REGULAR MEETING
DECEMBER 6, 2022
CALL TO ORDER:
A Regular Meeting of the Rancho Palos Verdes City Council was called to order by Mayor
Bradley at 7:13 P.M. at Fred Hesse Community Park, McTaggart Hall, 29301 Hawthorne
Boulevard. This meeting took place remotely in accordance with Government Code
section 54953(e) et seq. (AB 361) and Resolution 2021-59, adopted by the City Council
on November 16, 2021. Members of the public could observe and participate using the
Zoom participation feature, and with options called out in the public participation form
provided under separate cover with the agenda. Notice having been given with affidavit
thereto on file.
City Council roll call was answered as follows:
PRESENT: Alegria, Cruikshank, Dyda, Ferraro and Mayor Bradley* (via Zoom)
ABSENT: None
Also present were Ara Mihranian, City Manager; Karina Banales, Deputy City Manager*;
Trang Nguyen, Director of Finance* (*via Zoom*); William Wynder, City Attorney; Octavio
Silva, Interim Director of Community Development; Ramzi Awwad, Director of Public
Works; Lincoln Lo, Deputy Director of Public Works; Cory Linder, Director of Recreation
and Parks; Amy Seeraty, Senior Planner; and Teresa Takaoka, City Clerk.
Also present was Captain Powers from the Lomita Sheriff Station.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Councilmember Ken Dyda.
MAYOR'S ANNOUNCEMENTS:
Mayor Bradley congratulated Mayor Pro Tem Ferraro and Councilman-Elect Seo on a
great election. He thanked the remainder of the candidates for running and thanked
Councilmember Dyda for his years of service.
APPROVAL OF THE AGENDA:
Councilman Cruikshank moved, seconded by Councilmember Alegria, to approve the
agenda as presented.
The motion passed on the following roll call vote:
AYES: Alegria, Cruikshank, Dyda, Ferraro and Mayor Bradley

CEREMONIAL MATTERS AND CERTIFICATION OF ELECTION:
1. Presentation to Mayor Bradley and Councilmember Dyda
Mayor Bradley and Councilmember Dyda were commended for their years of service
and were acknowledged for their various contributions to the City and community.
Mayor Bradley and Councilmember Dyda were also presented with certificates from
various public officials.
2. Remarks by invited electeds/representatives and Council Members
Each Council Member acknowledged Councilmember Dyda and Mayor Bradley for their
service.
The following representatives spoke and presented a certification to Mayor Bradley for
his service:

District; Suzanne Seymour, Palos Verdes Peninsula Unified School District; Mayor Pro111

Nowroozi, Representative of Senator Ben Allen; and Becky Cheng, Representative of
State Assemblymember Al Muratsuchi.
Councilmember Dyda and Mayor Bradley provided remarks regarding their tenure on
the City Council. Both expressed great appreciation to the Council Members, Staff, and
residents for their support.

3a. Consideration and possible action to certify the results of the General
Municipal Election of November 8, 2022 (Takaoka)
Recommendation: Adopted Resolution No. 2022-65, A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF RANCHO PALOS VERDES RECITING THE FACT OF
THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 8, 2022, DECLARING
THE RESULT AND SUCH OTHER MATTERS AS PROVIDED BY LAW.
The motion passed on the following roll call vote:
AYES: Alegria, Cruikshank, Dyda, Ferraro and Mayor Bradley
NOES: None
ABSENT: None
3. Swearing in and Seating of Newly Elected Council Members David Bradley,
Barbara Ferraro, and Paul Seo. (Takaoka)
Teresa Takaoka, City Clerk, administered the Oath of Office to re-elected Council
Members Barbara Ferraro and Councilmember Bradley and newly elected Council
Member Paul Seo.
City Clerk Takaoka conducted a roll call of the newly seated City Council and was
answered as follows:
PRESENT: Alegria, Cruikshank, Seo, Ferraro and Mayor Bradley

4. Council Reorganization
a. Selection of Mayor
City Clerk Takaoka called for nominations for the selection of Mayor.
Councilmember Cruikshank nominated Mayor Pro Tern Ferraro for Mayor, seconded by
Councilmember Seo.
With no other nominations, Mayor Pro Tern Ferraro was appointed as Mayor for the
year 2023 with the following roll call vote:
AYES: Alegria, Bradley, Seo, Cruikshank, and Mayor Ferraro

Ib. Selection of Mayor Pro Tem
City Clerk Takaoka called for nominations for the selection of Mayor Pro Tem.

