AGENDA TITLE:
Consideration and possible action to select a wayfinding sign design for the South Bay
Cities Council of Governments (SBCCOG) Local Travel Network.
RECOMMENDED COUNCIL ACTION:
(1) Review and select one out of the three wayfinding sign design options provided by
SBCCOG for the Local Travel Network project as the City Council’s preferred
option:
a. Option 1: Multimodal
b. Option 2: Wordmark
c. Option 3: Rolling turtle
(2) Direct Staff to provide the City Council’s preferred wayfinding design option to the
SBCCOG for consideration by its Board of Directors at its upcoming November 17,
2022 meeting.

A. SBCCOG Local Travel Network Wayfinding Design Options
BACKGROUND:
The City of Rancho Palos Verdes has been a member of the South Bay Cities Council of
Governments (SBCCOG) since 1995. The City and the SBCCOG have collectively
addressed issues of common interest in the South Bay (e.g., transportation, technology,
and homelessness) resulting in participation of several projects, programs and initiatives
that have supported residents’ quality of life in the City and throughout the South Bay.

In December 2018, the SBCCOG received a sustainable transportation planning grant
from Caltrans to plan the Local Travel Network (LTN). This grant allowed the SBCCOG
to build on Metro’s conceptual master plan, the Slow Speed Network Strategic Plan for
the South Bay, with the specificity of qualifying for implementation funding in 2020.
The LTN is a 243-mile network of safe streets that will support the growing use of
personal, zero-emission micromobility vehicles in the South Bay. Neighborhood electric
vehicles, such as street-legal golf carts, e-scooters, e-bikes, and e-skate boards, as well
as traditional pedal bikes, are becoming increasingly popular alternative modes of
transportation throughout the South Bay including Rancho Palos Verdes.
A component of the LTN is developing recognizable and uniform wayfinding signs that
would be used throughout the South Bay. This evening, the City Council is being asked
to review three design options and identify its preferred wayfinding option for the LTN for
consideration by the SBCCOG Board of Directors.
DISCUSSION:
Wayfinding signs provide, among other things, direction and modal information to a
destination and can also be considered a form of branding. The following three wayfinding
sign design options prepared by the SBCCOG are being presented for the City Council
to identify its preferred design:

ADDITIONAL INFORMATION:
The LTN provides users with an alternative mode of transportation which is supported by
the City’s General Plan (Circulation Element) and the City’s Trails Network Plan. The City
is in the process of updating its Trails Network Plan which will include a discussion on the
LTN, as a mode of transportation that is becoming increasingly more popular in Rancho
Palos Verdes especially with the youth and their use of e-bikes to get to and from school.
CONCLUSION:
Staff recommends the City Council select one out of the three wayfinding signs as its
preferred design options for consideration by the SBCCOG Board of Directors.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative actions are available for
the City Council’s consideration:
1. Do not select from the provided options, which would allow the SBCCOG to
proceed without the City’s input.
2. Direct Staff to request alternative wayfinding sign options from SBCCOG.
3. Take other action, as deemed appropriate.
