The Staff Report for Item L has an error that Councilman Dyda identified. It is on page 4:
“A PSA was awarded to KOA Corporation (KOA) by the City Council at its meeting on June 1, 2021, for traffic calming
plans for the Pacific View neighborhood, a portion of Hawthorne Boulevard south of Crest Road, Hawthorne Boulevard
at Ravenspur Drive, La Rotonda Drive, a portion of Avenida Classica, and Fon Du Lac Road. NTP was issued to KOA on
June 21, 2022.”
The date should be June 21, 2021 instead of June 21, 2022.
How can I make this correction?

This involves city employee running a red light and colliding with a person now making a claim against the
city (again, whose employee hit his car!). And you are being advised to decline his claim!
And, if any of your family members had, under these exact circumstances (running a red light), hit another
vehicle, you'd probably, in the end, pay the other party for their damages. (At least, having raised 4 boys, I
did a couple of times!)

Why is it that the Staff has decided to bypass the Planning Commission
for a review of the CalTrans Presentation and send it directly to the City
Council for approval? This is a 'land use' issue and all 'land use' cases
should be brought up to the Planning Commission for review.
It seems as though the Staff has bypassed the Planning Commission on
a number of occasions lately. In the past this rarely happened. We have
an experienced Planning Commission and they should be involved to
review all items under their purview. Why does the City Council allow this
to happen?

MY REASONING IS THE ONLY PROJECT OUTPUT FOR RPV ARE 9 CURB CUTS! All the other outputs re outside
RPV! (Page A-2 of Presentation)
And our proposed bike lane configuration, on pg. A4 , CalTrans is 'Not able to implement this proposed
configuration under this project." And they will implement Class Ill bike lanes under their pavement project in
the future.

SUBJECT: Prioritization of The Implementation of Communication Resiliency Mandates
Dear Rachel Peterson:
The City of Rancho Palos Verdes writes to express our concern regarding wireless/wireline
providers' overall approach to implementing the required wildfire resiliency measures, as
mandated by the California Public Utilities Commission's (CPUC) adopted Decisions 21-02-029,
and Decision (D .) 20-07-011 Adopting Wireline and Wireless Provider Resiliency Strategies .
The Palos Verdes Peninsula is home to about 63,000 residents who will rely on a very limited
number of evacuation routes in the event of a major wildfire. A 2019 series of news stories by
the Associated Press, the USA Today Network, McClatchy, and Media News identified Rancho
Palos Verdes as the most populated California city with 90% or more of residents living in a
VHFHSZ, making it among communities that "could be the next Paradise.
lessons learned from recent wildfire seasons and PSPS events in California, identified that the
failure of California 's communications network endangered the lives of customers and first
responders. This is especially concerning for the public because a multi-mode and multi-
language emergency communication network is one of, if not the most important pillar of
preparedness, as it ensures that residents have access to current, accurate, and reliable disaster
information when commercial power is unavailable or interrupted.
While the City applauds the Commission for its efforts to ensure reliable communication
systems during an emergency event and reduce the risk of catastrophic network failures in
California by mandating facilities -based wireline and wireless service providers to install
equipment to provi de 72-hours of backup power for all of thei r facilities in Tier 2 and Tier 3 High
Fire -Threat Districts through Decisions 21-02-029 and (D.) 20-07-01, we are extremely
concerned that there has not been sufficient follow-up to ensure that this backup power has
been appropriately installed by the wireline and wireless providers.
The City has repeatedly reached out to the wireless and wireline providers in our city to request
a meeting and/or additional information on their implementation of the CPUC's mandate for
the critical infrastructure facilities serving the Palos Verdes Peninsula Community. Concurrently,
City Staff is evaluating the existing infrastructure of cell towers to determine if backup power
has been installed. To date, city staff inspections have revealed that, in general, communications
providers have not installed the backup power required by California law.
We have yet to receive a satisfactory response from wireless service providers regarding their
ability to provide 72 hours of backup power to ensure coverage during a power outage . In
general, these companies have cited their plans to use mobile generators (e.g ., COWS) without
acknowledging the time required to deploy the mobile generator or the number of residents it
would serve. Considering that the city's emergency communication network reliance relies on
the CPUC requirement that wireless companies adopt a 72 -hour backup power supply to ensure
a minimum level of service and coverage during a natural disaster or power outage in Tier 2 or 3
high Fire Threat Districts, this is especially concerning.
The rise in catastrophic wildfires fueled by climate change is a direct threat to Californians.
Strengthening our state's wildfire prevention, preparedness and mitigation efforts will continue
to be a top priority for the City of Rancho Palos Verdes and we are calling on the CPUC to
immediately ensure the following actions are taken:
1. A written confirmation from all telecommunications providers serving the Palos
Verdes Peninsula that the 72-hour backup requirement has been met at all applicable
provider facility locations; and if not implemented
2. A written schedule outlining when full Provider compliance will be met.
3 . If COWS are part of the implementation plan, then the Providers must provide
data that supports their contention that they can deploy sufficient COWS in a timely
manner to meet the 72 hour backup requirement for all residents of Rancho Palos
Verdes.
The City appreciates the CPUC and the Public Advocates Office's efforts to ensure that
Californians have access to safe and reliable utility infrastructure during an emergency, and
requests that these measures be taken to ensure that communication providers comply with
the resiliency mandate, as required by California law, and urges the CPUC to prioritize and
significantly accelerate implementation of these measures to assure that communication
systems are ready when they are needed .
We appreciate your efforts to ensure that your constituents have access to secure, dependable,
and resil i ent communication resources .