Councilmember Bradley nominated Councilmember Cruikshank for Mayor Pro Tern,
seconded by Councilmember Alegria.
With no other nominations, Councilmember Cruikshank was appointed as Mayor Pro
Tern for the year 2023 with the following roll call vote:
AYES: Alegria, Bradley, Seo, Cruikshank, and Mayor Ferraro

c. Comments by newly appointed Mayor, Mayor Pro Tern, and newly elected
Council Members
Councilmembers Bradley, Ferraro, and Seo expressed gratitude to the City Council,
residents, Staff, and their families for their support.
Mayor Pro Tern Cruikshank and Councilmember Alegria congratulated the newly
elected Council Members and newly selected Mayor.
Lastly, Gretchen Carner, former Mayor Bradley's wife presented the new Mayor with the
ceremonial City gavel.
RECESS TO RECEPTION:
Mayor Ferraro called for a recess at 9:18 P.M. for a reception in honor of the outgoing
and incoming Council Members and reconvened at 9:42 P.M.
CALL TO ORDER:
At 9:42 P.M. Mayor Ferraro reconvened the meeting and City Clerk Takaoka conducted
a roll call. City Council roll call was answered as follows:
PRESENT: Alegria, Seo, Cruikshank, and Mayor Ferraro
ABSENT: Bradley
*Councilman Bradley left the meeting as a zoom participant at 9:42 P.M.
RECYCLE AND EMERGENCY PERSONAL PREPAREDNESS KIT DRAWING:
Mayor Ferraro announced the Recycle Winners for the December 6, 2022 City Council
meeting: Don Newton and Lily Wang. She indicated that all winners receive a check for
$250 and urged everyone to participate in the City's Recycling Program. She noted that
in addition to winning the Recycler Drawing, the two individuals also won a Personal
Emergency Preparedness Kit from the City valued at $40.

CITY MANAGER REPORT:
City Manager Mihranian provided updates on the following: Palos Verdes was number
two in Calwater's October water savings;Available ParkMobile survey on your experience
when visiting Del Cerro Park or the Portuguese Bend Reserve; Upcoming Santa Claus
event on December 9,10,12, and 13; Upcoming adopt a pet on December 11 at Ken Dyda
Civic Center; and Upcoming Skating in the Park at Ken Dyda Civic Center on December
16, 17,18, 26-31, and January 2-8.

Councilmember Alegria moved, seconded by Mayor Pro Tern Cruikshank, to approve
the Consent Calendar as presented.

A. Motion to Waive Full Reading
Adopted a motion to waive reading in full of all ordinances presented at this meeting
with consent of the waiver of reading deemed to be given by all Council Members
after the reading of the title.
B. Approval of Minutes (Takaoka)
Approved the Minutes of November 15, 2022, Regular Meeting.
C. Registers of Demands (Mata)
1) Adopted Resolution No. 2022-66, A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF RANCHO PALOS VERDES, ALLOWING CERTAIN CLAIMS AND
DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE
PAID; and, 2) Adopted Resolution No. IA 2022-12, A RESOLUTION OF THE
RANCHO PALOS VERDES IMPROVEMENT AUTHORITY, ALLOWING CERTAIN
CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME
ARE TO BE PAID.
D. Consideration and possible action to cancel the January 3, 2023 City Council

