PC MINS 20221025 Approved 12/13/23 CITY OF RANCHO PALOS VERDES PLANNING COMMISSION MINUTES REGULAR MEETING OCTOBER 25, 2022 CALL TO ORDER A Regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Chair Hami►I at 7:00 P.M. in accordance with Government Code Section 54953(e) et seq. (AB 361) and Resolution 2022-21 adopted by the City Council on April 19,2022, and as renewed by subsequent resolution(s) thereafter. The regular meeting was conducted through a hybrid combination of in- person and/or all virtual attendance of the seven members of the Planning Commission and invited staff at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and via teleconference using the Zoom platform, broadcast live on the City's website at and on PVPty channels Cox 35 and Frontier Fiberoptic 39. Members of the public could observe and participate using the zoom participation feature and in person. Notice having been given with affidavit thereto on file. PLEDGE OF ALLEGIANCE Commissioner Perestam led the Pledge of Allegiance. ROLL CALL Planning Commission roll call was answered as follows, Present: Nelson, Nulman, Santarosa, Perestam, Vice Chair Chura, and Chair Hamill Absent: Saadatnejadi Also, present were Deputy Director Silva, Senior Planner Yoon, and City Attorney Gerli. APPROVAL OF AGENDA Approved as presented. COMMUNICATION: City Council Items: Deputy Director Silva provided an update of action items from the City Council meeting on October 18, 2022. Staff: Deputy Director Silva provided an update of the Mixed-Use Overlay district in-person and virtual open house as well as the associated community survey. Commission: Commissioners Nelson and Nulman provided an update on their attendance at the Mixed-Use Overlay District in-person open house. MINUTES Approved as presented CONTINUED PUBLIC HEARING: None CONTINUED BUSINESS: None NEW PUBLIC HEARINGS: 2. HEIGHT VARIATION PERMIT, MAJOR GRADING PERMIT, VARIANCE, AND SITE PLAN REVIEW (CASE NO. PLGR2021-0009): 30103 Matisse Drive (JY) Senior Planner Yoon presented the staff report requesting construction of a new 5,431 ft', split- story residence up to 36.33 feet in height and ancillary site improvements with 478 ycl3 of associated grading on a vacant lot. Discussion ensued amongst the Planning Commission and staff. Senior Planner Yoon reviewed late correspondence. Chair Hamill opened the public hearing The following members of the public addressed the Planning Commission: Ben Cauthen (Applicant), Douglas Farrow, Li Hua Freeman, Douglas Greenup, and Nagy Bakhoom. Additional questions were asked of the project Applicant. Chair Hamill closed the public hearing. COMMISSIONER NELSON MOVED, SECONDED BY COMMISSIONER SANTAROSA TO CONTINUE THE PUBLIC HEARING TO A DATE UNCERTAIN TO ALLOW THE APPLICANT AN OPPORTUNITY TO MAKE MODIFICATIONS TO THE PROPOSED PROJECT PLANS.
