AGENDA TITLE:
Consideration and possible action to approve two professional services agreements for
RPVtv for producing, programming, and editing services.
RECOMMENDED COUNCIL ACTION:
(1) Award an agreement with Jeff Koven for filming, programming, and editing
services not to exceed $120,000 for an approximately three-year term ending on
June 30, 2025;
(2) Award an agreement with Maria Serrao for on-air reporting and interviewing,
producing, and editing services not to exceed $135,000 for an approximately three-
year term ending on June 30, 2025; and,
(3) Authorize the Mayor to execute the agreements in a form approved by the City
Attorney.
FISCAL IMPACT: None. This amount has been included in the budget for Fiscal Year
2022-23.

BACKGROUND:
Rancho Palos Verdes Television (RPVtv) is a local educational access channel funded,
programmed and operated by the City and managed out of the City Manager’s Office.

RPVtv consists of a team of four individuals: two part-time City Staff and two consultants
who create television programming for the community and neighboring agencies.
RPVtv programming is available on two channels and YouTube.
Channel 33 is exclusively for City Council meetings, Planning Commission meetings,
City-sponsored public service announcements (PSAs), and City-sponsored special
events.
Channel 35 is a government channel for the Palos Verdes Peninsula. This channel
includes City of Rolling Hills Estates meetings, Palos Verdes Peninsula Unified School
District sport or educational programs, and the RPV Mayor City Talk monthly programs.
RPVtv continues to create educational and compelling programming of interest to Rancho
Palos Verdes residents and the Peninsula community as a whole . This evening, Staff
seeks City Council approval for two professional service agreements for Jeff Koven and
Maria Serrao. Approving both agreements allow for the City to continue sharing events
going on in the City and in the surrounding areas with viewers.
DISCUSSION:
Currently, RPVtv has two part-time City Staff and two consultants who collectively perform
filming, programming, editing, producing, and interviewing services. They are constantly
working to develop new shows and video content using cutting -edge equipment and
techniques, resulting in high-quality programming for RPV residents and surrounding
communities. RPVtv’s programming is also shared on YouTube and the City’s social
media platforms. The station’s involvement in reaching the community has contributed to
informing residents about issues that concern their neighborhoods, special events and
education programs keeping them connected and engaged.
Jeff Koven
Jeff Koven has consistently provided services to the City since 2011, namely filming City
Council and Planning Commission meetings, filming City events, and filming segments
for RPVtv shows. Additionally, he provides some programming and editing services a s
requested. Staff recommends the Council approve an approximately three-year
agreement, ending on June 30, 2025 (Attachment A), with Mr. Koven for his services.
Maria Serrao
Maria Serrao has consistently provided services to the City since 2009, namely on-air
reporting, interviewing, producing, and editing for RPVtv shows. Staff recommends the
Council approve an approximately three-year agreement, ending on June 30, 2025
(Attachment B), with Ms. Serrao for her services.

CONCLUSION:
To continue providing RPVtv services, Staff recommends the City Council approve the
attached professional service agreements with Jeff Koven and Maria Serrao.
The City Attorney’s Office has prepared and reviewed the attached agreements.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative action is available for
the City Council’s consideration:
1. Do not approve the agreements.
2. Direct Staff and/or the City Attorney to make changes to the current
agreements.
3. Take other action, as deemed appropriate.
