BACKGROUND:
The City implemented the ParkMobile parking solution along Crenshaw Boulevard, south
of Crest Road in July 2021. This location is the Palos Verdes Nature Preserve’s most
popular and congested access point. The goal of the ParkMobile parking solution was to
improve negative traffic and access issues along Crenshaw Blvd. and to alleviate
resulting negative impacts to surrounding residential neighborhoods. Since its
implementation, staff continues to monitor and adjust the parking solution to balance the
needs of public access with controlling and improving parking, traffic, and impacts to
adjacent residential neighborhoods. For more background on ParkMobile, please see
the December 21, 2021 City Council Staff Report (Attachment A).

On December 21, 2021, the City Council voted to receive and file a year-end review of
the ParkMobile parking system which detailed reservation statistics and the updates on
changes to the ParkMobile parking system to improve customer service and the user
experience. There were five changes to the ParkMobile parking system directed by the
City Council:
1. Allow same-day reservations (cutoff one hour prior to reservation start)
2. Create simplified access to the ParkMobile reservation link
3. Improve instructional signs
4. Allow reservations in one-hour blocks at a prorated rate
5. Discontinue requiring reservations for Recreational Residential Parking Permit
holders
Since the changes to the system were implemented, reservation statistics showed the
public’s use more than doubled from 4.8% to 11.1%, with the sharpest increase in
November. City and ParkMobile staff determined this increase was largely a result of the
changes made to the system, as well as the public continuing to learn and become
accustomed to it. The City Council directed Staff to report back on the status of the
ParkMobile Parking system in six months, which is being presented this evening.
DISCUSSION:
Update on Public Use of the ParkMobile Parking System
As part of this six-month review and to provide a full picture on the collected data, the
reservation data covers the period between August 2021 and July 2022. During this
period, reservations appear to have peaked around January 2022 with an average of 21
reservations per day. Beginning in March 2022, reservations began to drop and have
leveled off to around 15 reservations per day.

When analyzing both paid reservations and free reservations, it appears both have
experienced a similar decrease. Paid reservations peaked in January and February 2022
at a rate of 14 reservations per day and have fallen to around nine reservations per day.
Free reservations have seen a steady decrease since November 2021. In October and
November 2021 there were on average of seven free reservations per day. Over the past
six months, free reservations have dropped to around four per day. Free reservations are
offered Monday through Friday from 7 a.m. to 9 a.m.

During this period, a Preserve-wide closure was enacted on the following dates:
December 14-15, December 17-18, December 23-January 2, and March 28-29 due to
significant rainfall that resulted in saturated trails. Additionally, on June 26, Portuguese
Bend Reserve, Filiorum Reserve, and Three Sisters Reserve were temporarily closed due
to a report of a small fire. These Reserves adjacent to the fire were evacuated and
temporarily closed for the remainder of the day. As a result of such closures, the
ParkMobile reservation permits were closed. In instances where reservations had already
been acquired, refunds were issued if purchased on one of the dates indicated above.
It is also worth noting in March 2022, Southern California Edison began an
undergrounding utility project on Crenshaw Boulevard. As a result, several sections were
unavailable to the public through the end of July. City Staff have speculated the impacts
of construction may have contributed to lower reservations rates.
Data on the public’s use of the ParkMobile park system for 39 parking spaces along
Crenshaw Boulevard between August 2021 to July 2022, is shown by month in the
tables on the following table:

