NOVEMBER 1, 2022
CALL TO ORDER:
A Regular Meeting of the Rancho Palos Verdes City Council was called to order by Mayor
Bradley at 6:03 P.M. at Fred Hesse Community Park, McTaggart Hall, 29301 Hawthorne
Boulevard. This meeting took place remotely in accordance with Government Code
section 54953(e) et seq. (AB 361) and Resolution 2021-59, adopted by the City Council
on November 16, 2021. Members of the public could observe and participate using the
zoom participation feature, and with options called out in the public participation form
provided under separate cover with the agenda. Notice having been given with affidavit
thereto on file.
City Council roll call was answered as follows:
PRESENT: Alegria, Cruikshank, Dyda, and Mayor Bradley
ABSENT: Mayor Pro Tem Ferraro * (excused)
Also present were Ara Mihranian, City Manager; Karina Banales, Deputy City Manager;

City Attorney Wynder announced the items to be discussed in Closed Session.
1. CONFERENCE WITH LEGAL COUNSEL —ANTICIPATED LITIGATION
A closed session will be held, pursuant to Government Code § 54957.6, with the City
Manager, Deputy City Manager, and City Attorney, acting as its negotiators, regarding
labor negotiations with the Rancho Palos Verdes Employees Association.

CALL TO ORDER:
A regular meeting of the Rancho Palos Verdes City Council was called to order by Mayor
Bradley at 7:00 P.M. at Fred Hesse Community Park, McTaggart Hall, 29301 Hawthorne

Also present was Captain Powers from the Lomita Sheriff Station.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by City Attorney Wynder.
CLOSED SESSION REPORT:
City Attorney Wynder reported that the City Council met in Closed Session pursuant to
Government Code§ 54957.6 to confer with its negotiators with ongoing labor negotiations
with Rancho Palos Verdes Employees Association. The City Council was presented with
a privileged and confidential status report. There was a request for direction with respect
to one element of those ongoing negotiations and that direction was unanimously
provided by the Council, all five members of the Council participated in Closed Session.
MAYOR'S ANNOUNCEMENTS:
Mayor Bradley announced upcoming Election on November 8, 2022. He encouraged
everyone to vote and thanked all candidates for running.

Mayor Bradley presented a proclamation for November as Lung Cancer Awareness
Month. The City Council recognized organizations working in Los Angeles County, such
as the American Lung Cancer Screening Initiative and Women's Lung Cancer Forum,
that are committed to educating people about the importance of lung cancer screening
and working to increase screening rates in the United States.
RECYCLE AND EMERGENCY PERSONAL PREPAREDNESS KIT DRAWING:
Mayor Bradley announced the Recycle Winners for the October 18, 2022, City Council
meeting: David Eaton and Maggie Nopper. He indicated that all winners receive a check
for$250 and urged everyone to participate in the City's Recycling Program. He noted that
in addition to winning the Recycler Drawing, the two individuals also won a Personal
Emergency Preparedness Kit from the City valued at $40.

Couricilmember Cruikshank moved, seconded by Mayor Pro Tern Ferraro, to approve the
agenda as presented.

CITY MANAGER REPORT:
City Manager Mihranian provided updates on the following: 50th Anniversary: Harvest
Festival; Walk and Talks every Wednesday; Upcoming Palos Verdes Nature Preserve,
Quarterly Public Forum on November 2 at 6:00pm; Drive-Thru Shredding event on
November 5 between 8:00 a.m. and 11:00 a.m.; Mixed used overlay district survey due
on November 5; Reminder that Daylight Saving time ends on November 6; Upcoming
Election Day on November 8 General Municipal Election; and Veterans Day is November
111 11, and in recognition and tribute to all who served the U.S. flag will be flown throughout
the City at various street intersections and entry points.

CONSENT CALENDAR:
City Clerk Takaoka reported that late correspondence was distributed on item H, and
noted that item H was removed from the agenda and will be considered at a later date.
Councilmember Cruikshank moved, seconded by Councilmember Alegria,, to approve the
Consent Calendar without item H.
Councilmember Dyda requested item J be corrected to read "Community Park" instead
of"center" in the staff report.

