CC DM 20230404 A - 20230315 CC MINS (Goal-Setting Workshop) DRAFTDRAFT MINUTES RANCHO PALOS VERDES CITY COUNCIL ADJOURNED REGULAR MEETING/GOAL-SETTING WORKSHOP MARCH 15, 2023 CALL TO ORDER: The Adjourned Regular meeting of the Rancho Palos Verdes City Council was called to order by Mayor Ferraro at 6:04 P.M. at McTaggart Hall in Fred Hesse Community Park, 29301 Hawthorne Boulevard. This meeting took place remotely in accordance with the requirements of the Ralph M. Brown Act, Section 54950 et seq. of the Government Code. Remote participation by any Councilmember shall be in accordance with Subdivisions (b)(3) or (f) of Government Code Section 54953. Members of the public could observe and participate using the Zoom participation feature, and with options called out in the public participation form provided under a separate cover with the agenda. Notice having been given with affidavit thereto on file. ROLL CALL: City Council roll call was answered as follows: PRESENT: Alegria, Bradley, Cruikshank, Seo, and Mayor Ferraro ABSENT: None Also present were Ara Mihranian, City Manager; Karina Bañales, Deputy City Manager; Trang Nguyen, Director of Finance; Octavio Silva, Interim Director of Community Development; Ramzi Awwad, Director Public Works; Cory Linder, Director of Recreation and Parks; Katie Lozano, Senior Administrative Analyst; and Teresa Takaoka, City Clerk. Also present was Deputy Darlene Lopez from the Lomita Sheriff’s Station. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by City Manager Mihranian. APPROVAL OF THE AGENDA: Mayor Pro Tem Cruikshank moved, seconded by Councilmember Alegria, to approve the agenda as presented. REGULAR BUSINESS: 1. Consideration and possible action to receive a quarterly status report on Fiscal Year 2022-23 City Council Goals and to set goals for Fiscal Year 2023 -24. (Bañales) Third Quarter Review of FY2022-23 City Council Goals City Manager Mihranian provided a brief introduction of the City Council Goals. Discussion ensued among Council Members and questions were asked of Staff. Deputy City Manager Bañales presented a staff report and PowerPoint presentation on the third quarter review of the FY 2022-23 City Council Goals. Discussion ensued among Council Members and Staff. Developing the FY2023-24 City Council Goals Discussion Deputy City Manager Bañales presented a staff report and PowerPoint presentation on the FY 2023-24 City Council Goals. Deputy City Manager Bañales noted that many of the FY 2023-24 City Council Goals have been carried over from FY 2022- 23. Discussion ensued among Council Members and Staff on the formatting and the continued use of the Gantt chart. Discussion resumed with each Council Member stating a few of their main goals, notwithstanding an opportunity to modify/augment in the future , to be captured on a draft worksheet that Staff could present at a future meeting. The Council requested the following additional goals to be added to the worksheet: 1. Develop Citywide Small Wireless Facilities Master Plan (Seo) 2. Pursue acquisition of Coast Guard properties of Battery Barnes and Point Vicente Lighthouse (Bradley) 3. Advance Phase II of Civic Center Project to Phase III financing (Alegria) 4. Continue Uniform Street Signs Project as signs deteriorate and need replacing (Cruikshank) Due to technical difficulties, there was a brief recess at 7:08 P.M. The meeting reconvened at 7:19 P.M. DRAFT City Council Minutes Adjourned Regular Meeting/Goal-Setting Workshop March 15, 2023 Page 3 of 3 Councilmember Bradley moved, seconded by Councilmember Alegria, to approve Staff recommendation as follows: 1) Received and filed a third quarter status report on the FY 2022-23 City Council Goals; 2) Reviewed and provided feedback on the proposed list of City Council Goals for FY 2023-24, inclusive of Staff, Planning Commission, and Advisory Board recommendations; and, 3) Directed Staff to return on April 4, 2023 with a draft FY 2023-24 City Council Goals Gantt chart.
