PC MINS 20220823 bE___ Approved 9/27/22 CITY OF RANCHO PALOS VERDES PLANNING COMMISSION MINUTES REGULAR MEETING AUGUST 23, 2022 CALL TO ORDER A Regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Chair Hamill at 7:02 P.M. in accordance with Government Code Section 54953(e) et seq (AB 361) and Resolution 2022-21 adopted by the City Council on April 19,2022, and as renewed by subsequent resolution(s) thereafter. The regular meeting was conducted through a hybrid combination of in- person and/or all virtual attendance of the seven members of the Planning Commission and invited staff at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and via teleconference using the Zoom platform, broadcast live on the City's website at rpvca goy/agendas and on PVPtv channels Cox 35 and Frontier Fiberoptic 39. Members of the public could observe and participate using the zoom participation feature, in person, and with options called out in the public participation form provided under separate cover with the agenda. Notice having been given with affidavit thereto on file. PUBLIC PARTICIPATION OPTIONS Deputy Director Silva provided options for public participation PLEDGE OF ALLEGIANCE Vice Chair Chura led the Pledge of Allegiance. ROLL CALL Planning Commission roll call was answered as follows, Present: Nelson, Nulman, Santarosa, Saadatnejadi, Perestam, Vice Chair Chura, and Chair Hamill Absent: None Also, present were Director Rukavina, Deputy Director Silva, Assistant Planner Yost and City Attorney Gerli: APPROVAL OF AGENDA Approved as presented. COMMUNICATION: City Council Items: Director Rukavina provided an update on the August 11th City Council Special Meeting, in which the City Council adopted the City's 2021-2029 Housing Element. Director Rukavina informed the Planning Commission that the document was submitted to the State on August 15th for review. Director Rukavina also provided an update on the August 16th Council Meeting, in which the City Council considered code amendments related to SB-9 second units ,and urban lot splits. PLCU2021-0008): 5801 Crestridge Road — (KY) Assistant Planner Yost presented the staff report requesting an amendment to Conditional Use Permit No. 41, Case No. PLCU2021-0008, to allow for the after-the-fact construction of a 1,200 ft2 canopy over an existing roof deck on the third floor of Building D at the Canterbury senior-livingfacility. Discussion ensued amongst the Planning Commission and staff. Chair Hamill opened the public hearing The following members of the public addressed the Planning Commission: Dave Hone, Jay Blatter, Harold Lung, Sharon Pewtress, Sandra Sanders, Nigel Gomersall, Patricia Arand and Ruchita Chandsarkar. Chair Hamill closed the public hearing. The Planning Commission asked clarifying questions of staff and the Applicant regarding height and color of the canopy. COMMISSIONER NELSON MOVED, SECONDED BY COMMISSIONER NULMAN, TO ADOPT P.C. RESOLUTION NO. 2022-12; THEREBY CONDITIONALLY APPROVING AN AMENDMENT TO CONDITIONAL USE PERMIT NO. 41 TO ALLOW FOR THE AFTER-THE-FACT CONSTRUCTION OF A Planning Commission Minutes August 23,2022 Page 2 NEW 1,200 FT2 CANOPY OVER AN EXISTING ROOF DECK ON THE THIRD FLOOR OF BUILDING D AT THE CANTERBURY SENIOR-LIVING FACILITY LOCATED AT 5801 CRESTRIDGE ROAD (CASE NO. PLCU2021-0008). THE MOTION PASSED ON A VOTE OF 7-0. 3. CODE AMENDMENT- CHAPTER 17.10 (ACCESSORY DWELLING UNIT AND JUNIOR ACCESSORY DWELLING UNIT DEVELOPMENT STANDARDS) (CASE NO. PLCA2022-0004): Citywide — (SG) Deputy Director Silva presented the staff report with a review of the proposed revisions to Code Amendments to Chapter 17.10 (Accessory Dwelling Unit and Junior Accessory Dwelling Unit Development Standards) of the Rancho Palos Verdes Municipal Code. Discussion ensued amongst the Planning Commission and staff. Chair Hamill opened the public hearing No speakers. Chair Hamill closed the public hearing. The Planning Commission asked clarifying questions of staff and further discussed the proposed code amendments. COMMISSIONER NELSON MOVED, SECONDED BY COMMISSIONER PERESTAM, TO ADOPT P.C. RESOLUTION NO. 2022-13, RECOMMENDING THAT THE CITY COUNCIL ADOPT THE PROPOSED CODE AMENDMENT TO SECTION 17.10.020 (ACCESSORY DWELLING UNIT AND JUNIOR ACCESSORY DWELLING UNIT DEVELOPMENT STANDARDS) OF CHAPTER 17.10 (ACCESSORY DWELLING UNIT AND JUNIOR ACCESSORY DWELLING UNIT DEVELOPMENT STANDARDS); SECTION 17.96.022 (ACCESSORY DWELLING UNIT)AND SECTION 17.96.995(JUNIOR ACCESSORY DWELLING UNIT) OF CHAPTER 17.96 (DEFINITIONS) OF TITLE 17 (ZONING) OF THE RANCHO PALOS VERDES MUNICIPAL CODE, TO CLARIFY APPLICABILITY OF ESTABLISHED ARCHITECTURAL STANDARDS TO STATE OF CALIFORNIA EXEMPT ACCESSORY DWELLING UNITS AND JUNIOR ACCESSORY DWELLING UNITS AS WELL AS TO CLARIFY THE USE OF SUCH IMPROVEMENTS(CASE NO.