Staff regularly received complaints and concerns from Del Cerro residents prior to
ParkMobile’s installation. Staff is not aware of any complaints received from a Del Cerro
resident in 2022. ParkMobile reservation numbers are down in 2022 which is likely
attributable to visitors utilizing free parking along Crest Road and Crenshaw Boulevard
as well as the availability of other social and recreational options that were not as available
earlier in the pandemic. Thus, at this time, Staff does not recommend making any
changes to the program. Staff will continue to monitor activity and will report year -end
data to the City Council in December 2022.
ADDITIONAL INFORMATION:
General Trail Counter Data
Trail counter data from prior years was analyzed by Staff for the months of January
through July to evaluate if the Preserve visitation has seen similar reductions as observed
by the reservation data. Based on the trail counted data during this six-month evaluation
period of January to July, it appears visitation hit a peak in early 2021, which is attributed
to the significant increases in trails use experienced by trail managers throughout Los
Angeles County and beyond. Trail counter data has since returned to 2020 numbers.
Burma Trail Counter
Between the months of January-March 2021, around 950 to 1,000 visitors per day were
registered by the Burma Trail counter. Comparing that same timeframe, January-March
2022, Burma Trail averaged around 650 to 700 visitors. It appears visitation is leveling off
at around 550 to 650 visitors per day, which is closer to the number recorded in 2020.

Rattlesnake Trail Counter
When analyzing the Rattlesnake Trail counter, visitation was down in 2022 when
compared to 2020 and 2021. There were average daily visitors in 2020 between 200 to
300 and peaked in 2021 between 300 to 350 visitors. In 2022, there were around 170
visitors per day. The trail counter experienced issues recording accurate counts in the
April 2020, April 2022 and May 2022.

Overall, it appears visitation is returning to similar visitor levels experienced in 2020.
Burma Trail is slightly higher on average, but Rattlesnake trail is lower.
Burma and Rattlesnake Trailhead Gates
A gate to control pedestrian access at the Burma Road Trailhead was installed in
November 2020. It was severely damaged in July 2021 and again in September 2021
due to vehicle collisions. On May 6, 2022, a temporary wooden post and cable installed
at Burma Road Trailhead was damaged by a vehicle collision that occurred during dawn
hours. A police report was submitted regarding vandalism to City property. A-frames were
placed in the interim to deter unauthorized entry. On June 13, 2022, a vehicle entered
Burma Road Trail, with several calls made to the Los Angeles County Sheriff Department
by hikers in the Reserve. Park Rangers were notified by sheriff’s deputies and the driver
was cited and escorted out of the Reserve. There was no damage to City property or
vandalism; the A-frames placed at the trailhead had been intentionally moved by the
respective party. With the assistance of the Public Works Department, the temporary
cable at Burma Road Trail was secured after the installation of a wooden post during the
week of June 22.
After several months of discussion, the Island View Homeowners Association (HOA)
granted the City permission to use its property for installation and maintenance of the
Rattlesnake Trailhead fence. Installation of this gate is anticipated in conjunction with or
after the Burma Road Gate.

The Public Works Department is obtaining quotes to repair the Burma Road Trailhead
gate and install bollards, and anticipates awarding a contract and installation at the end
of 2022.
Trail Camera
On June 1, Park Rangers began utilizing cameras to increase security regarding repeated
vandalism at trailheads, including damage to signs, unauthorized entry of vehicles, and
after-hours use. Advisory signs have been installed notifying the public of the use of trail
cameras.
Traffic Study
The City is in the process of conducting a traffic calming study on Crenshaw Boulevard
(north and south of Crest Road) and Park Place. This study is anticipated to be completed
by December 2022.
Public Correspondence
Staff has received the attached public correspondence related to this City Council agenda
item covering the period from January through July 2022. (Attachment B).
CONCLUSION:
Staff recommends the City Council receive and file this status report on the updated
ParkMobile parking system. Staff intends to maintain the current ParkMobile parking
system as implemented and will provide another update to the City Council before the
end of the year.

Hello Charlene,
The hike you have referenced in your email is at the City's most popular Nature Reserve . For this reason, and the fact
that its access points are nestled within a residential area, there are more restrictions on parking duration, and access
hours . The access points along Crenshaw Blvd. are scheduled to open to the public at 7 a.m., which is why parking
closest to the access points mirrors this time. An option is to park on Crenshaw Blvd. below Crest Rd. to access the
Portuguese Bend Reserve . In this area, there are no limits on parking duration. However, the Crenshaw access points
into the Preserve open at 7 a.m. and you would need to enjoy the sunrise at Del Cerro Park, before hiking into the
Portuguese Bend Reserve .
For a sunrise hike that is approximately 2.45 hours, a good option is Ocean Trails Reserve. I've linked a trail map
below. This Reserve has parking along 25 th Street that is not time restricted .
Another option is beginning your hike at Alta Vicente Reserve and connecting to Three Sist e rs Reserve via the Salvation
Army Trail. This is a lengthy hike without the parking and access restrictions in place along Crenshaw.

