CC DM 20220906 B - 20220811 CC MINS (Draft Housing Element) DRAFTDRAFT MINUTES RANCHO PALOS VERDES CITY COUNCIL ADJOURNED REGULAR MEETING/DRAFT HOUSING ELEMENT AUGUST 11, 2022 CALL TO ORDER: An Adjourned Regular Meeting of the Rancho Palos Verdes City Council was called to order by Mayor Pro Tem Ferraro at 6:10 P.M. at Fred Hesse Community Park, McTaggart Hall, 29301 Hawthorne Boulevard. This meeting took place remotely in accordance with Government Code section 54953(e) et seq. (AB 361) and Resolution 2021-59, adopted by the City Council on November 16, 2021. Members of the public could observe and participate using the zoom participation feature, and with options called out in the public participation form provided under separate cover with the agenda. Notice having been given with affidavit thereto on file. City Council roll call was answered as follows: PRESENT: Cruikshank, Dyda, Ferraro; and Mayor Bradley ABSENT: Alegria (excused) Also present were Ara Mihranian, City Manager; Elena Gerli, Assistant City Attorney; Karina Bañales, Deputy City Manager; Trang Nguyen, Director of Finance; Ken Rukavina, Director of Community Development; Ramzi Awwad, Director Public Works; Cory Linder, Director of Recreation and Parks; Octavio Silva, Deputy Director of Community Development; Jaehee Yoon, Senior Planner; and Teresa Takaoka, City Clerk. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Director of Public Works Awwad. APPROVAL OF THE AGENDA: Councilmember Cruikshank moved, seconded by Councilmember Dyda, to approve the agenda as presented. The motion passed on the following roll call vote: AYES: Cruikshank, Dyda, Ferraro, and Mayor Bradley NOES: None ABSENT: Alegria PUBLIC COMMENTS FOR NON-AGENDA ITEMS: City Clerk Takaoka noted that there were no requests to speak. PUBLIC HEARING: DRAFT City Council Minutes August 11, 2022 Page 2 of 3 1. Consideration and possible action to approve the 2021-2029 Final Draft Housing Element (Case No. PLGP2022-0001). (Silva) City Clerk Takaoka reported that the notice of the public hearing was duly published, no written protests were received, late correspondence was received, and there were no requests to speak. Director of Community Development Rukavina introduced Environmental Science Associates representative Luci Hise-Fisher; BAE Urban Economics representative Matt Kowta; Piasky Solutions representative Tim Piasky; and Pacific Consulting Group representative Ken Melvin. Mayor Pro Tem Ferraro declared the public hearing open. Deputy Director of Community Development Silva presented a staff report and PowerPoint Presentation. Council Members asked questions of Staff, BAE Urban Economics representative Matt Kowta, and Assistant City Attorney Gerli. The following members of the public addressed the City Council: Dave Chura; Bob Nelson; and Barbara Sattler (Voicemail). Mayor Pro Tem Ferraro declared the public hearing closed. Discussion ensued among Council Members, City Manager Mihranian, and Staff. Councilmember Cruikshank moved, seconded by Councilmember Dyda, to approve staff recommendation as follows: 1) Reviewed the Final Draft 2021-2029 Housing Element and Negative Declaration; 2) Adopted Resolution No. 2022-49, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ADOPTING A NEGATIVE DECLARATION AND APPROVING A GENERAL PLAN AMENDMENT FOR THE 2021-2029 FINAL DRAFT HOUSING ELEMENT (CASE NO. PLGP2022-001); and, 3) Directed Staff to submit the Final Draft Housing Element to the California Department of Housing and Community Development for review. The motion passed on the following roll call vote: AYES: Cruikshank, Dyda, and Mayor Pro Tem Ferraro NOES: Bradley ABSENT: Alegria REGULAR BUSINESS: DRAFT City Council Minutes August 11, 2022 Page 3 of 3 2. Consideration and possible action to initiate code amendment proceedings to amend Chapter 17.76.020 (Antennas) of Title 17 (Zoning) of the Rancho Palos Verdes Municipal Code regarding unused antennas. (Lopez) City Clerk Takaoka noted that there were no requests to speak. Mayor Pro Tem Ferraro moved to waive the staff report. Without objection Mayor Pro Tem Ferraro so ordered. Councilmember Cruikshank moved, seconded by Councilmember Dyda , to approve staff recommendation as follows: 1) Initiated code amendment proceedings to amend Chapter 17.76.020 (Antennas) of Title 17 (Zoning) of the Rancho Palos Verdes Municipal Code to prohibit the maintenance of abandoned or unused antennas. The motion passed on the following roll call vote: AYES: Cruikshank, Dyda, Ferraro, and Mayor Bradley NOES: None ABSENT: Alegria ADJOURNMENT: At 7:24 P.M., Mayor Pro Tem Ferraro adjourned to 6:00 P.M. on August 16, 2022, for a Closed Session meeting followed by a 7:00 P.M.
