AGENDA TITLE:
Consideration and possible action to review the proposed draft City Council Goals for
FY2023-24.
RECOMMENDED COUNCIL ACTION:
(1) Review the proposed draft City Council Goals for FY 2023-24, formatted in a Gantt
chart with milestones and tasks supporting each project, based on feedback
provided at the March 15 City Council Goals workshop;
(2) Prioritize the top 12 to 14 projects for FY 2023 -24; and,
(3) If deemed acceptable, direct Staff to return with the final draft of the FY 2023-24 City
Council Goals for approval at the June 20, 2023 meeting.
FISCAL IMPACT: The final City Council-approved Goals for FY 2023-24 may require
funding to support implementing certain goals. Such funding would
have a fiscal impact that would be proposed for consideration as part
of the final budget for FY 2023-24.

BACKGROUND:
On March 15, 2023, the City Council held its first in a series of budget workshops for FY
2023-24. At the workshop, the City Council received a quarterly status report on FY 2022-
23 City Council Goals and a presentation on the proposed FY 2023-24 City Council Goals
inclusive of Staff, Planning Commission, and advisory board recommendations
(Attachment B). A discussion ensued regarding the proposed FY 2023 -24 City Council
Goals, including considering a concise and reduced number of goals, removing those
considered day-to-day tasks, and focusing on realistic and attainable goals.

This evening, the City Council is being asked to review and provide direction on the
proposed draft City Council Goals for FY 2023-24, updated to incorporate the Gantt chart
with concise milestones and tasks supporting each project (Attachment A). As discussed
at the workshop, the proposed goals derive from FY 2022-23 City Council Goals and have
been modified based on the March 15 workshop discussion (Attachment B). The goals
utilize the "SMART" rubric: Specific, Measurable, Achievable, Realistic, and Timely.
DISCUSSION:
Proposed Updated FY 2023-24 City Council Goals
Based on the feedback provided at the workshop, Staff has prepared an updated Gantt
chart for the City Council’s review (Attachment A). The Gantt Chart has been simplified
by removing excessive and superfluous tasks and subtasks to maintain a high -level
working document. It should be noted that projects not described in the Gantt chart do
not necessarily mean that they are not being completed but may be considered routine
business.
Below are FY 2023-24 City Council Goals listed by category followed by assigned projects
as discussed at the March 15 workshop. There are a total of 19 projects presented below.
Public Safety: Maintain a high level of public safety with public engagement.
• Enhance public safety through crime reduction and traffic safety engagement
strategies.
• Allocate resources to establish certain public safety services in-house.
• Implement strategies enhancing resident readiness and response during an
emergency.
Infrastructure: Maintain and improve all public infrastructure (including transportation
systems, parking, utilities, storm drains, and sewers).
• Complete the Portuguese Bend Landslide Remediation Project plans for Council
review.
• Create a detailed inventory and maintenance schedule of the City’s public
infrastructure and assets.
• Complete project plans to improve traffic flow on Western Avenue.
• Prepare a financial plan for Abalone Cove’s annual sewer rates.
• Secure grant funding to underground one mile of utility lines within the City’s open
space areas.
• Develop a Citywide Small Wireless Facilities Master Plan.
City Land and Facilities: Maintain and improve all City-owned properties.
• Implement the remaining components of the Natural Communities Conservation
Plan/Habitat Conservation Plan (NCCP/HCP)
• Adopt the updated Trails Network Plan (TNP).

• Complete Civic Center Project Feasibility and Site Planning and Financing (Phase
I), Design Solicitation (Phase II) & Schematic Design (Phase III)Pursue acquisition
of Coast Guard properties of Battery Barnes and the Point Vicente Lighthouse.
Citizen Involvement and Public Outreach - Engage residents and community partners
in assisting the City Council, City Committees/Commissions, and City Staff facilitate the
decision-making process.
• Implement a Students in Local Government Program.
Quality of Life – Maintain and improve the quality of life for RPV residents.
• Complete the Arterial Fences and Walls Master Plan and identify implementation
strategies.
• Complete Streetscape Beautification Master Plan.
• Support local businesses and grow businesses with high-quality jobs in RPV.
• Continue Uniform Street Signs Project as signs deteriorate and need replacing.
Government Efficiency, Transparency, and Accountability - Maximize the use of
each tax dollar and optimize services delivered to RPV residents.
• Reimagine the City’s website utilizing intuitive tools and links to allow for a more
user-friendly experience.
Many of the FY 2022-23 City Council Goals' projects are carried over from previous fiscal
years for various reasons, including delays in beginning or implementing a task,
reprioritizing staff assignments, staff turnover, and/or because it is a significant capital
project that extends beyond one fiscal year. The FY 2022-23 City Council Goals are being
utilized as the framework for setting the goals for FY 2023-24, including feedback from
the City Council, Planning Commission, and Advisory Boards. Staff also retained the
status for most tasks and subtasks to reflect where they are today.
FY 2022-23 City Council Goals projects, tasks, and subtasks that were not carried over
or completed are hidden in the Gantt chart and will be retained for historical and
institutional knowledge purposes. New projects, tasks, and subtasks will be added and
renumbered under each category.
As discussed at the workshop, it has become increasingly evident over the past few years,
despite efforts to reduce the number of projects and tasks, that the list is too ambitious
for the degree of resources available, particularly staff levels and the amount of time
committed to completing everyday responsibilities. Although the compiled draft goals list
consists of 19 projects, Staff remains concerned that the list may still be too ambitious to
make tangible results in FY 2023-24. Thus, Staff respectfully requests that the City
Council consider reducing the list by prioritizing the top 12-14 projects. By prioritizing what
is desired to be completed within the coming year, the remaining projects and tasks may
be deferred to subsequent years after staffing conditions improve.

CONCLUSION:
Staff Review and approve the proposed draft City Council Goals for FY 2023-24 City
Council Goals and return with a final draft for approval on June 20, 2022.
ALTERNATIVES:
In addition to the Staff recommendations, the following alternatives are available for the
City Council's consideration:
1. Do not approve FY 2023-24 City Council Goals.
2. Direct Staff to return to the City Council with alternative City Council Goals.
3. Take other action as deemed appropriate.
