CC MINS 20230412 ADJ (CIP Workshop)r MINUTES RANCHO PALOS VERDES CITY COUNCIL ADJOURNED REGULAR MEETING/CIP WORKSHOP APRIL 12, 2023 CALL TO ORDER: An Adjourned Regular meeting of the Rancho Palos Verdes City Council was called to order by Mayor Ferraro at 6:04 P.M. at McTaggart Hall in Fred Hesse Community Park, 29301 Hawthorne Boulevard. This meeting took place remotely in accordance with the requirements of the Ralph M. Brown Act, Section 54950 et seq. of the Government Code. Remote participation by any Councilmember shall be in accordance with Subdivisions (b)(3) or (f) of Government Code Section 54953. Members of the public could observe and participate using the Zoom participation feature, and with options called out in the public participation form provided under a separate cover with the agenda. Notice having been given with affidavit thereto on file. ROLL CALL: City Council roll call was answered as follows: PRESENT: Alegria, Cruikshank, Seo, and Mayor Ferraro ABSENT: Bradley* (excused) Also present were Ara Mihranian, City Manager; Karina Banales, Deputy City Manager; Trang Nguyen, Director of Finance; Octavio Silva, Interim Director of Community Development; Ramzi Awwad, Director of Public Works; Lincoln Lo,, Deputy of Director of Public Works; Ron Dragoo, Principal Engineer; Cory Linder, Director of Recreation and Parks; and Teresa Takaoka, City Clerk. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Mayor Ferraro. APPROVAL OF THE AGENDA: Mayor Pro Tem Cruikshank moved, seconded by Councilmember Seo, to approve the agenda as presented. The motion passed on the following roll call vote: AYES: Alegria, Cruikshank, Seo, and Mayor Ferraro NOES: None ABSENT: Bradley* (excused) PUBLIC COMMENTS FOR NON-AGENDA ITEMS: City Clerk Takaoka noted that there were no requests to speak. REGULAR BUSINESS: 1. Consideration and possible action to review the proposed Capital Improvement Program for Fiscal Years 2023-24 through 2027-28. City Clerk Takaoka noted that there was one request to speak. The following member of the public addressed the City Council: Brian Kemp. City Manager Mihranian provided a brief introduction to the Capital Improvement Program for Fiscal Years 2023-24 through 2027-28. Director of Public Works Ramzi Awwad presented a staff report and PowerPoint presentation. Councilman Alegria left the dais at 6:30 P.M. and returned at 6:43 P.M. Discussion ensued among Council Members, and questions were asked of Staff. Director of Public Works Awwad introduced Director of Finance Trang Nguyen to discuss the financial components. Director of Finance Nguyen presented a PowerPoint presentation. Discussion ensued among Council Members, and questions were asked of Staff. Councilmember Alegria moved, seconded by Mayor Pro Tem Cruikshank, to approve Staff recommendations as follows: 1) Received and filed a report on the status of the current FY 2022-23 Capital Improvement Program; 2) Received and filed a report on the proposed Capital Improvement Program for FY 2023-24 through 2027-28; 3) Provided direction on the proposed Capital Improvement Program for FY 2023-24 through 2027-28 including setting some CIP funding aside and to ask Staff to provide a recommendation as to how to earmark funding for the Civic Center project going forward once the CIP is finalized (City Manager Mihranian explained the Federal Agencies are reviewing the preliminary site plan which no longer includes a sheriff and fire station within the public safety zone, if/or once the Federal Agencies opine on the changes, Staff can move forward with Phase 3 consisting of a design competition for the new civic center); and 4) Provided direction on proposed revisions to the American Rescue Plan Act (ARPA) spending plan as it relates to the Capital Improvement Program. The motion was approved by acclamation and so ordered by Mayor Ferraro. ADJOURNMENT: At 8:08 P.M., Mayor Ferraro adjourned the meeting to 6:00 P.M. on April 18, 2023, for a Closed Session Meeting, and 7:00 P.M. for a Regular meeting.
