REGULAR MEETING
NOVEMBER 15, 2022
CALL TO ORDER:
A Regular Meeting of the Rancho Palos Verdes City Council was called to order by
Mayor Bradley at 7:09 P.M. at Fred Hesse Community Park, McTaggart Hall, 29301
Hawthorne Boulevard. This meeting took place remotely in accordance with
Government Code section 54953(e) et seq. (AB 361) and Resolution 2021-59, adopted
by the City Council on November 16, 2021. Members of the public could observe and
participate using the zoom participation feature, and with options called out in the public
participation form provided under separate cover with the agenda. Notice having been
given with affidavit thereto on file.
ROLL CALL:
City Council roll call was answered as follows:
PRESENT: Alegria, Cruikshank, Dyda, Ferraro, and Mayor Bradley
ABSENT: None
Also present were Ara Mihranian, City Manager; Karina Banales, Deputy City Manager;
William Wynder, City Attorney; Trang Nguyen, Director of Finance; Ken Rukavina,
Director of Community Development; Ramzi Awwad, Director of Public Works; Lincoln
Lo, Deputy Director of Public Works; Octavio Silva, Deputy Director of Community
Development; David Rasor, Building Official; Jaehee Yoon, Senior Planner; Matt
Waters, Senior Administrative Analyst; and Teresa Takaoka, City Clerk.
Also present was Captain Powers from the Lomita Sheriff Station.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by the Director of Community Development Rukavina.
MAYOR'S ANNOUNCEMENTS:
Mayor Bradley shared that this will be his last in-person meeting as Mayor as he will be
participating remotely on December 6. Mayor Bradley thanked Councilmember Dyda for
his approximate 50 years of service to the City and for his time as a Councilmember. He
also thanked Staff for its support during his time}as Mayor.
Mayor Bradley presented a proclamation in support of LA vs Hate, United Against Hate
Week 2022. The City Council recognized the campaign for being dedicated to
preventing and opposing hate and intolerance in our communities. The City Council also
endorsed a resolution in support of LA vs Hate, United Against Hate Week 2022.
Mayor Bradley announced the retirement of Director of Community Development
Rukavina and thanked him for his many accomplishments during his time with the City.
Lastly, Mayor Bradley shared that on November 5, the City and EDCO held a shredding
event and shared shredding statistics from the event.
RECYCLE AND EMERGENCY PERSONAL PREPAREDNESS KIT DRAWING:
Mayor Bradley announced the Recycle Winners for the November 1, 2022 City Council
meeting: Bilaver Senka and Gabi Hughes. He indicated that all winners receive a check
for $250 and urged everyone to participate in the City's Recycling Program. He noted
that in addition to winning the Recycler Drawing, the two individuals also won a
Personal Emergency Preparedness Kit from the City valued at $40.

CITY MANAGER REPORT:
City Manager Mihranian provided updates on the following: New "Welcome to Rancho
Palos Verdes" signs that have been installed at three locations: Palos Verdes Drive
West (entering from Palos Verdes Estates); Palos Verdes Drive South (entering from
San Pedro); and Hawthorne Boulevard (entering southbound), and two additional signs
will be installed along Western Avenue; Mayor Bradley met with Peninsula Cities
Mayors and Assemblymember Muratsuchi on Monday, November 7 to announce $1.5
million in State funds allocated for Peninsula Wildfire Detection Cameras; Peninsula
Volunteer Alert Network (PVAN); City of Rolling Hills Estates is hosting its 25th Annual
PV Peninsula Parade of Lights on Saturday, December 3; Temporary closure of the
Point Vicente Interpretive Center due to a water main break but the City's Annual
Holiday Party will still take place on Monday, December 5 in the Sunset Room; City Hall
will be Closed on November 24-25 and wished everyone a Happy Thanksgiving; and
thanked Director of Community Development Rukavina for his service to the City and
wished him a happy retirement.

City Clerk Takaoka reported that late correspondence was received for Items G and J,
and there was one request to speak on Item F.
Councilmember Cruikshank moved, seconded by Councilmember Alegria, to approve
the Consent Calendar with Item F to be considered immediately after Consent
Calendar.

A. Motion to Waive Full Reading
Adopted a motion to waive reading in full of all ordinances presented at this meeting

Approved the Minutes of November 1, 2022, Regular Meeting.
C. Registers of Demands (Mata)
1) Adopted Resolution No. 2022-61, A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF RANCHO PALOS VERDES, ALLOWING CERTAIN CLAIMS AND
DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE
PAID.
D. Consideration and possible action to continue implementing Assembly Bill
No. 361 (AB 361) authorizing teleconferencing of meetings of legislative
bodies for the month of December 2022. (Zweizig)
1) Adopted Resolution No. 2022-62, A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, RE-RATIFYING THE
PROCLAMATION OF A STATE OF EMERGENCY BY GOVERNOR NEWSOM ON
MARCH 4, 2020 AND RE-AUTHORIZING REMOTE TELECONFERENCE
MEETINGS OF THE LEGISLATIVE BODIES OF THE CITY OF RANCHO PALOS
VERDES FOR THE PERIOD BEGINNING DECEMBER 1, 2022 THROUGH
DECEMBER 31, 2022, PURSUANT TO THE RALPH M. BROWN ACT AND
ASSEMBLY BILL NO. 361; and 2) Authorized Staff to continue conducting, as
warranted, City Council and Planning Commission public meetings using a
combination in-person/virtual (hybrid) platform and continue conducting virtual-only
meetings or a combination in-person/virtual (hybrid) platform, if warranted, for the
City's five Committees (Civic Center Advisory, Emergency Preparedness, Finance
Advisory, Infrastructure Management Advisory, Traffic Safety) subject to the Brown
Act in accordance with the requirements of AB 361; and return with extension

resolutions for the City Council's consideration every 30 days as the same may be
warranted.
E. Consideration and possible action regarding the annual business license tax.