I apologize for the delay in response . Thank you for following up . At the February 16 , 2021 City Council Meeting, the
City Attorney advised the City Council on the possibility of making a decision on moving the Residential Recreational
Permit Parking away from Park Place after the larger parking/traffic study for this area is finished . The City Council
proceeded with this option . This larger parking/traffic study has not yet taken place . On December 21, 2021, staff
brought an update on the ParkMobile parking system to the City Council and provided an update on the time line of the
larger parking/traffic study . The timeline places the traffic study to be completed in winter 2022 . Please see excerpt
below, and staff repot linked below .

Road) and Park Place. It will contain best practices to address driving behavior and other vehicular and
pedestrian traffic safety concerns based on the existing parking spaces; and it will include a range of options with
recommendations including shorl-term and long-term measures. Staff will work with a traffic consultant to
complete this plan once the desired level of parking along Crenshaw Boulevard south of Crest Road and on Park
Place has been achieved and has reached the desired equilibrium. This study is anticipated to take place in
summer 2022 and be finalized in winter 2022 .

I'm writing to give feedback on the ParkMobile pay-for-parking spots along Crenshaw near t he Bu r ma Road Trailhead.
I visited today around 9:00AM with no pr ior knowledge of the program and was at first angry about the parking fee
and reservation system. As a City Planner myself, I support pay-for-park systems in high traffic areas; however, as
someone interested in equity and environmental justice, I felt the $10 fee was unaffordable for many low income
families and was worried about the de facto exclu sion of low-income families from around Lo s Angeles. Then I did
some research on why the program was implem e n t ed in the first place, and it seem s to make total sense from a
conservation perspective. So with those two views, I have some thoughts:
-I would encourage the City to continue ex ploring options to lessen barriers to entry for lower i ncome families, such as
the free shuttle system (which sounds li ke a good idea on paper but do people actually use it? Is it realistic or a hassle
to use?)
-Definitely adv ertise better. When people drive up to park and either see the parking fee or no spots, have a clearly -
marked sign that gives di r ections to other trailheads that are underserved. And ex plain why the parking fee is
necessary -to protect the preserve, not because residents can't stand the traffic
-City Council will hate this, but get rid of resident parking permits in the area . Or make it hourly unless you have a
residential permit. I'm sure the zoning code require s two or more enclosed parking spaces plus driveway parking so
there's no reason why residents should need to park on the stre et . And if they complain (and they will!) that th e y

can't find a spot directly in front of their house, well, tough ... you live near a beautiful area and should should learn
how to share.
I'm interested to see how this all turns out, what the money collected goes towards, etc. and will definitely follow the
progress and keep in my back pocket as a case study, whether it works well or doesn't. Thanks for letting me share

couple of changes to the way parking on Crenshaw operates as of July of 2021, howeve r there is free public

This past 3-day weekend was the busiest of the year as far as hikers parking in the ParkMobile spots along
Crenshaw. Not surprising giving the holiday and nice weather . But what I couldn't understand was the lack of parking
enforcement -especially Sunday and Monday. It makes me wonder -has there been a change in parking enforcement
strategy, or perhaps there 's a staffing issue causing large gaps in enforcement staff coverage?
To make sure I wasn't just imagining this, I went to our home security video which sees all of parking Zone D and some
of Zones C and[. These 12 or so parking spots were between 50-100% full most of the weekend. I usually see parking
citations on many of the cars but this weekend I only saw a couple despite nearly all the parking spots being
occupied. Like most days, I know at least half these cars didn't have a reservation because I can see a vast majority of
the visitors trying to make real-time reservations, reading and ignoring the signs, and/or parking across multiple
reservation periods. So I checked our video from 9am -6pm for all three days this weekend. Saturday showed a pretty
normal level of enforcement with the Rangers checking cars at least six times during this period. However, on both
Sunday and Monday I saw the Rangers only one time during the nine-hour period. I just can't figure out how this is
possible.
When the parking system was put into effect last year, the city reported a breakeven point of about 25% paid
reservations on average across the four parking zones. That equates to something like $1S0K/year in parking revenue -
not counting the fees from parking citations --which should be enough to pay for roughly two full time equivalent
parking enforcement staff. The actual number of enforcement staff along Crenshaw is a small fraction of that
number. What am I missing here? Has something changed?

