THROUGH DECEMBER 31, 2022, PURSUANT TO THE RALPH M. BROWN ACT
AND ASSEMBLY BILL NO. 361., 2) Authorize Staff to continue conducting, as
warranted, City Council and Planning Commission public meetings using a
combination in-person/virtual (hybrid) platform and continue conducting virtual-only

meetings or a combination in-person/virtual (hybrid) platform, if warranted, for the
City’s five Committees (Civic Center Advisory, Emergency Preparedness, Finance
Advisory, Infrastructure Management Advisory, Traffic Safety) subject to the Brown
Act in accordance with the requirements of AB 361; and return with extension
resolutions for the City Council’s consideration every 30 days as the same may be
warranted.
E. Consideration and possible action regarding the annual business license tax. (Loya)
Recommendation: 1) Direct Staff not to increase the City’s business license tax
(BLT) rate for 2023; 2) Direct Staff to continue setting the annual BLT for home
occupancy businesses at zero ($0) for 2023; and, 3) Direct Staff to continue the Small
Business Financial Assistance Program.
F. Consideration and possible action to receive a report on the Water Replenishment
District (WRD). (Bright)
Recommendation: Receive and file a report on the Water Replenishment District.
G. Consideration and possible action to award a professional services agreement to Geo-
Logic Associates, Inc. for support services associated with the Portuguese Bend
Landslide Mitigation Project. (Dragoo)
Recommendation: 1) Award a professional services agreement to Geo-Logic, Inc., in
an amount not to exceed $74,088, for on-call technical, design, grant application, and
other related support services associated with the Portuguese Bend Landslide
Mitigation Project’s Environmental Impact Report; and, 2) Authorize the Mayor and
City Clerk to execute the contract, in a form approved by the City Attorney.
H. Consideration and possible action to approve Amendment No. 1 to the professional
services agreement with Hout Construction Services, Inc. for Palos Verdes Drive South
roadway inspection and construction management in the Portuguese Bend Landslide
area. (Dragoo)
Recommendation: 1) Approve Amendment No. 1 to the professional services
agreement with Hout Construction Services, Inc., thereby extending the agreement
through June 30, 2024, increasing the not-to-exceed amount for the Palos Verdes
Drive South Roadway Repair Management task by $82,317.50 for the period from
February 15, 2023 through June 30, 2023, and by $202,800.86 for the period from
July 1, 2023 through June 30, 2024, therefore increasing the total contract not-to-
exceed sum from $499,699.20 to $784,817.56; and, 2) Authorize the Mayor and City
Clerk to execute the Amendment No. 1, in a form approved by the City Attorney.
I. Consideration and possible action to commit matching funds supporting the City’s two
applications for Building Resilient Infrastructure and Communities (BRIC) Grant
Funding from the Federal Emergency Management Agency (FEMA). (Villalpando)
Recommendation: Authorize the Mayor to sign two commitment letters of matching
funds for the BRIC sub-applications to the California Governor’s Office of Emergency
Services (CalOES) for the Portuguese Bend Landslide Infrastructure and Community
Resiliency Project and the Power Line Undergrounding Fire Mitigation Utility
Protection Project

J. Consideration and possible action to approve an amendment to the professional
service agreement with Gensler for added services to complete the preliminary site
plans for the Civic Center Master Plan Project (Waters)
Recommendation: 1) Authorize Amendment No. 1 to the professional services
agreement with Gensler, in the not-to-exceed amount of $29,480, for added services
to update the preliminary site plans for the Civic Center Master Plan Project to include
fire and sheriff stations and a parking structure as an alternative option in response to
concerns expressed by officials with Los Angeles County, and to relocate
programmatic components as public safety elements for consideration by General
Services Administration (GSA), Department of Justice (DOJ) and the Federal
Emergency Administration (FEMA).and, 2) Authorize the Mayor and City Clerk to
execute the amendment in a form acceptable to the City Attorney.
K. Consideration and possible action to increase the City’s contribution to employee health
savings accounts. (Bañales)
Recommendation: Adopt Resolution No. 2022 -___ A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA,
INCREASING THE CITY’S HEALTH SAVINGS ACCOUNT CONTRIBUTION FOR

5. Consideration and possible action to determine the limits of removal of the existing
fence and vegetation on the ocean -facing side of the lower tier of Ladera Linda
Community Park. (O’Neill) (30 mins)
Recommendation: Authorize staff to proceed with the removal of the existing fence
and vegetation on the ocean-facing side of the lower tier as shown in Exhibits 3 and 4
of this staff report, while keeping the vegetation and fence along Forrestal Drive of the
lower tier of Ladera Linda Community Park.

Council Meeting:
The Mayor shall order removed from the Council Chambers any person(s) who commit the following acts
at a meeting of the City Council: Disorderly, contemptuous or insolent behavior toward the Council or any
member thereof, tending to interrupt the due and orderly course of said meeting; a breach of the peace,
boisterous conduct or violent disturbance, tending to interrupt the due and orderly course of said meeting;
disobedience of any lawful order of the Mayor, which shall include an order to be seated or to refrain from
addressing the Council from the audience; any other unlawful interference with the due and orderly course
of the meeting.
Time Estimates: The time noted next to an agenda item is only an estimate of the amount of time that will be spent during
the meeting on that particular item. Accordingly, these estimates should not be relied on in determining
when a matter will be heard, especially since agenda items are often re-ordered during a meeting and
may be discussed at any time.
Continuation of
Meeting:
The City Council will adjourn its meetings on or before 11:00 p.m. and will not consider new business
items after 10:15 p.m., unless the majority of the Council members who are present affirmatively vote
either to extend the meeting after 11:00 p.m. or to consider new business after 10:15 p.m. If the meeting
ends before all of the items listed on the agenda are completed, any unfinished business will be continued
to the next succeeding day that is not a holiday, at a location to be determined.