Approved the cancellation of the January 3, 2023 City Council meeting.
E. Consideration and possible action to amend the existing Professional Services
Agreement with Michael Baker International, Inc. for additional temporary
planning services. (Garrett)
1) Approved Amendment No. 1 to the Professional Services Agreement with Michael
Baker International, Inc., to provide additional planning services in the Community
Development Department, increasing the agreement sum by $85,000, thereby
increasing the not-to-exceed total agreement amount from $30,000 to $115,000;
and, 2) Authorized the Mayor and City Clerk to execute the amendment in a form
approved by the City Attorney.
F. Consideration and possible action to receive and file the October 2022 Cash
Balances/Monthly Treasurers' Reports. (Lin)
Received and filed the October 2022 Cash Balances/Monthly Treasurers' Reports for
the City and the Improvement Authority.
G. Consideration and possible action to grant a time extension to the wireless
license agreement with AT&T for the use of City Hall grounds to support its
wireless facilities on the Civic Center monopole. (Bright)
Approved a retroactive five-year, with one additional five-year, term extension of the111
license agreement with AT&T until June 30, 2032, thereby increasing the annual
base rent to $49,466.72 with 5% increases every year thereafter and updating the
form of the license agreement for its existing wireless telecommunications facilities
on the Ken Dyda Civic Center monopole.
H. Consideration and possible action to approve compensation changes for part-
time employees due to the state's mandatory minimum wage increase.

Adopted Resolution No. 2022-67, A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF RANCHO PALOS VERDES, AMENDING, RESTATING, AND
SUPERSEDING RESOLUTION NO. 2022-44 THAT SETS THE SALARY AND
HOURLY COMPENSATION SCHEDULE FOR ALL CITY EMPLOYEES TO
REFLECT NEW SALARY RANGES FOR PART-TIME EMPLOYEES BASED ON A
MINIMUM WAGE INCREASE EFFECTIVE JANUARY 1, 2023

REGULAR BUSINESS:
1. Consideration and possible action to determine the limits of removal of the
existing fence and vegetation on the ocean-facing side of the Ladera Linda
Community Park.

City Clerk Takaoka reported that late correspondence was distributed and there
were eight requests to speak.
Ramzi Awwad, Director of Public Works, presented a staff report and PowerPoint
presentation.
Discussion ensued among Council Members and Staff.
The following members of the public addressed the City Council: Mickey Rodich,
Jerry Duhovic, Elliot Levy, Herb Stark, Daniel Rouimi, Rayne Sherman, and Jessica
Vlaco.
The following member of the public addressed the City Council via pre-recorded
voicemail: David Blenko.
Discussion ensued among Council Members and Staff.
Mayor Pro Tem Cruikshank moved, seconded by Councilmember Alegria, to
approve Staff recommendation as follows: 1) Reviewed Staffs recommended limits
of removal of existing fencing and vegetation on the ocean-facing side of the Ladera
Linda Community Park in response to neighbors' requests; 2) directed Staff to make
the following revisions to the Ladera Linda Community Park plans: a. Lower the
existing fence and trim the plantings along the entire ocean-facing side of the park to
a height of 42 inches from the finished grade, and fill in any gaps in vegetation along
the fence with new similar plants; b. Plant a vine or hedge that will grow up to 42
inches in height along the park facing side of the existing ocean-facing fence for
screening purposes; c. Plant a barrier of coastal sage scrub and/or other native
plants within the entire landscape setback zone between the top of slope and
walking paths, except where the walking path approaches the stairway; d. Install a
solid barrier at 42 inches adjacent to the walking paths along the entire ocean-facing
side of the park; and, e. Eliminate the Council-approved 6-foot chain link fence along
the slope of the ocean-facing side of the park and retain the existing vegetation on
the slope. 3) Directed Staff to monitor the effectiveness of the plan revisions for City
Council review one year after the park grounds and building are opened to the public
to determine if further revisions are warranted.

2. Consideration and possible action to receive a report on the City's planning
permit review process. (Seeraty)
City Clerk Takaoka reported noted that late correspondence was distributed, and there
were no requests to speak.
Interim Director of Community Development Silva introduced Senior Planner Seeraty,
who presented a brief staff report and PowerPoint presentation.
Councilmember Alegria moved to extend the meeting to 11:30 P.M. Without objection,
Mayor Ferraro so ordered.
Discussion ensued among Council Members and Staff.
Councilmember Alegria moved, seconded by Mayor Ferraro, to approve Staff
recommendation as follows: 1) Received and filed a report prepared by Michael Baker
International on the City's planning permit review process; and 2) Provided Staff with
direction on the proposed recommendations intended to improve efficiency with
processing planning applications and include periodic updates to City Council and
public via the City Manager's Weekly Administrative Report.