Thank you very much for your email. The City has been actively monitoring the implementation of the ParkMobile
parking solution and making adjustments to the system to make it more effective and more user-friendly. We are still in
the process of monitoring and improving the parking solution and appreciate public feedback . The City Council will be
receiving an update on how ParkMobile is working at the August 2 City Council Meeting, and another update towards
the end of the year. The City has also been monitoring public use of the trails, and our trail counters are showing that,
even though visitors are choosing to park further down Crenshaw in the free zone, this area of the Preserve is not
experiencing a decline in use. Use levels are steady . Additionally, the City will be conducting a traffic study of the area
this year to explore several traffic-related matters, including improvements to the free parking area on Crenshaw Blvd.
As part of the City's efforts over the past few years to disperse public use away from this busiest and most popular
Preserve entry point, the City has been suggesting alternative Reserve sites with ample and free parking and comparable

I wrote you last August regarding parking at the Portuguese Bend Preserve parking at the end of
Crenshaw Blvd . At that time, I was informed that new parking restrictions were put in place to improve
public safety and public access. Over the past few years, I have often hiked the trails in the preserve
from top to bottom and back again. Families from across Los Angeles were also hiking along with my
family . The families were drawn from a diverse cross section of Los Angeles . I had noted that many
were Latino, hiking in family groups, sharing time together.
Now, when I hike the trails, the quantity of hikers has diminished substantially. The parking restrictions
now clearly seem motivated to make the preserve less accessible , whether that was the intent or not.
The curbs nea r est the preserve are marked with red zones , and a sign reading "quiet zone". I had never
felt that the hikers were noisy and am not sure of the cause of concern of noise in this area. Del Cerro
Park also has no parking for nonresidents .
I live in Torrance , and I have never seen any parking signs that discriminated in any way to discourage
nonresidents or to favor residents .

Many working families, wanting to hike on a weekend, must procure a $10.35 advance parking permit
for the privilege of parking further away from the preserve. Many now park on a relatively unsafe
portion of Crenshaw Blvd. where the speed limit is 45 mph, and there are signs indicating a steep
downhill.
What I am seeing now is far fewer Latino families enjoying the trail. I see many hikers parking on the
unsafe portion of Crenshaw Blvd, parking next to the metal guard rail, and exiting their cars into 45 mph
traffic.
This new arrangement has not improved safety, which was one of the reasons given last year for the
changes. The new parking rules appear to be a means to discourage hikers, especially those for whom
the reservation expense is a financial factor. The number of hikers is now less than before .
As I peer into the adjoining neighborhood, I see more threatening parking restrictions, complete with
the phone number of the sheriff's office so that tickets can be quickly dispensed. It appears that the
folks that live in the area have essentially found a way to treat the entire area as a near gated
community, and to treat all visitors as criminals. Just look at the signage ... Surveillance ... report
viloations to:, parking by permit -entire neighborhood ... , The paranoia then spreads directly out onto
Crenshaw Blvd .

