CC SR 20230307 01 - Advisory Board Appointments CITY COUNCIL MEETING DATE: 03/07/2023 AGENDA REPORT AGENDA HEADING: Regular Business AGENDA TITLE: Consideration and possible action to appoint members to fill vacancies on the City’s Advisory Committees and the Planning Commission. RECOMMENDED COUNCIL ACTION: (1) By majority vote of the entire City Council, appoint three members to the Emergency Preparedness Committee; three members to the Finance Advisory Committee; four members to the Infrastructure Management Advisory Committee; and two members to the Traffic Safety Committee, with terms of office ending in June 2026. (2) By majority vote of the entire City Council, appoint two members to fill special vacancies on the Civic Center Advisory Committee with terms of office ending in June 2024 and June 2026, respectively. (3) By majority vote of the entire City Council, appoint one member to fill a special vacancy on the Planning Commission with a term of office ending in June 2026. List of applicants (page A-1) BACKGROUND AND DISCUSSION: Recruitment began in January 2023 to fill several vacancies on the various City Committees (Emergency Preparedness, Finance Advisory, Infrastructure Management Advisory and Traffic Safety) due to expiring terms and special vacancies on the Civic Center Advisory Committee (CCAC) and Planning Commission (PC). The special vacancies on the CCAC were a result of Member Carolynn Petru resigning and Member Paul Seo being elected to the City Council. The special vacancy on the PC was a result 1 of Julie Hamill being elected to the Palos Verdes Peninsula Unified School District Board of Education. The recruitment for the vacancies was advertised and posted according to City Council Policy No. 6 between January 9 and 27, 2023. At the conclusion of the recruitment period on January 27, 2023, 22 applicants expressed interest. Due to the large number of applicants the City Council interviewed half of the applicants on February 21 during a special meeting and the remainder will be interviewed the evening of March 7, again during a special meeting. It should be noted that one applicant, Philip Kent, withdrew from the interviews due to a scheduling conflict with the requested Committee’s (TSC) regular meeting time. Ballots listing the applicants for the City Council members to cast their votes will be distributed prior to the commencement of the City Council meeting on March 7. Staff will tally the votes, and in compliance with the Brown Act, the City Clerk will read each Councilmember’s ballot into the record at the meeting and declare the member appointed, by majority vote of the City Council, to the respective commission and committees. Chapter 10, Section 10.2, of the City Council Procedures Manual provides as follows: “The Council must and will make appointments to citizen City boards, commissions, and committees pursuant to City Council Policy No. 6. Applicants may be interviewed by th e Council at a public meeting and shall be appointed by a majority vote of the Council. All appointees serve at the pleasure of the Council.” ALTERNATIVES: In addition to the Staff recommendation, the following alternative action s are available for the City Council’s consideration: 1. Direct Staff to readvertise the recruitment to conduct further interviews at a future meeting. 2.