1) Directed Staff not to increase the City's business license tax (BLT) rate for 2023;
2) Directed Staff to continue setting the annual BLT for home occupancy businesses
at zero ($0) for 2023; and 3) Directed Staff to continue the Small Business Financial
Assistance Program.
F. Consideration and possible action to receive a report on the Water
Replenishment District (WRD). (Bright)
This item was removed for separate consideration.
G. Consideration and possible action to award a professional services agreement
to Geo-Logic Associates, Inc. for support services associated with the
Portuguese Bend Landslide Mitigation Project. (Dragon)
1) Awarded a professional services agreement to Geo-Logic, Inc., in an amount not
to exceed $74,088, for on-call technical, design, grant application, and other related
support services associated with the Portuguese Bend Landslide Mitigation Project's
Environmental Impact Report; and 2) Authorized the Mayor and City Clerk to
execute the contract, in a form approved by the City Attorney.
H. Consideration and possible action to approve Amendment No. 1 to the
professional services agreement with Hout Construction Services, Inc. for
Palos Verdes Drive South roadway inspection and construction management
in the Portuguese Bend Landslide area. (Dragon)
1) Approved Amendment No. 1 to the professional services agreement with Hout
Construction Services, Inc., thereby extending the agreement through June 30,
2024, increasing the not-to-exceed amount for the Palos Verdes Drive South
Roadway Repair Management task by $82,317.50 for the period from February 15,
2023 through June 30, 2023, and by $202,800.86 for the period from July 1, 2023
through June 30, 2024, therefore increasing the total contract not-to-exceed sum
from $499,699.20 to $784,817.56; and 2) Authorized the Mayor and City Clerk to
execute the Amendment No. 1, in a form approved by the City Attorney.
I. Consideration and possible action to commit matching funds supporting the
City's two applications for Building Resilient Infrastructure and Communities
(BRIG) Grant Funding from the Federal Emergency Management Agency
(FEMA). (Villalpando)
Authorized the Mayor to sign two commitment letters of matching funds for the BRIC
sub-applications to the California Governor's Office of Emergency Services
(CaIOES) for the Portuguese Bend Landslide Infrastructure and Community

Resiliency Project and the Power Line Undergrounding Fire Mitigation Utility
Protection Project
J. Consideration and possible action to approve an amendment to the
professional service agreement with Gensler for added services to complete
the preliminary site plans for the Civic Center Master Plan Project (Waters)
1) Authorized Amendment No. 1 to the professional services agreement with
Gensler, in the not-to-exceed amount of$29,480, for added services to update the
preliminary site plans for the Civic Center Master Plan Project to include fire and
sheriff stations and a parking structure as an alternative option in response to
concerns expressed by officials with Los Angeles County, and to relocate
programmatic components as public safety elements for consideration by General
Services Administration (GSA), Department of Justice (DOJ) and the Federal
Emergency Administration (FEMA); and 2) Authorized the Mayor and City Clerk to
execute the amendment in a form acceptable to the City Attorney.
K. Consideration and possible action to increase the City's contribution to
employee health savings accounts. (Bañales)

CITY OF RANCHO PALOS VERDES, CALIFORNIA, INCREASING THE CITY'S

recommendation as follows: Adopted RESOLUTION NO. 2022-64, A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES
APPROVING AN AFTER-THE FACT COASTAL PERMIT TO ESTABLISH A
NEIGHBORHOOD PERMIT PARKING PROGRAM IN THE COMMUNITY OF
ABALONE COVE AND DECLARING THE PROJECT EXEMPT FROM THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) UNDER SECTION 15301
OF THE CEQA GUIDELINES (CASE NO. PLCP2022-0001). (1 Previously known as
the West Portuguese Bend Community).

4. Consideration and possible action to receive a report on potential City park
locations for a proposed Palos Verdes Historical Society Museum. (Waters)

Matt Waters, who presented a staff report and PowerPoint presentation.
Senior Administrative Analyst Matt Waters introduced President Dana Graham of
Palos Verdes Historical Society, who shared a PowerPoint presentation.
Council Members asked questions of President Dana Graham and Staff.
Discussion ensued among Council Members.
Mayor Bradley moved, seconded by Councilmember Alegria, as follows: 1)
Received and filed a report on potential City park locations for a proposed Palos
Verdes Historical Society Museum (PVHS), including the Historical Society's request
to locate the museum at Lower Point Vicente; and 2) Provided Staff direction to: a)
Perform a study of the best location, including analysis between Upper Point Vicente
and Lower Point Vicente, including consulting with the various government agencies,
b) determine what a 5,000 square foot building would cost in terms of operation and
maintenance costs as an added asset to the City's portfolio of buildings, c) the costs
for staffing such a facility, d) discuss exhibit, programming and operational
opportunities with the Los Serenos de Pointe Vicente, e) to include input from the
Planning Commission in the process, f) seek feedback from various stakeholders
(residents, businesses, and those around the area), and g) if possible, to return to
the City Council on February 7, 2023.