I would ask that as leaders in the community that you go to the end of Crenshaw and walk around a bit
and then ask yourself how the parking restrictions and signs reflect on your city . There are many other
areas of the city that are much more inviting and friendly, but this area exudes a sense of privilege and
property rights that go well beyond the limits of homeowner's properties . I think your city is better than
this .
I think some restrictions in the neighborhood make sense (although the signs are overbearing), but the
restrictions on Crenshaw are creating added parking danger and expense while discouraging visitors .
If! am missing something here, please let me know. When I drive PV Blvd . West or East I don't see this
kind of signage, and the city seems much more inviting.

system on Crenshaw Blvd., south of Crest Rd. For many years, the Burma Rd. and Rattlesnake Trailheads to the
Portuguese Bend and Filiorum Reserves, for which there is parking access on Crenshaw Blvd., have been the busiest of
the City's 53 entry points into the Palos Verdes Nature Preserve, and use continues to increase. In 2018, our trail
counters at these locations registered 257,000 visitors and in 2021, despite the implementation of the ParkMobile
parking solution, use was registered at 308,000. When the City created the Palos Verdes Nature Preserve approximately
thirty years ago, the City did not anticipate the very significant increase in use we have seen over the years, and did not
plan large and adequate parking areas. In 2018, the City began addressing unfavorable traffic conditions and impacts to
neighbors in the Crenshaw area by beginning a series of traffic studies, implementing the ParkMobile parking solution,
and dedicating more personnel resources to help manage the area. Another tool the City is using to help manage this
busiest Preserve entry point is to recommend visitors try alternate Preserve access points. The Ocean Trails Reserve and
Alta Vicente Reserve both have ample free parking, excellent hiking trails, and amenities suitable for larger quantities of

One specific element of the ParkMobile parking solution that has helped reduce unfavorable U-turn activity and
negative traffic impacts is to require reservations in advance of a visit to the Crenshaw parking area. When reservations
are planned in advance, it prevents cars from circling and engaging in erratic U-turn behavior as they search and
compete for parking spaces. While reservations were originally required the evening before a visit, the City changed the
advanced reservation requirement to one hour prior to a visit in an effort to make the system more user-
friendly. Additionally, the financial goal of the program is to reach an equilibrium so that revenue generated from the
Parking solution recovers the cost to implement the system. The goal is not to generate revenue beyond what is needed
to run the program.
The City recognizes that this parking solution is new and staff continues to assess its success and recommend
improvements. Public feedback is an important part of this evaluation process, so we will take your experience into
account as we assess the program. Additionally, at the August 2 City Council Meeting, staff will be providing the City
Council with an update on the implementation of the ParkMobile parking solution over the last six months and public
participation and feedback at the meeting is encouraged.

We decided to hike in RPV yesterday around 11am. We have been hiking there with our kids for 15
years. The parking is now a problematic and annoying system.
I went online to buy a parking pass and could only buy a pass for 1pm. That was too late for our
schedule, but I bought it anyway at 11:24am. I paid $10.35 for 3 hours and 45 minutes of parking and
the email said, "Your parking spot is ready!" See attachment A.
We drove to RPV and arrived at 12:19pm at 29807 Crenshaw Blvd. See attachment B.
There were very few cars around and many Zone C spaces open (most of them were open) so we parked
in Zone C and started our hike. We were only away for an hour.
I was dismayed when I returned to my car after a one-hour hike and found a ticket on my windshield.
For $110! Are you kidding me? I spent $10.35 to park and got a $110 ticket?
The Officer knew that I had a parking pass as it is noted on the ticket and that most of the spaces were
unoccupied. In fact, every car there had a ticket on it! I would guess I am the only one who paid. We
left the area at 1:35pm. See attachment B.
Why you would have a parking system with no ability to pay for immediate open parking I do not
understand. There were very few hikers around so obviously you must want to discourage hiking in that
area. In years past, the street would be filled with cars. I guess this was one way to dissuade all hikers
and make some good revenue at the same time?
I am going to write a letter to the Easy Reader and local papers about this faulty system. You have set

that time. I could buy parking for 1pm and then get a ticket despite the officer knowing that I had paid
for a space!
I request a cancellation of this ticket as I did nothing wrong. I paid for three hours of parking and was
present in the space for 1 hour and 16 minutes.