Adopted a motion to waive reading in full of all ordinances presented at this meeting

Approved the Minutes of October 18, 2022, Regular Meeting.
C. Registers of Demands (Mata)
1) Adopted Resolution No. 2022-59, A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF RANCHO PALOS VERDES, ALLOWING CERTAIN CLAIMS AND
DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID;
and, 2) Adopted Resolution No. IA 2022-11, A RESOLUTION OF THE RANCHO
PALOS VERDES IMPROVEMENT AUTHORITY, ALLOWING CERTAIN CLAIMS
AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE

D. Consideration and possible action to adopt Ordinance No. 667 amending
Sections 17.56.030 (Outdoor lighting for residential uses) and 17.56.040

RESIDENTIAL USES) AND 17.56.040 (OUTDOOR LIGHTING FOR
NONRESIDENTIAL USES) OF CHAPTER 17.56 (ENVIRONMENTAL
PROTECTION) OF ARTICLE IV (USE AND DEVELOPMENT STANDARDS), AND
CHAPTER 17.96 (DEFINITIONS) OF ARTICLE VIII (ADMINISTRATION), OF TITLE

F. Consideration and possible action to adopt Ordinance No. 666 adding Chapter
17.79 (City Projects) of Article VII (Development Application and Review); and
amending Chapter 17.96 (Definitions) of Article VIII (Administration) of Title 17
(Zoning) of the Rancho Palos Verdes Municipal Code designated the Planning
Commission's role as advisory to the City Council for City projects and
associated updates for consistency with new code provisions (Case No.

Adopted Ordinance No. 666, AN ORDINANCE OF THE CITY OF RANCHO PALOS
VERDES ADDING CHAPTER 17.79 (CITY PROJECTS) OF ARTICLE VII
(DEVELOPMENT APPLICATION AND REVIEW); AND AMENDING CHAPTER 17.96
(DEFINITIONS) OF ARTICLE VIII (ADMINISTRATION) OF TITLE 17 (ZONING) OF
THE RANCHO PALOS VERDES MUNICIPAL CODE DESIGNATING THE
PLANNING COMMISSION'S ROLE AS ADVISORY TO THE CITY COUNCIL FOR
CITY PROJECTS INVOLVING DISCRETIONARY DEVELOPMENT APPLICATIONS
AND ASSOCIATED UPDATES FOR CONSISTENCY WITH NEW CODE
PROVISIONS. (CASE NO. PLCA2022-0003).
G. Consideration and possible action to modify the professional services
agreement template. (Wynder)
Approved modifications to,Sections 2.2 "Method of Compensation," and 3.2 "Schedule
of Performance" to the City's template for professional services agreements.
H. Consideration and possible action to commit connecting the new Ladera Linda
Community Park to the South Bay Fiber Network. (Buchwald)

I. Consideration and possible action to appropriate additional funds for
construction of a right-turn lane on northbound Western Avenue approaching
Westmont Drive/Delasonde Drive. (Awwad)
1) Authorized the Mayor and City Clerk to execute a revised Cooperative Agreement
with the California Department of Transportation (Caltrans), to be provided by Caltrans
at a future date, revising only the funding amount for design and construction of a
right-turn lane for northbound Western Avenue approaching Westmont
Drive/Delasonde Drive in a form approved by the City Attorney; and, 2) Appropriated
an additional $51,000 in Proposition C Funds for the Western Avenue Traffic Flow
Improvements Project specifically for constructing a right-turn lane on northbound
Western Avenue approaching Westmont Drive/Delasonde Drive as part of the
Caltrans Western Avenue Bicycle and Pedestrian Improvement Project.
J. Consideration and possible action to award a professional services agreement
to Integrated Media Systems for the design of audio/video systems at Hesse
Park. (Buchwald)
1) Awarded a professional services agreement to Integrated Media Systems for the
design phase of audio/video system upgrades and improvements at Hesse Park in
an amount not to exceed $28,950; and, 2) Authorized the Mayor and City Clerk to
execute the agreement in a form approved by the City Attorney.
K. Consideration and possible action to award professional services agreements
for pre-qualified on-call construction management and inspection services.

1) Awarded professional services agreements to Integrated Engineering
Management, Z&K Consultants, Inc., Transtech Engineers, Inc. and Sunbeam
Consulting, Inc. for on-call construction management and inspection services on an
as-needed basis for three-year terms, with additional optional two-year terms, in an
amount not to exceed $500,000 annually for each contract, subject to City Council
approved appropriated project budgets; and, 2) Authorized the Mayor and City Clerk
to execute the contracts, in forms approved by the City Attorney.
L. Consideration and possible action to increase the City's contribution toward the
employee health savings account. (Bañales)
1) Authorized Staff to increase the City's contribution to the employee health savings
accounts (HSA) to $3,850 for individuals and $7,750 for family plans for the 2023 High
Deductible PPO+HSA medical plan; and, 2) Directed Staff to return with a resolution
memorializing this authorization which thereby would be included in the 2022-2025
Rancho Palos Verdes Employee Association Memorandum of Understanding.

