REGULAR MEETING
MARCH 28, 2023
CALL TO ORDER
A Regular meeting of the Rancho Palos Verdes Planning Commission was called to order by
Commissioner Perestam 7.08 P.M. in accordance with the requirements of the Ralph M. Brown
Act, Section 54950 et seq. of the Government Code. Remote participation by any
Committee/Commission member shall be in accordance with Subdivisions (b)(3) or (f) of
Government Code Section 54953. The meetings are held at Hesse Park, McTaggart Hall, 29301
Hawthorne Boulevard and/or via teleconference for staff/consultants/participants using the Zoom
platform and broadcast live on the City's website at rpvca.gov/agendas and on PVPtv channels Cox
35 and Frontier FiberOptic 39. Members of the public could observe and participate using the
zoom participation feature and in person.
Note Vice-Chair Chura's remote participation pursuant to government code 54959(b). Location.
The Whaler on Kaanapali Beach, 2481 Kaanapali Parkway Lahaina, HI 96761.

Present: Brach, Nelson, Nulman, Saadatnejadi, Santarosa, Perestam, and Vice Chair Chura
participating remote.

Also, present were Interim Director Silva, Senior Planner Seeraty, Associate Planner Giang, City
Attorney Gerli, and City Principal Engineer Dragoo.

COMMUNICATION:
City Council Items: Interim Director Silva provided an update on City Council actions at the March
21ST City Council meeting..
Staff: Interim Director Silva welcomed the new Planning Commissioner, Matthew Brach. City
Attorney Gerli provided an update on new Brown Act teleconferencing rules.
Commission: Commissioner Nelson gave an update on attending the Traffic Safety committee
meeting.

2. HEIGHT VARIATION, MAJOR GRADING, and SITE PLAN REVIEW — (CASE NO. PLSR2022-

Request: Construct a 2,696 ft2 addition to an existing 3,106 ft2 single-story residence for a total of
5,802 ft2 and ancillary site improvements with 2,115 yd3 of associated grading.
Associate Planner Gang presented the staff report with an overview of the proposed project
Discussion ensued amongst the Planning Commission and Staff.
Commissioner Perestam opened the public hearing.
The following members of the public addressed the Planning Commission: Russ Barto, Chris
Farentinos, and Vanessa'Farentinos.

COMMISSIONER NELSON MOVED SECONDED BY COMMISSIONER SANTAROSA TO ADOPT P.C.
RESOLUTION NO. 2023-03: APPROVING, WITH CONDITIONS, A HEIGHT VARIATION PERMIT,
MAJOR GRADING PERMIT, AND SITE PLAN REVIEW FOR THE CONSTRUCTION OF A 2,696 FT2
ADDITION CONSISTING OF A 929 FT2 UPPER-LEVEL AND 1,767 FT2 LOWER-LEVEL ADDITION TO
AN EXISTING 3,106 FT2 SINGLE-STORY RESIDENCE FOR A NEW TOTAL STRUCTURE SIZE OF 5,802
FT2 (GARAGE INCLUDED) WITH RETAINING WALLS UP TO 7.5 FEET IN HEIGHT ALONG WITH
ANCILLARY SITE IMPROVEMENTS AND 2,115 YD3 OF ASSOCIATED GRADING AT 3330 VIA
CAMPESINA. THE MOTION PASSED ON A VOTE OF 7-0.

site improvements with 881 yd3 of associated grading on a vacant lot.
Commissioner Santarosa recused himself
Senior Planner Seeraty presented the staff report with an overview of the proposed project
Discussion ensued amongst the Planning Commission and Staff.
Commissioner Perestam opened the public hearing.
The following members of the public addressed the Planning Commission: Luis DeMoraes
(Applicant), Vanessa Munoz, Larry Lui, Richard Tippett,and Dave Delangis (Property Owner).
Commissioner Perestam closed the public hearing.
Discussion ensued amongst the Planning Commission, the Applicant and the Property Owner.
The Planning Commission asked clarifying questions of Staff regarding height, grading and traffic
safety

Commissioner Nelson moved seconded by Commissioner Saadatnejadi to approve the Staff
recommendation to approve a new 4,813 ft2 (garage included), 3-story, single-family residence,
and ancillary site improvements with 881 yd3 of associated grading on a vacant lot. THE MOTION
FAILED ON A VOTE OF 3-3, WITH COMMISSIONER SANTAROSA RECUSING.
Discussion ensued amongst the Planning Commission.
COMMISSIONER BRACH MOVED SECONDED BY COMMISSIONER NULMAN TO CONTINUE THE
PUBLIC HEARING, TO A DATE UNCERTAIN, IN ORDER TO PROVIDE THE APPLICANT AN
OPPORTUNITY TO CONSIDER PLANNING COMMISSION FEEDBACK ON THE PROPOSED PROJECT.
THE MOTION PASSED ON A VOTE OF 6-0, WITH COMMISSIONER SANTAROSA RECUSING.
ITEMS TO BE PLACED ON FUTURE AGENDAS.