The City r ecognizes that this parking solution is new and staff continues t o assess its success and recommend
improvements. Public feedback is an important part of this evaluation process, so we will take your
experience into account as we assess the program. Additionally, at the August 2 City Council Meeting, staff
will be providing the City Council with an update on the implementation of the ParkMobile parking solution
over the last six months and public participation and feedback at the meeting is encouraged .
I would like to clarify, at the start of the Park Mobile Reservation Program on Crenshaw Boulevard,
reservations had to be made 24 hours in advance. This was during the implementation period on July 6 2021,
and has since changed to an hour in advance of the start of the time block in Spring 2022. I encourage you to
visit the City's Park Mobile webpage fo r additional info r mation on the reservation system at

I have reviewed your request and found that citation #330421 was written at 7:35am on 3/6/22. As you
stated, you attempted to make a reservation for the 7:00am -9:00am time slot, at or after 6:00am the day of
in addition to not having internet connection . I have found no errors or issues with the Park Mobile system for
that day that would not permit you to make a reservation. I can appreciate that your intention was to not
negatively impact Preserve use and the parking zones by parking without a reservation, and you attempted to
access the mobile web browser upon arrival, however vehicles must park with a reservation at their allotted
time slots with reservations made at least an hour in advance of the start of the time block. Because the
vehicle was ultimately parked without a reservation, we will be upholding this citation.
Citation #330421 can be payed at the following website (https://www.pticket.com/), or mailed in the Tustin
address at the bottom of the citation .
For tutu re visits, tree parking without the reservation requirement is available on Crenshaw Blvd . north of
Crest Rd. to access this particular trailhead. Many people are also discovering some great alternative hiking
Reserves, including Ocean Trails and Alta Vicente Reserves, with ample free parking with no reservation

Thank you for your email. Here is some additional information on the multi-faceted public access/parking conditions on
Crenshaw Blvd . south of Crest Rd . This is the most popular entry point to the City's Palos Verdes Nature Preserve, and
over the past several years, the City has experienced a very significant increase in use at this access point. The City did
not anticipate this level of public use when the parking area was designated, and the City is working hard to control
parking and access in this area and to improve the parking and traffic conditions, while dispersing the heavy use to some
of the other Nature Reserves in the City.
Some alternatives/solutions we have been encouraging the public to try are parking and visiting the Ocean Trails
Reserve and the Alta Vicente Reserve to disperse heavy public use away from the Portuguese Bend Reserve/Crenshaw
Parking area . Both offer ample free parking, and excellent trail opportunities . Below is a link to these Reserves' trail
maps. There are also remains free parking for the Portuguese Bend Reserve on Crenshaw Blvd., north of Crest Rd. The
City will also be conducting a traffic study of the Crenshaw Blvd . area later this year. And as the City continues to work
in improve access conditions at this busy trailhead, we are seeking public feedback, such as yours, on the ParkMobile
parking system and parking conditions in the area. Staff is continuing to monitor and adapt the parking system to best
balance positive public access and traffic conditions .

I would like to complain about the parking situation at Del Cerro Park. The fact that you need to make a reservation to
park on the street is absolutely insane . I have not seen somelike like that anywhere else in my life . The amount of greed
someone has to have to put that in effect after the parking was free for so many years is ridiculous and they should not
have any power. And to make the fine for this over $100 is even more greedy, I have never seen a parking ticket over
$80 in my life. Please take some steps to make this a more welcoming area, it seems like the people in charge try to
make this a difficult area for anyone who doesn't live there to come to with all the parking restrictions.

I am sorry to hear about your experience when searching for parking on Crenshaw Blvd . There have been a
couple of changes to the way parking on Crenshaw operates as you point out as of July of 2021. Free public
parking that does not require any permits or reservations is available on Crenshaw North of Crest Rd, and on
Crest Rd along the church, this would be about a 5 minute walk from the reservation parking area. We do
currently have construction taking place on Crenshaw which only effects paid reservation parking
on Crenshaw. Also available are other access points to the Preserve which I can also assist you with if you
have interest?
When utilizing Parkmobile to reserve a spot, you will need to click on the "reservation" tab, and not on "park"
tab. This is because the spot must be reserved 1 hour in advance of the time slot that you wish to park for.
