February by late RPV resident SUNSHINE regarding the Hatano Farm. I highlighted the references to the
farmland.
The letter she refers to regards eviction
You may recall that SUNSHINE offered the City .farming equipment which was used on the Peninsula. Has city
staff ever pursued that offer? SUNSHINE's father, who was known as Farmer Grimes, kept the old farm
equipment.

Subject: RPV CC 2/15/2022 Regular Business Item 2. The Hatano Farm
Dear Mr. Mayor and Council Members,
Please rescind the eviction letter and direct Staff to submit the 2005 Pt. Vicente Park Plan the the
National Park Service. Then, invite people to repopulate the City's Open Space Planning and Rec.&
Parks Task Force.
The most recent PV News article about the Hatano Farm introduced a term to describe why the
farm has been here, so long. Bureaucratic indifference. The 13 acre Hatano Farm has always
been on government owned land. The Ishibashi, Peukert and Mccarrel Farms were all on land
leased from developers.
The Bureaucrats are no longer "indifferent". RPV Staff works for State Agencies who have a new
vision for land use in the State of California. They ~ave learned how to manipulate the Feds. 3 .
The RPV City Council in 2004 was "planted" by the PVP Land Conservancy. The Work Product of
the City's original OSP and R&P Task Force died due to the lack of a motion. Barbara, you were on
the Council when the Task Force was given its "task". With 20/20 hindsight, can you see that you
were not given your expected turn as Mayor because you were not a party to the coup?
Once again, Staff has presented the Hatano Farm conundrum as a "We have to comply
with ... " Who brought it up? David Siegenthaler, with the National Park Service, is still waiting
for RPV to submit a Plan for Pt Vicente Park (Upper and Lower) so that he can make specific
comments about compliance based upon a specific land use change proposal.
Even now, if the OSP and R&P Task Force's 2005 design for Pt. Vicente Park were submitted
to David Siegenthaler, we would get a lot of specific answers which at this point he cannot
give us. Oh! A future for the Hatano farm is addressed in that Plan.
What is the Brown Act interpretation on this one? May the Mayor call for volunteers to be on a
Council Subcommittee to proceed with a Task Force before the Feds are pushed into taking an action
which they do not want to do? A lot of old Farmers are rolling over in their graves. Please give those
of us who are still alive a chance to propose more "holistic" solutions than what Staff has come up
with.

FY 2022-23 City Council Goals Gantt
First Quarter Update
City has contracted with a vendor (Zonehaven) to develop citywide evacuation zones that will roll out in October.
This task is contingent upon the implementation of Zonehaven. The Emergency Survival Guide will assist residents with knowing their
exit routes.
Staff and the EPC will develop outreach strategies when Zonehaven is implemented. This will include weekly admin report, EPC
listservs, Public Safety pop tent at events.
To date, there are 4,960 Alert Southbay subscribers and 1,328 MyRPV downloads. Public outreach efforts to increase participation
include weekly admin report notices, EPC listservs, and Public Safety tent at events. EPC has a subcommittee focused on this effort.

Overtime hours are additional hours outside a normal work schedule to focus on these two key areas. This quarter (Jul-Sept) staff
requested 180 hours of traffic enforcement and 90 hours of crime suppression. To date, LASD has not provided requested overtime.
LASD Captain is addressing overtime coverage internally. Staff will report updates in Q2.
Began December 2021. Two individuals were awarded a reimbursement through the program in this quarter.
This program will begin after the conclusion of the first cycle. Anticipated to begin in January 2023.

Currently in the process of finalizing the HMGP sub-application for this project, which is anticipated to be
submitted to FEMA for review and funding consideration in the near future.
Staff submitted application and now responding to Cal OES's numerous Requests for Information as part of the
sub application development process.

Adopt the Updated Trails Network Plan (TNP) project and assigned tasks have been delayed by approximately two
months because staff efforts were reprioritized to focus on the Lower Filiorum/Plumtree Property acquisition during this
reporting period. This project incorporates three weeks of public review prior to each of the four public meetings so that
the public has ample time to review the large document. This requires substantial lead time to complete this project.
City staff continues to consolidate a list of recommended PUMP revisions and updates for CC consideration
Property descriptions for the Preserve properties have been created. Staff will record one uniform conservation easement in favor
of the PVPLC over all 13 Preserve properties (with the exception of the portion of Agua Amarga owned by PVPLC).
Preserve Access Protocol initial steps have been established, installed associated signage and staff has also begun conversations
with authorized vehicle operators, including LA County Fire and utilities to understand access needs.
Staff has begun initial review of the Management Agreement, and will work with the City Attorney, PVPLC, and Wildlife Agencies
to finalize this update by June 2023.

Dear State Historic Preservation Officer Polanco:
The City Council of the City of Rancho Palos Verdes writes to express its strong support, and as
the property owner, provides written consent for the nomination of Hatano Farm in Rancho
Palos Verdes, California, as a California Point of Historical Interest and for listing in the
California Register of Historical Resources. The City also requests a plaque for the Hatano
Farm, pending approval, and provides permission for the plaque/monument to be placed on City
property .
The historic Hatano Farm exhibits exceptional importance as a rare active cultural monument
that highlights and showcases the Japanese American farming tradition and experience on the
Palos Verdes Peninsula. Hatano Farm is an important example of a long-running Japanese
American vegetable / flower farm and is the last regional operating Japanese American farm -
related property still in active cultivation. It is imperative that we recognize and protect this
property in order to honor its historic legacy to the Japanese American Farmer.
Over the years, and especially in the past 10 months , our constituents have repeatedly
expressed a strong desire to preserve the legacy of the Japanese American Farm and preserve
the legacy of the Hatano Farm, as it is the last tie to the history of Japanese American farming
on the Palos Verdes Peninsula . Obtaining designation will help ensure we can honor that
history, educate our students, and keep that tradition alive for future generations.

The Japanese families that lived on the Palos Verdes Peninsula and/or farmed the land
deserve the recognition by the state of CA as well as our Community.

Th e City of Rancho Palos Verdes HMGP Sub -application for the Undergrounding of Utility Lines to Prevent
Wildfires Proiect was successfullv submitted to Cal OES on Aoril 8. 2022
Staff submitted application and now respondin g to Cal OES's numerous Requests for Information as part of the
sub aoolication develooment orocess.
Currently in the process of finalizing the HMGP sub-application for this project, which is anticipated to be
submitted to FEMA for review and fundine consideration in the near fut u re.

City staff continues to consolidate a list of recommended PUMP revisions and updates for CC consideration in 9/23/23.
Property descriptions for the Preserve properties have been created. Staff will record one uniform conservation easement in favor
of the PVPLC over all 13 Preserve properties (with the exception of the portion of Agua Amarga owned by PVPLC)
Preserve Access Protocol initial steps have been established, installed associated signage and staff has also begun conversations
with authorized vehicle operators, including LA County Fire and utilities to understand access needs.

Adopt the Updated Trails Network Plan (TNP) project and assigned tasks have been delayed by approximately two
months because staff efforts were reprioritized to focus on the Lower Filiorum/Plumtree Property acquisition during this
reporting period. This project incorporates three weeks of public review prior to each of the four public meetings so that
the public has ample time to review the large document. This requires substantial lead time to complete this project.
