing, Community, and Economic Development Policy Committee and the Environmental Quality Policy Committee, as well as
the Board, considered a previous version of the initiative. After a careful and lengthy review, the Board voted unanimously with one
abstention to take no position on the initiative.
While reaffirming its strong commitment to protecting local decision-making authority over land use and zoning, the Board identified
several issues with that version of the ONV initiative. It would create a disjointed patchwork approach to land use, complicate the
management of potential disasters and emergencies, pit jurisdictions against one another, and undermine environmental justice, public
health, and fair housing goals.
As part of its deliberations, the Board directed Cal Cities to explore the feasibility of a ballot measure in 2024 to reform state land use
laws and bring recommendations to the Board for consideration.
As we know well from our track record of success at the ballot box, winning requires millions of dollars and a broad-based coalition of
allies. We cannot go it alone. Exploring the feasibility of a measure involves many activities, including polling voters, conducting focus
groups to understand voter sentiment, projecting the cost of a winning campaign, identifying coalition partners, and assessing the ability
to fundraise given what else may be on the ballot. It also involves identifying the opposition and assessing the resources they will try to
leverage against us to win.

These inquiries will be part of our review as we move forward and will inform the staff recommendation to the Board in the spring. Cal

local control our cities have ever faced. Since late last year, when we first learned of this measure, we began building a formidable
coalition to defeat this measure and are now working with very powerful groups in opposition. And our coalition continues to grow.
Following the annual conference's General Assembly, members have shared frustrations and concerns with me about the rules of
conduct for the meeting, as well as the timing of it as part of the conference footprint. I've also received suggestions on ways to improve
the overall member experience during the General Assembly.
I value the feedback we've received and look forward to working with Cal Cities leadership in the coming year to identify ways to
enhance the General Assembly experience for our members in time for next year's annual conference.