1.Consideration and possible action to authorize the Los Angeles County Sheriffs
Department to enforce provisions of the California Vehicle Code (CVC) on the
private roads owned and maintained by the Portuguese Bend Community
Association (PBCA). (Bright)
City Clerk Takaoka noted that notice of public hearing was duly published, no late
correspondence was distributed, and there were two requests to speak.

Mayor Bradley moved, seconded by Mayor Pro Tem Ferraro, to approve staff
recommendation as follows: 1)Adopted Resolution No. 2022-60, A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA,
APPLYING TRAFFIC AND PARKING PROVISIONS OF THE CALIFORNIA VEHICLE
CODE TO CERTAIN PRIVATELY OWNED AND MAINTAINED ROADS WITHIN THE
PORTUGUESE BEND COMMUNITY ASSOCIATION and, 2) include appropriate
signage as established.

2. Consideration and possible action to evaluate the City's membership in the
League of California Cities (Cal Cities). (Bright)
City Clerk Takaoka noted that late correspondence was distributed, and there was
one request to speak.
Administrative Analyst Bright provided a brief Staff Report and PowerPoint
presentation.
The following member of the public addressed the City Council: Jeff Kiernan, Cal
Cities Regional Affairs Manager.
Discussion ensued among Council Members and Jeff Kiernan.
Mayor Bradley moved, seconded by Councilmember Cruikshank, to approve staff
recommendation as follows: 1) Received a summary report and staffs observations
on the action and result of the Our Neighborhood Voices Initiative Petitioned
Resolution at the 2022 General Assembly in Long Beach; 2) Reviewed the services
provided by Cal Cities as it compares to membership in other organizations and
directed staff to continue the membership in Cal Cities for a one year trial period; and,
3) Directed staff to remain in Cal Cities, authorized the Mayor to sign a letter to the
Cal Cities President, CEO, and Regional Public Affairs Manager, requesting the
General Assembly be held earlier during the annual conference, additional voting
methods be considered, and expressing the need for Cal Cities to reaffirm its
commitment to local control.
The motion passed on the following roll call vote:

3. Consideration and possible action to introduce an ordinance adopting the 2022
California Building Standards Code. (Rasor)
City Manager Mihranian introduced the City's new Building Official, David Rasor, who
has been the City's Building Inspector since 2020.
Building Official Rasor presented a staff report and PowerPoint presentation.

Councilmember Cruikshank moved, seconded by Mayor Pro Tem Ferraro, to approve
staff recommendation as follows: 1) Introduced ORDINANCE NO. 669, AN
ORDINANCE OF THE CITY OF RANCHO PALOS VERDES ADOPTING BY
REFERENCE THE 2022 CALIFORNIA BUILDING STANDARDS CODE WHICH
INCLUDES THE 2022 EDITION OF THE CALIFORNIA BUILDING, RESIDENTIAL,
GREEN BUILDING STANDARDS, PLUMBING, ELECTRICAL AND MECHANICAL
CODES, WHICH ARE CODIFIED IN TITLE 24 OF THE CALIFORNIA CODE OF
REGULATIONS; CHAPTER 7A OF TITLE 26 OF THE CALIFORNIA BUILDING
CODE; THE UNIFORM CODE FOR THE ABATEMENT OF DANGEROUS
BUILDINGS 1997 EDITION; THE UNIFORM HOUSING CODE 1997 EDITION; AND
THE INTERNATIONAL PROPERTY MAINTENANCE CODE, 2018 EDITION, WITH
APPENDICES AND AMENDMENTS THERETO; AMENDING TITLE 15 OF THE
RANCHO PALOS VERDES MUNICIPAL CODE; AND ADOPTING THE 2020 LOS
ANGELES COUNTY FIRE CODE TITLE 32; and, 2) Continued this matter to a duly
noticed public hearing on November 15, 2022 for adoption of the draft ordinance.

3. Consideration and possible action to select a wayfinding sign design for the
South Bay Cities Council of Governments (SBCCOG) Local Travel Network.

Discussion ensued among Council Members and Staff.
Without objection, and by acclamation Mayor Bradley moved to direct staff to provide
the following City Council feedback to SBCCOG for consideration by its Board of
Directors at its upcoming November 17, 2022 meeting: (1) City Council favored the
turtle due to the colors (blue/green) as it aligns with RPV colors, however, if RPV
considers LTN wayfinding in the future it would incorporate RPV sign standards and
(2) table this matter to a future date.
