CC MINS 20230406 ADJ (Budget Workshop) MINUTES RANCHO PALOS VERDES CITY COUNCIL ADJOURNED REGULAR MEETING/BUDGET WORKSHOP APRIL 6, 2023 CALL TO ORDER: An Adjourned Regular meeting of the Rancho Palos Verdes City Council was called to order by Mayor Ferraro at 6:07 P.M. at McTaggart Hall in Fred Hesse Community Park, 29301 Hawthorne Boulevard. This meeting took place remotely in accordance with the requirements of the Ralph M. Brown Act, Section 54950 et seq. of the Government Code. Remote participation by any Councilmember shall be in accordance with Subdivisions (b)(3) or (f) of Government Code Section 54953. Members of the public could observe and participate using the Zoom participation feature, and with options called out in the public participation form provided under a separate cover with the agenda. Notice having been given with affidavit thereto on file. ROLL CALL: City Council roll call was answered as follows: PRESENT: Alegria, Bradley, Cruikshank, Seo, and Mayor Ferraro ABSENT: None Also present were Ara Mihranian, City Manager; Karina Banales, Deputy City Manager; Trang Nguyen, Director of Finance; Octavio Silva, Interim Director of Community Development; Ramzi Awwad, Director of Public Works; Cory Linder, Director of Recreation and Parks; Jesse Villalpando, Senior Administrative Analyst; and Teresa Takaoka, City Clerk. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by City Clerk Takaoka. APPROVAL OF THE AGENDA: Mayor Pro Tem Cruikshank moved, seconded by Councilmember Alegria, to approve the agenda as presented. The motion passed on the following roll call vote: AYES: Alegria, Bradley, Cruikshank, Seo, and Mayor Ferraro NOES: None PUBLIC COMMENTS FOR NON-AGENDA ITEMS: City Clerk Takaoka noted that there were no requests to speak. REGULAR BUSINESS: 1. Consideration ,and possible action to receive and file the Fiscal Year 2022-23 Mid-Year Financial Report and year-end estimates. (Loya/Ramos) City Manager Mihranian provided a brief introduction of the Fiscal Year 2022-23 Mid- Year Financial Report. Director of Finance Trang Nguyen presented a staff report and PowerPoint presentation. Discussion ensued among Council Members, and questions were asked of Staff. A brief recess for technical difficulties occurred from 6:28 P.M. to 6:36 P.M. Councilmember Alegria moved, seconded by Councilmember Seo, to approve Staff recommendation as follows: Received and filed the FY 2022-23 Mid-Year Financial Report and year-end estimates. The motion passed on the following roll call vote: AYES: Alegria, Bradley, Cruikshank, Seo, and Mayor Ferraro NOES: None 2. Consideration and possible action to begin developing the FY 2023-24 Preliminary General Fund Budget. (Loya/Ramos) Director of Finance Trang Nguyen presented a staff report and PowerPoint presentation. Discussion ensued among Council Members, and questions were asked of Staff. A brief recess for technical difficulties occurred from 7:07 P.M. to 7:11 P.M. Deputy City Manager Bahales presented a PowerPoint presentation on the proposed Public Safety Division program. Director of Finance Trang Nguyen continued her PowerPoint presentation. Discussion ensued among Council Members, and questions were asked of Staff. Councilmember Alegria moved, seconded by Councilmember Seo, to approve Staff recommendation as follows: Affirmed the FY 2023-24 budget assumptions which include: i. Revenue projections and continuing the 3% Utility User Tax and 10% Golf Tax; City Council Minutes April 6, 2023 Page 2 of 3 ii. Personnel costs comprising of: 1. Affirming annual cost-of-living adjustment (COLA), performance merits, and benefits; 2. Funding recruitment incentives; 3. Continuing to fund the temporary part-time Staff Assistant I (Human Resources); 4. Adding one part-time Staff Assistant II (Recreation and Parks); 5. Adding one full-time Administrative Analyst I (Recreation and Parks); and, 6. Adding one full-time Account Clerk (Finance). 7. Funding partially for positions that are aligned with the Department's recruitment schedule. 8. Continuing to underfill Accounting Supervisor (Finance). 9. Continuing to freeze Executive Assistant (City Manager's Office). 10.Continuing to freeze GIS Coordinator in the Community Development Department. iii. Non-Personnel costs, including one-time expenditures and contingency budget for emergency repairs; and, iv. Transfers-Out that includes additional transfers to the Capital Infrastructure Program (CIP) Fund in accordance with the City Council Reserve Policy No. 41 and Employee Pension Service Fund in accordance with the Pension Guidelines. Funding priorities for the projected unallocated funds (projected revenues less projected expenditures) will be transferred to the CIP fund.
