BACKGROUND:
On September 15, 2022, Staff presented the FY 2022-23 City Council Goals first quarter
update. That evening, Staff presented the goals utilizing a cloud-based platform called
Monday.com. As this was the first presentation using this platform, City Council and Staff
determined it did not align with the Gantt chart format envisioned. As a result, at the
conclusion of the presentation, Staff was directed to continue tracking the City Council
goals using the Gantt format; however, to consider using a different platform and return
with a more refined version.
Over the past several months, Staff has considered alternative programs and met with
former Councilmember Ken Dyda and Councilmember Dave Bradley for insight and
suggestions.
This evening, Staff is presenting the second quarter update of FY 2022-23 City Council
Goals using the Gantt chart format in Microsoft Excel. The new format takes the traditional

Excel program and uses conditional formatting to determine how the six overarching
goals are performing and apply them to a Gantt chart template (Attachment A). Most
important, Staff applied the visual and detailed feedback provided by City Council. The
new format assesses the length of each project, tasks, and sub-tasks associated with the
project, start and end dates for each project, the total of days it takes to complete the
project, and the completion percentage for the overall project and each of its tasks and
subtasks.
In the following section, Staff will describe the new Gantt chart, color description, and
counts and provide a second quarter City Council Goals status update. Staff seeks City
Council to receive and file a second quarter status report on the FY 2022-23 City Council
Goals.
DISCUSSION:
As previously reported, the following six general goal categories are being retained as the
overarching goals. Each goal category has a dedicated worksheet which when combined
is considered the City Council Goals Worksheet (Attachment A). At the top of each
worksheet is the overarching goal category as summarized below:
Category: Public Safety
Goal: Maintain a high level of public safety with public engagement.
Category: Infrastructure
Goal: Maintain and improve all public infrastructure (including transportation systems,
parking, utilities, storm drains, and sewers).
Category: City Land and Facilities
Goal: Maintain and improve all City-owned properties.
Category: Quality of Life
Goal: Maintain and improve the quality of life for RPV residents.
Category: Citizen Involvement and Public Outreach
Goal: Engage residents and community partners in assisting the City Council, City
Committees/Commissions, and City Staff facilitate the decision-making process.
Category: Government Efficiency, Transparency, and Accountability
Goal: Maximize the use of each tax dollar and optimize services delivered to RPV
residents.
Many of the FY 2022-23 City Council Goals' projects were carried over from previous
fiscal years for various reasons, including delays in a task, reprioritizing staff assignments,
staff turnover, and/or because it is a significant capital project that extends over more
than one fiscal year. As these projects are carried over, the original date remains because
it aligns with the initial approval of the goal. Therefore, the July 1 through June 30
timeframe may differ for most FY 2022-23 City Council goals. This is also helpful for
institutional knowledge and historical reference. Lastly, the City Council goals align with

the approval of the City budget. This means that goals requiring funding may continue
into future fiscal years requiring the end date to change for each associated task.
Presentation of Gantt Chart
Visually, the new format has changed slightly on each of the six overarching goals
presented and how each project and its associated tasks are labeled. Below is an
example:

Each project has "tasks" that generally describe the work needed to accomplish the
project. Sub-tasks are assigned when the project has two or more “tasks” assigned.

Each of the City Council goals provide a color spectrum and description that identifies
each projects status as well as their tasks and sub-tasks. The five colors identify if the
goal is at risk of falling behind the target date, in progress, not started or completed.

The timeline is based on two different sets of dates. The first is the start date on which
the project initially started represented by the “black circle” symbol. The second set of
dates are based on the end date of the associated tasks and sub-tasks represented by a
“blue diamond” symbol. When the project or task reaches the end date, the cell with the
“blue diamond” transitions to a green color status indicating it is complete. The solid black
line that runs down the timeline marks "today's" date. Every time Staff reviews projects,
the solid line moves based on the date the Gantt chart was opened. This allows Staff to
have a big-picture sense of where the project stands.
Below is an example of how each component appears on the attached FY 2022-23 City
Council Goals Worksheet (Attachment A).
The overarching goal is Citizen Involvement & Public Outreach - Engage residents
and community partners in assisting the City Council, City
Committees/Commissions, and City Staff facilitate the decision-making process
and one of the projects is to Implement Internship Program. This program is intended
to begin in spring 2023. Although it was a FY 2021-22 City Council Goal, the beginning
tasks of the project fall in the middle of the timeline. Overall, this project is in progress
and each of the following tasks are contingent upon the completion of the one above.

Second Quarter City Council Goals Status Update
Below is the second quarter status update on the six general overarching goal categories
and the 25 projects assigned and their associated tasks and sub-tasks. Each of the
assigned projects were modified utilizing the "SMART" rubric: Specific, Measurable,
Achievable, Realistic, Timely.
For tracking purposes, "in progress" indicates that the project and its associated tasks
and sub-tasks are moving along. Projects identified as "at risk" are falling behind due to,
among other things, staffing challenges or reprioritizing staff assignments. Lastly, those
that are labeled “completed” means they are done, and Staff can focus on other projects.

Staff intends to update the webpage after each City Council Goals quarterly presentation
with their status.
